Implementation of Laws Key to Development – Abia Speaker Emeruwa

The Speaker of the Abia State House of Assembly, Rt. Hon. Emmanuel Emeruwa, has emphasized that effective implementation and adherence to laws remain critical to achieving sustainable development in governance.

Speaking during a media parley held at the Assembly complex to mark two years of legislative activity, Emeruwa highlighted that the success of Governor Alex Otti’s administration stems largely from its commitment to enforcing both new and existing laws, aided by legislative collaboration.

According to him, the 8th Assembly, under his leadership, has passed 37 bills into law—all of which have received assent from the Governor.

Some of the landmark laws include the Greater Aba Development Authority, Greater Ohafia Development Authority, Abia Senior Citizens Center, Abia State Electricity Regulatory Agency, Pension Reform Act, Security Trust Fund, and the Governor and Deputy Governor Pension Review Law.

He noted that these laws have significantly strengthened the government’s ability to deliver on its mandate, deepening the synergy between the legislature and the executive, and contributing to the administration’s impressive performance so far.

Emeruwa stressed that the value of a legislature is not measured solely by the number of laws it passes, but by how effectively those laws are implemented. He commended Governor Otti’s administration for its full cooperation in this regard.

“What sets the 8th Assembly apart,” he said, “is our focus on legislation that directly improves the lives of Abians, promotes industrial growth, and drives economic development across various sectors.”

He also reaffirmed the Assembly’s commitment to oversight functions, noting that they have consistently carried out this responsibility since taking office in June 2023.

On the issue of local government autonomy, the Speaker maintained that local councils in Abia State are fully enjoying the benefits of self-governance. He dismissed claims suggesting otherwise as baseless and untrue, adding that the State Assembly is closely monitoring the use of allocated funds to ensure accountability.

Emeruwa concluded by urging Abians to trust the legislative arm and to engage their representatives on matters that require legislative action.
