One major step in this transformation is the recent training of over 280 civil servants through a digital transformation project supported by the Foreign Commonwealth and Development Office (FCDO) of the United Kingdom and the Technology for Social Change and Development Initiative (Tech4Dev). This training is equipping civil servants with essential digital skills, marking the start of a broader effort to make the entire workforce tech-savvy and ready to meet development goals.

Governor Otti’s plan extends beyond mere technological upgrades. It involves reimagining the role of the civil service in the 21st century. To truly digitize the civil service, the following digital facilities and technologies should be put in place:

 

Electronic Document Management System (EDMS): Implementing an EDMS will enable the secure storage, retrieval, and management of government documents. This system will replace paper files with digital records, reducing clutter, improving accessibility, and enhancing data security.

 

 

Integrated Human Resource Management System (iHRMS): A centralized HRMS will streamline employee management, from recruitment and payroll to performance evaluation and training. This system will ensure transparency, efficiency, and better resource allocation within the civil service.
