The National President of the Niger Delta Youth Peace Builders (NDYPB) and the National Adviser First Phase Agitators, Comrade Chibuike Emmanuel, has commended the Administrator of the Presidential Amnesty Program (PAP), Dr. Dennis Otuaro, for his commitment and strategic investment in education across the Niger Delta region and as well, promoting the inclusion of the South East in developmental activities.
Speaking during an interview with journalists, Comrade Emmanuel highlighted the inclusive approach adopted by Dr. Otuaro, noting that the Eastern region, which was previously marginalized and sidelined in developmental efforts, is now receiving due attention under the current administration.
According to him, the Eastern region before now, faced marginalization and discrimination in the distribution of opportunities and developmental programs. However, since Dr. Dennis Otuaro assumed leadership, he has worked tirelessly to bridge that gap.
Comrade Emmanuel added that the sustainable peace and development in the Niger Delta can only be achieved through equity, empowerment, and mutual respect, calling for more indiscriminate approaches .
He said Dr Otuaro has broken down the long-standing barriers and ensured that every zone, particularly Abia and Imo states in the Eastern region, benefited equally from the Presidential Amnesty Program.
“Before now, the Eastern region felt sidelined. There was a clear sense of being excluded from training, scholarship, and empowerment programs. But Dr. Otuaro has bridged that gap, dismantled old barriers, and is promoting a sense of unity and fairness. That alone is fostering peace”, he said.
Emmanuel further praised Dr. Otuaro’s leadership style, describing it as purposeful, people-oriented, and focused on long-term development through education and empowerment.
“Education remains a powerful tool for peacebuilding and youth development. Dr. Otuaro’s administration has not only invested heavily in providing access to education but has also empowered numerous young people with the skills and knowledge needed to transform their lives and contribute meaningfully to the society”, the NDYPB President added.
Comrade Emmanuel also emphasized that the NDYPB had observed increased interest among youth in formal education and entrepreneurship, a positive outcome of the reformed PAP.
“We have seen a shift. Youths who once embraced militancy or idleness now talk about returning to school, starting businesses, or learning trades. That’s the real impact of Dr. Otuaro’s leadership of changing mindsets”, he noted.
He further called on other federal agencies, state governments, and development partners to key into Dr. Otuaro’s model and work collaboratively to ensure lasting peace and prosperity in the Niger Delta.
“As peace builders, we will continue to support and partner with this administration. The progress we see today is proof that with the right leadership, the Niger Delta can become a beacon of hope and development”, Emmanuel concluded.
