The Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, has urged the newly appointed Permanent Secretaries to demonstrate exemplary leadership and fast-track the ongoing transformation initiatives within the Federal Civil Service.
Speaking at the opening of a two-day induction programme in Abuja, Mrs. Walson-Jack said the new Permanent Secretaries are assuming office at a defining moment in the nation’s administrative history. She emphasized that they carry a strategic responsibility to guide the engine of government toward achieving national development goals.
The HCSF congratulated the five appointees, describing their elevation as a reflection of merit, competence, and outstanding years of public service.
She noted that the offices they will oversee remain central to governance coordination and Service-wide policy implementation.
Mrs. Walson-Jack reiterated the Federal Government’s commitment to delivering a fully paperless civil service, describing digitalisation as the foundation of transparency and modern public administration.
She called on the new leaders to champion the transition with determination and personal example.

“You are custodians of institutional memory, architects of system stability, catalysts of reform, and guardians of ethical Public Service values,” she said, stressing the need for them to uphold integrity, demonstrate professionalism, and deliver tangible results that positively impact citizens.
Earlier in her remarks, the former Permanent Secretary, Career Management Office, Mrs. Fatima Mahmood, welcomed the appointees and expressed confidence in their capacity to strengthen ongoing reforms.
She said the induction signifies a major leadership transition in their careers and marks the beginning of a critical national assignment that requires discipline, courage, and unwavering commitment to civil service ideals.

- Dr. John Chidiebere Ezeamama
- Dr. Abdul Sule Usman Garba
- Dr. Ishiyaku Musa Mohammed
- Dr. Ukaire Binyerem Chigbowu
The intensive induction programme featured sessions with policy experts and veteran administrators who provided practical insights, strategic guidance, and tools necessary for effective leadership, policy formulation, and the advancement of key reform initiatives across the Federal Civil Service.
