Fubara Set to Present 2026 Budget in Newly Rebuilt Assembly Complex

Rivers State Governor, Sir Siminalayi Fubara, says he is optimistic that the 2026 Appropriation Bill will be presented to lawmakers in the newly reconstructed Rivers State House of Assembly Complex.

The governor gave the assurance on Monday, November 24, 2025, after inspecting the ongoing reconstruction of the Hallowed Chamber being handled by Monier Construction Company Limited (MCC).

Governor Fubara, who was accompanied by Hon. Boniface Emerengwa, member representing Ikwerre/Emohua Federal Constituency, and the management of MCC, expressed satisfaction with the progress of work. He said the project is on track for completion by the end of December 2025.

He reaffirmed his commitment to delivering the complex as scheduled to enable lawmakers return to their constitutional place of sitting, noting that the budget presentation will take place at the Main Hallowed Chamber “in the proper way and manner required.”

“We have been working hard to ensure their permanent sitting chamber is put in place. You know the drama that surrounded our relationship before, but by the grace of God, now that everything has been sorted out, it is our desire to ensure that the Assembly returns to their normal place of sitting,” he said.

The governor noted that work on the complex had been ongoing even before the emergency rule, despite public perception that activities had stalled. He said he personally visited to verify the level of work and was impressed with what he saw.

He disclosed that MCC has subcontracted both interior and some external works to Julius Berger Nigeria Plc to fast-track completion and meet the delivery timeline.

Fubara added that once the main chamber is delivered, the Legislature will handle the finishing of the remaining sections of the complex when they resume sitting.
