CALL FOR SUBMISSION OF MEMORANDA

Following the setting up of a Special Investigations Committee by the Abia State Government to look into recent reports of unethical practices and misconduct in Abia State University (ABSU) by certain staff of the institution, the Committee respectfully invites memoranda from interested individuals, groups, and communities, including but not limited to, officials and staff of the University, students, alumni, parents, and other stakeholder groups.

Such memoranda are to be written in line with the Committee’s Terms of Reference as captured below:

1. Investigate recent allegations of extortion and harassment against lecturers and non-teaching staff of the university, identify perpetrators, institutional lapses and procedural gaps that enable such abuses and make appropriate recommendations.

2. Investigate allegations of results manipulation and abuse of processes through electronic and manual means, identify the perpetrators, patterns, and make appropriate recommendations.

3. Investigate allegations of admissions irregularities, especially in professional courses, and identify possible channels of distortion in the standard procedure for university admissions.

4. Investigate allegations of forgery, promotion irregularities and favouritism in staff appointments.

5. Investigate the extent of the implementation of the white paper on the 2024 Full Visitation Panel Report and identify implementation gaps.

6. Investigate and make recommendations on any other matter that may be relevant to the repositioning of ABSU as a citadel of learning and excellence in teaching and research.

Each memorandum is to be typewritten, double-line spaced and set to Times New Roman, font size 12. All submissions should be sealed and addressed to the Committee’s Chairman through the Secretary.

Memoranda are to be submitted at the Committee’s Secretariat, Room 18, Political Block, Government House, Umuahia, no later than 4pm on Friday, May 22, 2026.

Submissions can also be made electronically as PDF attachments to absuinvestigations2026@gmail.com on or before the said date.

Materials submitted to the Committee shall be treated with the highest level of confidentiality.

Submissions can also be made anonymously.

Authors are encouraged to indicate how they can be reached by the Committee, if and when the need arises.
