The member representing Isiala-Ngwa North State constituency in Abia State House of Assembly (ABHA), Hon. Iheonunekwu Ugochukwu Collins (Ochake), has called on the Abia State Governor, Dr. Alex Chioma Otti (OFR), to constitute the Abia State House of Assembly Service Commission (ABSHASC).
The Abia Lawmaker who stated this in a motion for the constitution of the ABSHASC at plenary today in Umuahia, Abia State, disclosed that Section 197 of the Federal Republic of Nigeria, 1999 (as amended), provides for the establishment of certain Executive Bodies charged with the responsibility of recruitment, promotion, discipline, transfer, secondment and training of staff under their jurisdiction.
He revealed that Federal Government (FG) who has mandated the establishment and constitution of National Assembly Service Commission and National Assembly Pension Commission in consonant with the dictates of the constitution, also directed all the State Houses of Assembly to ensure that it is replicated in their various states for the strengthening of the democratic institutions and structures at the state level.
The legislator who also expressed worry that the Abia State Government is yet to constitute ABSHASC, despite the fact that the state Assembly Service Commission Law (Law No. 8 of 2019) was passed and assented to since 2019.
He further noted with dismay that other Executive Bodies like Civil Service and Judicial Service Commission that supervise the affairs of public servants within their jurisdiction have been duly constituted while that of the Legislative Arm is yet to be constituted.
Iheonunekwu who further maintained that Dr. Alex Otti-led administration is poised to develop and strengthen the democratic institutions in the state, explained that the constitution of the ABSHASC as obtainable in most states of the Federation would ensure quality and efficient service delivery that will help in bringing the new Abia as conceived by Gov. Otti.
