The Abia State Government has forwarded the Abia State Electricity Bill to the State House of Assembly for legislative consideration.
The move is aimed at achieving Independent Power generation and supply in the state.
The Commissioner for Information, Prince Okey Kanu, disclosed this while briefing Newsmen at Government House, Umuahia, on the outcome of this week’s State Executive Council Meeting presided over by Governor Alex Otti.
Prince Kanu announced that the State House of Assembly will hold a public hearing on the Executive Bill on the 18th of December 2024, called on all stakeholders to actively participate.
“All the critical Stakeholders are expected to be there and make inputs on how to make the process of enacting that bill, and come up with a robust idea that will address issues of electricity in our state”, he said.
The Commissioner further announced that Governor Otti has given approval for the reconstruction of the long-abandoned Omenuko Bridge at Ozuabam in Arochukwu LGA, which serves as vitall link between Abia North and Abia Central Senatorial Zones.
He noted that for decades, politicians have taken undue advantage of the dilapidated nature of the bridge to make political promises to people around the area without fulfilling them.
The Commissioner who said that the flag off of the project would be announced soon, assured that the bridge when constructed would enhance transportation and development in the area.
He reaffirmed the State Government’s commitment to the ‘Light Up Abia Initiative’, noting that it has expanded from Aba, Umuahia, and Ohafia to other areas such as Bende, Ugwunagbo, and Osisioma LGAs, with 28 areas benefiting from the project.
The Commissioner appreciated the recent Primary Healthcare 400 Dollar UNICEF prize won by Abia State and attributed the success to the the present administration’s strides in the health sector.
Prince Kanu noted ongoing efforts under ‘Project Ekwueme,’ which involves reconstruction of 200 Primary Healthcare Centers across Abia adding that the Ministry of Health will soon begin free surgeries for individuals with hydrocele.
The Commissioner while reiterating the State Government’s commitment to security, urged citizens to provide useful information to Security Agencies, especially during the festive period.
He also announced the retirement of the Abia State Head of Service, Dr. Mrs. Ngozi Queen Obioma, scheduled for December and conveyed Governor Otti’s commendation for her exemplary service to the State.
Speaking on the Abia State Electricity Bill, the Commissioner for Power and Public Utilities, Mr. Ikechukwu Monday, explained that the proposed law aligns with the 2023 Electricity Act, which empowers states to establish their own electricity markets.
The Commissioner said that the bill will create a competitive and efficient electricity market in Abia, cover the full value chain of generation, transmission, and distribution as well as serve as a catalyst for industrialization and socio-economic growth.
Mr. Monday also said that the key features of the bill include creation of Abia State Electricity Regulatory Authority,Rural Electrification Agency and Abia State Electricity Fund.
He said:”Three organisations would be formed from the bill and they are Abia State Electricity Regulatory Authority, the Rural Electrification Agency and the Abia State Electricity Fund.
“The Regulatory Authority would regulate all the sectors in the market.
“We are creating the fund, because we know that electricity is not cheap and we know that there are vulnerable people that cannot afford it, and we know that we have dilapidated infrastructure.
‘The Fund will be used to make sure that better infrastructure is provided, people unable to access Electricity will get it through Government intervention, and support people that cannot afford to pay the stated tarrif because it is going to be market-driven”.
He urged the people of Abia and stakeholders to take part in the public hearing adding that a participatory approach would ensure it reflects the needs and aspirations of all the residents and lay a solid foundation for its successful implementation when enacted.
