As part of reforms to revolutionize the state’s civil service, bolster technological advancements and capacity building, the Abia State Government through the State Civil Service Commission would soon commence the Certification of Administrative Officers in Human Resource (HR) Practice.
The Commissioner for Information and Culture Prince Okey Kanu who stated this while briefing newsmen on the outcome of this week’s Executive Council presided over by Governor Alex Otti said the initiative underscores the present adminstration’s commitment to ensuring a highly skilled and professional civil service workforce.
Prince Kanu while noting that civil servants would be expected to acquire Professional Certificates from relevant and approved professional bodies for progression in the civil service, said the policy is part of government’s effort to build capacity and professionalize the state civil service.
“Of course you know that for a government that is carrying out reforms of it’s civil service, good Human Resource practice is a sine qua non for an effective civil service.
“By this policy, the officers would be required to obtain professional certificates from relevant and approved professional bodies for progression in the civil service.
“This is part of the Government’s efforts to build capacity for civil servants and as part of it’s wider agenda to professionalize the state civil service“, Prince Kanu stated.
He said that the state Civil Service Commission “would commence the actual implementation of the policy in the coming weeks”.
The Commissioner while noting the efforts of the present administration in advancing technological development across the state, said the state government in partnership with the Enterprise Development Centre, Office of the First Lady and Abia state Ministry of Women Affairs and Poverty Alleviation is set to Commence the process of training about Ten Thousand Women from Abia.
Prince Kanu disclosed that the programme would focus on capacity building and business support programmes with particular emphasis on equipping participants with essential Information Technology (IT) skills for future endeavours.
He said; “The calls for applications for the programme will soon commence, and of course you all know that this is pointed towards building capacity for Abians in different areas of endeavor, including SMES, stand alone IT -experts.
“The overriding interest of the state government is to ensure that as many people as possible acquire IT-skills that will help them in the future”.
Prince Kanu also informed that Governor Otti has sponsored the participation of 26 individuals in Cyber Security Certification Examinations, and added that the sponsorship was provided through the state Ministry of SME and digital economy.
The information Commissioner said that the move aims to enhance Cyber security expertise and fortified digital infrastructure within the state.
“This initiative is made to substantially increase the number of Cyber security expertise in the state. Of course we know that this is the way to go in this era of technology and Artificial Intelligence.
“You have to have people who are good in Cyber security so that they can help the government maintain security generally in the state“, Prince Kanu stated.
He also disclosed that the State Executive Council has approved the “Dig Once Policy” through the establishment of the Dig Once Policy implementation Council headed by the Deputy Governor, Engr. Ikechukwu Emetu.
The Information Commissioner said that the policy aims at facilitating internet penetration and fast internet access even in rural areas, adding that the policy is in line with the present administration’s agenda in IT Development which is a serious enabler of business.
Prince Kanu said the state government in a joint effort with the Federal Ministry of Communication, Innovation and Digital Economy has committed to establishing Six Mini Digital hubs with free internet access across the three Senatorial zones of the state including Arochukwu, Umunneochi, Ikwuano, Isialangwa south,Ukwa East and Ugwunagbo.
Contributing, the Commissioner for SME and Digital Economy, Mr Mathew Ekwuribe said that the “Dig Once Policy”, would facilitate the seamless deployment of fibre optics to provision fibre optics conduits across the state
According to the Commissioner, the implementation of the policy in Abia would aid in improving the Internet access, broadband and other network facilities in the state.
“This policy is all about making advanced ducts where fibre optics would be laid.We are not only making provision for the fibre optics, we are also making provision for other facilities to avoid steady excavation.
“So we are domesticating this policy to avoid constant excavation as well as destruction of our fibre optics,”he added.
Ekwuruibe said that to further strengthen digital skills capacity in Abia, the state government would be conducting trainings in areas such as cyber security, artificial intelligence, DevOps, Data Science among others.
The Special Adviser to the Governor on Media and Publicity, Mr Ferdinand Ekeoma was present during the briefing.
