INVITATION TO TENDER FOR THE CONSTRUCTION OF BUILDINGS IN A NEW RESIDENTIAL LAYOUT IN UMUAHIA.
1.0 INTRODUCTION
In line with the vision of the Abia State Government to transform Umuahia into a modern city and provide structured, affordable housing for its citizens, the Ministry of Housing hereby invites reputable, competent, and experienced Companies to tender for the construction of buildings in a new residential layout within Umuahia
Town.2.0 SCOPE OF WORKS
The project involves the construction of different building types within the estate viz:
1) Detached houses( 2 floors)
2) Semi-detached houses (2 floors)
3) Blocks of 2 bedroom flats (3 floors)
4) Blocks of 3 bedroom flats (3 and 4 floors respectively).
3.0 ELIGIBILITY REQUIREMENTS
Interested companies are required to submit the following verifiable documents:
Evidence of Incorporation: Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7.
Tax Clearance: Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years.
Financial Capability: Bank reference letter from a reputable commercial bank and Audited Accounts for the last three years.
Technical Competence: Company profile including CVs of key professional staff (ARCON, COREN, CORBON, TOPREC etc.) and list of equipment owned or leased.
Experience: Verifiable evidence of at least three (3) similar projects executed in the last five years, including award letters and completion certificates.
State Registration: Certificate of Registration with the Abia State Procurement Bureau as a contractor.
Evidence of Abia State Identification Number (ABSSIN)
Compliance Certificates: Valid PENCOM, ITF, and NSITF compliance certificates.
Sworn Affidavit: Disclosing any interest of Ministry officials and confirming the authenticity of all submitted information.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested bidding firms are to collect the Standard Bidding Document (SBD) from the Ministry of Housing, State Secretariat, Ogurube Layout, Umuahia.
Collection requires the presentation of a receipt for a non-refundable tender fee for each building type as specified by the Ministry, payable into the Abia State Government Single Treasury Account.
5.0 SUBMISSION OF BIDS
Prospective bidders must submit two (2) separate sealed envelopes—one marked “Technical Bid” and the other “Financial Bid”. Both envelopes must be placed in a larger, single envelope clearly labeled with the project title and the bidder’s name.

6.0 CLOSING DATE AND OPENING.
The deadline for submission is 1:00 PM on Wednesday June 24, 2026 (6 weeks from this publication). Bids will be opened immediately after the deadline in the Ministry’s Conference Room. Bidders or their representatives are invited to attend.
7.0 IMPORTANT NOTES
Late submissions will be returned unopened.The Ministry is not bound to accept the lowest bid and reserves the right to annul the process without liability.
