On Thursday November, 20, 2025, a Federal High Court sitting in Abuja found our son and a citizen of the state, Mazi Nnamdi Kanu guilty of terrorism-related offences and subsequently sentenced him to life imprisonment.</p>
<p>Without doubt, this development has broken a lot of our people and created an atmosphere of shock and sorrow in Abia and beyond.</p>
<p>It would be recalled that in September 2017 when soldiers invaded the family home of Mazi Kanu, leading to destruction of property and loss of lives, I immediately and strongly condemned that avoidable act and appealed that dialogue should henceforth be explored as the best approach to resolving the IPOB issue.</p>
<p>Eight days after that military onslaught at Afaraukwu Umuahia, specifically on September 25, 2017, I wrote a piece on my Thisday Column captioned &#8221; Operation Python Dance: Killing a Fly With a Sledge Hammer&#8221;. I condemned that invasion and the killings that followed once again, and offered extensively well-thought-out views and suggestions I felt could help de-escalate tension and unite the nation if the then federal government was willing to pay attention to those views.</p>
<p>This is because I recognise that leadership requires emotional intelligence, restraint and tolerance rather than force and violence.</p>
<p>I still strongly believe that the poor management of the IPOB issue at the incubation stage created the problem we have today, hence we cannot allow it to linger and create a bigger monstrous situation for us.</p>
<p>While the trial that led to this conviction lasted, I personally engaged the authorities at the highest level, starting from December 22, 2023, on alternative resolution strategy. I must state that some agreements were made which were dependent on quick dispensation of the matter at the federal high court. Unfortunately, the matter dragged until this time. I am confident that judgement having been delivered, the alternative resolution will now kick in. It is instructive that this strategy was explained to Mazi Nnamdi Kanu when I visited him while he was in the DSS Custody earlier in the year.</p>
<p>While Mazi Nnamdi Kanu is free to appeal his conviction, I&#8217;m happy to inform you that I have activated and will continue to work on the already agreed strategy until his freedom is secured. I&#8217;m also happy to collaborate with other well-meaning Nigerians who genuinely want this problem resolved, to push for his freedom through the same diplomacy and dialogue with the federal government, which though did not create the problem, but can courageously and compassionately solve it and take the credit.</p>
<p>I&#8217;ll like to use this opportunity to appeal to our people to remain calm and refrain from utterances and actions capable of stoking fear, violence and insecurity and may negatively affect the the outcome of the engagements we are already having. I have no doubt that with the assurances I have received from the Federal Government, a resolution is in sight and Mazi Kanu will receive his freedom.</p>
<p>May I also caution politicians who have positioned themselves to play petty and dirty politics with the travails of Mazi Nnamdi Kanu to jettison the idea, and rather work with us to secure his freedom.</p>
<p>Finally, I want to assure our people of my unwavering resolve and commitment to genuinely solving this problem with wisdom, high level dialogue and diplomacy, with a view to ensuring that genuine peace returns to the South East.</p>

										<content:encoded><![CDATA[<p data-start="117" data-end="368">Governor Alex Otti of Abia State has flagged off the reconstruction of the 25-kilometre Umuahia–Ikot Ekpene Road, describing the project as “the end of a nightmare” for motorists and communities that have endured decades of deplorable road conditions.</p>
<p data-start="370" data-end="580">The road, which is scheduled to be completed in 18 months, traverses several communities in Ibeku, Umuahia North, and communities in Ikwuano LGA, and terminates at the boundary between Abia and Akwa Ibom State.</p>
<p data-start="582" data-end="850">Speaking at the official flag-off ceremony held on Friday, at the Timber Market, Ahieke Ndume, Governor Otti said the project symbolises his administration’s commitment to reversing years of infrastructural decay and driving inclusive economic growth across the state.</p>

<p data-start="852" data-end="1074">The Governor, who titled his speech ‘The End of a Nightmare,’ noted that &#8220;the prosperity of any community is tied to the availability and spread of support structures to expand the combined productivity of the population&#8221;.</p>
<p data-start="1076" data-end="1371">&#8220;Today, however, we have gathered to collectively declare an effective end to the nightmare. This project, it has to be noted, would not be completed in a day, but from this day forward, you will begin to see clear evidence that indeed, we are faithful to our promise of restoration and ascent.</p>
<p data-start="1373" data-end="1605">&#8220;When this road is completed in about 18 months or less, as the contractor has promised, we shall gather one more time to congratulate ourselves for outliving what became a telling evidence of patterned neglect,&#8221; Governor Otti said.</p>

<p data-start="1607" data-end="1828">He explained that although the Umuahia–Ikot Ekpene Road is a Federal highway, his administration decided to intervene after securing necessary approvals from the Federal Government as the majority of users are our people.</p>
<p data-start="1830" data-end="2039">“We do not accept the doctrine of dichotomy when it comes to roads, because the majority of the users are our people who ply them in their daily commutes to work or to push their agro-produce to urban markets.</p>
<p data-start="2041" data-end="2334">“To that extent, we have since made a resolute commitment that every road that passes through the length and breadth of Abia, whether designated as Federal, State, or Local Government, shall be viewed and maintained to be supportive of our economic and social endeavours,&#8221; the Governor stated.</p>

<p data-start="2336" data-end="2520">Governor Otti, while emphasizing that there is no “magic” to development, noted that his administration’s focus on road infrastructure is already yielding tangible results across Abia.</p>
<p data-start="2522" data-end="2770">The Governor expressed gratitude to President Bola Ahmed Tinubu for granting approval for the State to reconstruct the road and to the Minister of Works, Senator Dave Umahi, for his “firm support and guidance” in processing the technical documents.</p>
<p data-start="2772" data-end="2996">He further commended the Federal Government for “refusing to be misled by the petty designs of a few unpatriotic political actors from this State who attempted to scuttle the initiative just to massage their oversized egos&#8221;.</p>

<p data-start="2998" data-end="3179">He assured residents that the road would be built to modern specifications with solar-powered streetlights, proper drainage systems, and quality asphalt layers to ensure durability.</p>
<p data-start="3181" data-end="3404">The Governor, who appealed for patience and cooperation from road users during the construction period, assured that every necessary safety measure would be put in place to mitigate the impact of the inevitable disruptions.</p>
<p data-start="3406" data-end="3713">In their separate remarks, the Senator representing Ikwuano-Umuahia Federal Constituency at the National Assembly, Senator Austin Akobundu, and the Deputy Speaker of the Abia State House of Assembly, Rt. Hon. Austin Mmeregini, described the Federal road as one of immense strategic importance to the people.</p>

<p data-start="3715" data-end="3848">They lamented that the road had remained in deplorable condition for decades despite repeated assurances by previous administrations.</p>
<p data-start="3850" data-end="4066">Both lawmakers commended Governor Otti for taking the bull by the horns to ensure its reconstruction and for setting aside the usual dichotomy between Federal and State responsibilities in the interest of the people.</p>
<p data-start="4068" data-end="4361">Earlier in his remarks, the Commissioner for Works, Engr. Otumchere Oti, represented by the Permanent Secretary, Mr. Izuchukwu Onwughara, described the road as a “major artery” linking Abia and Akwa Ibom States, adding that the construction represents the breaking of a jinx of over 40 years.</p>

<p data-start="4363" data-end="4585">&#8220;The construction of the Umuahia Ikot-Ekpene Road represents the breaking of a jinx of over 40 years. No more shall we be called names. No more shall commuters hiss and curse as soon as they enter Abia State&#8217;s boundaries.</p>
<p data-start="4587" data-end="4805">&#8220;The project is a testament to the visionary leadership of His Excellency, the Governor of Abia State, who has prioritized infrastructural development as a cornerstone for economic growth and social progress,&#8221; he said.</p>
<p data-start="4807" data-end="5044">The Commissioner disclosed that the road’s pavement structure would include a 7.3-metre carriageway with two-metre shoulders on both sides, a 200mm sub-base, a 200mm stone base, and asphalt layers of 60mm binder and 40mm wearing courses.</p>

<p data-start="5046" data-end="5261">Also, the President General, Ndume Otuka Autonomous Community, Sir John Onyiro, lamented that the road has been used by past administrations for political purposes with unfulfilled promises about its reconstruction.</p>
<p data-start="5263" data-end="5486">He urged residents to obtain their Permanent Voter Cards and support Governor Otti for a second term as a mark of appreciation for his commendable performance and development strides as a way of appreciating his good works.</p>

										<content:encoded><![CDATA[<p>In solidarity with the Abia State Government’s ongoing environmental reforms, the Imo Youth Resident in Aba (IYORIA) has declared a special sanitation exercise to mark Abia’s 34th anniversary.</p>
<p>The exercise, slated for Saturday, August 30, 2025, at 6:45 a.m., will mobilize Imo indigenes living and doing business in Aba to support the government’s sanitation drive.</p>
<p>Speaking at a briefing, Mr. Alasaambara Jude-Panza, President-General of IYORIA, commended Governor Alex Otti and the Abia State Environmental Protection Agency (ASEPA) Aba Zone Chairman, Elder Okezie Ezengwa, for transforming Aba into a cleaner, healthier city.</p>
<p>“Having lived in Aba for over 40 years, I can confidently say this is a new Aba. The refuse heaps are gone, no more corpses on the roads, and drainage channels once blocked are now flowing freely,” Jude-Panza noted.</p>

<p>Another member, Mr. Anozie Okoro from Mbano, Imo State, described Governor Otti’s administration as inclusive and people-centered, adding that improved living and business conditions inspired their decision to support the initiative.</p>
<p>The sanitation exercise will take off from Ochiriozuo House, covering Ehi Road Junction, Asa Road, and Brass Street.</p>

<p>Leading the charge for equity in state creation, Imo State Governor, Senator Hope Uzodinma, renewed the call for the establishment of at least two new states in the South-East to address what he termed “persistent and institutional marginalization” of the region.</p>
<p>“It has shrunk our voice and abridged our inclusivity,” Uzodinma declared. “We deserve at least two more states, including Anim State, which has the economic viability to become oil-producing and self-sustaining.”</p>
<p>He stressed that the South-East remains the only geopolitical zone with five states, while other zones have six or more, resulting in underrepresentation in the National Assembly, federal appointments, and revenue sharing formulas.</p>

<p>In addition to state creation, Uzodinma advocated for the institutionalization of rotational presidency among Nigeria’s six geopolitical zones, a state policing system, and a modernized definition of indigene status to include people born in or long-term residents of a community.</p>
<p>“These reforms are not just political—they are moral imperatives that will promote equity, security, and national unity,” he said, noting that while the 1999 Constitution need not be discarded entirely, it must be “continuously refined to match the aspirations of modern Nigeria.”</p>
<p>Offering a cautionary perspective, Abia State Governor Dr. Alex Otti, represented by Deputy Governor Engr. Ikechukwu Emetu, urged restraint in the push for new states. He acknowledged the South-East’s underrepresentation but warned that indiscriminate state creation could inflate government costs and deepen inefficiencies.</p>
<p>“Creating more states may sound like a solution, but without independent revenue streams, it risks bloating our already strained bureaucracy,” Otti said.</p>
<p>Instead, he proposed strengthening inclusive governance at the sub-national level, empowering all communities through better resource distribution and participatory decision-making. He also strongly supported the establishment of state police, describing it as “a matter of national urgency,” but emphasized the need for clear regulatory safeguards to prevent abuse.</p>
<p>Otti threw his weight behind gender-inclusive reforms, calling for the creation of legislative seats for women—but warned against tokenism.</p>
<p>“Women must not be placeholders or political proxies. We need real integration through reformed internal party processes,” he asserted.</p>
<p>The governor also supported constitutional backing for free and compulsory basic education, citing it as a cornerstone for long-term national development. He highlighted how previous constitutional reforms have enabled Abia’s electricity independence, including the creation of the Abia State Electricity Regulatory Agency, as an example of the value of targeted, practical reforms.</p>
<p>Declaring the event open, the Deputy Speaker of the House of Representatives and Chairman of the Constitution Review Committee, Rt. Hon. Benjamin Okezie Kalu, called on Nigerians to take full ownership of the amendment process.</p>
<p>“This is your Constitution. You are not observers; you are co-authors of Nigeria’s next constitutional chapter,” Kalu told the gathering.</p>

<p>He urged stakeholders from Imo and Abia states to submit memoranda, raise critical questions, and remain engaged beyond the hearings. Kalu emphasized that constitutional reform is a process, not a one-time event.</p>
<p>“True reform requires sustained civic pressure. Only through active public involvement can we ensure these changes are implemented in both letter and spirit.”</p>
<p>Kalu reaffirmed the National Assembly’s commitment to reviewing over 80 proposed amendments, including those addressing local government autonomy, electoral transparency, judicial independence, fiscal federalism, and gender equality.</p>
<p>He also praised President Bola Ahmed Tinubu’s administration for fostering what he described as a &#8220;reform-friendly environment,” enabling legislators to engage the nation in transformative conversations.</p>
<p>The Owerri public hearing, part of a nationwide consultation spearheaded by the 10th National Assembly, reflected the dynamic mix of hope, concern, and urgency surrounding Nigeria’s constitutional future. While leaders like Uzodinma push for bold structural realignments, others like Otti emphasize pragmatism and institutional sustainability.</p>
<p>Yet in their differences, one message rang clear: the Constitution must evolve—through dialogue, participation, and shared vision—to reflect the realities, dreams, and diversity of all Nigerians.</p>
<p>Meanwhile, the Southeast Zonal Public Hearing on Constitution Review held in Enugu, delegates from Anambra, Ebonyi, and Enugu states made a powerful case for structural reforms aimed at correcting longstanding imbalances in Nigeria&#8217;s federal system. The event, hosted by the House of Representatives’ Constitution Review Committee (Centre A), was dominated by calls for the creation of an additional state in the Southeast and expansion of local government structures.</p>
<p>The loudest demand from participants was the urgent need for a sixth state in the region—currently the only geopolitical zone in the country with just five states. Stakeholders argued that the inequality has translated into limited political representation and federal resources for the region.</p>
<p>Enugu State Governor, Dr. Peter Mbah, represented by the Secretary to the State Government, Prof. Chidiebere Onyia, urged the National Assembly to ensure the review exercise produces tangible outcomes rather than becoming a ceremonial process. “This should not end up as another talk show,” Onyia emphasized, stressing that Nigerians are yearning for real constitutional change.</p>
<p>Beyond state creation, speakers from across the three states demanded the establishment of new Local Government Areas (LGAs) in line with population growth and rising administrative demands. Many decried the practice of appointing caretaker committees to manage LGAs, calling instead for full democratic governance at the grassroots.</p>
<p>Participants also presented several high-impact reform proposals, including:</p>
<p>Full institutionalization of local government administration;</p>
<p>Judicial reforms to accommodate Alternative Dispute Resolution (ADR) mechanisms;</p>
<p>Integration of the national voter register with the National Identity Management System (NIMC) to improve electoral integrity;</p>
<p>Creation of reserved seats for women in legislative bodies;</p>
<p>A comprehensive review of the revenue allocation formula to promote fairness among states and regions.</p>
<p>The public hearing drew wide participation from civil society groups, traditional rulers, political leaders, and community-based organizations, all rallying for an inclusive and truly federal Nigeria.</p>
<p>As the Constitution Review Committee continues its nationwide consultations, the expectations from the Southeast are clear: equity, inclusion, and a structure that reflects the realities of modern governance.</p>

										<content:encoded><![CDATA[<p>The Governor of Abia State, His Excellency Dr. Alex Otti, OFR, has expressed shock and sadness over the demise of a former Super Eagles Coach, Christian Chukwu, describing it as shocking and saddening.</p>
<p>In a statement Governor Otti regretted that Coach Chukwu finally succumbed to the cold hands of death after making serious progress in his recovery, describing his death a massive loss of a national asset.</p>
<p>According to the Governor &#8221; The death of our legendary Coach Christian Chukwu is both shocking and saddening. Just a few months ago I received him in audience when I hosted 15 Abia athletes who won different international laurels. He came to present his book to me, during which I applauded him for his accomplishments in sports and general service to the nation. Little did I know that the visit would be our last physical meeting.</p>
<p>Coach Chukwu’s accomplishments as a legendary footballer and captain of the Green Eagle team that made the nation proud by winning the African Cup of nation, as well as the Coach of the Super Eagles that won bronze years later at the nations Cup, stood him out as a sporting icon who was celebrated and revered by the nation, no wonder his commanding influence as a captain earned him the title of &#8220;Chairman Chukwu&#8221;, the governor stated.</p>
<p>The Abia Chief Executive regretted that death took Coach Chukwu when his services to the nation were still needed, given his rich knowledge and vast experience in sports.</p>
<p>While praying God to grant his soul eternal repose, Governor Otti enjoined his family to bear the loss with fortitude and be proud of the fulfilled life he led.</p>

										<content:encoded><![CDATA[<p>The Commissioner for Tertiary Education in Abia State Professor Uche Eme-Uche has described the Governing Council of Abia State University, Uturu as unique considering the personalities that make up the Council.</p>
<p>Professor Eme-Uche made this assertion during a 2-day retreat organized for the newly constituted Governing Council and Management of Abia State University held at Aguiyi Ironsi Conference Hall, Umuahia.</p>
<p>The Theme of the retreat is &#8221; Building The New Abia State University of Our Dream Through Excellence and Service: The Governing Council Approach</p>
<p>According to her ,the Governing Council was not a regular Governing Council where politicians and emergency contractors meet to make decisions and take actions that contradict the intentions of the founders of the University which led to the decay the University witnessed in the past.</p>
<p>She emphasized that Governing Council plays a crucial role in the transformation of any University, adding that for Abia State University to become a world class institution that is globally competitive there was need for visionary leadership, sound policies, and collaborative engagement with the Management, Government and all other stakeholders that will steer the institution toward greater heights.</p>
<p>The Tertiary Education Commissioner appealed to the organizers of the retreat to interrogate the power relations between the Council, and the University management while setting distinction between the functions of the Governing Council and sets limits as there is need to manage the intercourse between the Council , Management and its obligations.</p>
<p>Professor Eme-Uche while appreciating the Governor Dr Alex Otti, for his vision in Education which led to the allocation of 20% of the 2024 and 2025 budgets to education affirmed that the recommendation of the visitation panel on a single campus for Abia State University is on course as the Governor has taken a concrete actions to ensure seamless implementation of the policy.</p>
<p>It could be recalled that Government white Paper on the Visitation Panel upheld the recommendation of a Single Campus System.</p>
<p>Earlier in his remarks, the Pro Chancellor and Chairman of the Governing Council of the University, Rt. Hon. Agwu U. Agwu, emphasized that the retreat would afford participants an opportunity to brainstorm and proffer solution to critical issues affecting the University and usher her into a 21st century global compliant institution.</p>

										<content:encoded><![CDATA[<p>Historic Day for Abam, Arochukwu, and Bende!</p>
<p>On Tuesday, 4th February 2025, I had the honor of joining His Excellency, Dr. Alex C. Otti, the Executive Governor of Abia State, to flag off the construction of a new bridge at Abam, Arochukwu.</p>
<p>This bridge, the only link between Abam and Bende, is a crucial road that will facilitate trade, commerce, and overall development in Abia North.</p>
<p>For decades, successive governments neglected this critical infrastructure despite its dire state and economic importance.</p>
<p>But Governor Otti has demonstrated true leadership by not just making promises but taking action. His commitment to strategic infrastructure development is evident, and this bridge is just the beginning.</p>
<p>In addition to this, His Excellency has also pledged to build a General Hospital in Arochukwu and another major road in Abam, further reinforcing his vision for a prosperous Abia State.</p>
<p>This is a new dawn for our people, and I am proud of the Governor’s strides. There is time for politics and there’s time for leadership; this is time for leadership and Dr Alex Otti is showing workings.</p>

										<content:encoded><![CDATA[<p>President Tinubu had, in an address to a distinguished audience of Igbo Leaders on Saturday, 4th January, 2025, while on an official visit to Enugu State, singled out Governor Alex Otti for praise on account of his hard work and commitment to improving the lot of the people of his State.</p>
<p>President Tinubu&#8217;s accolades follow a similar gale of endorsements and support from a wide spectrum of distinguished Nigerian leaders from across the political divide that includes Fmr. President Olusegun Obasanjo, Vice President Kashim Shettima, Dr. Ngozi Okonjo-Iweala, Fmr. First Lady, Dame Patience Jonathan, HE. Senator Adolf Wabara, Senator Enyinaya Abaribe, Rtd. Gen. Azubuike Ihejirika, Late Ohaneze President, Chief Emmanuel Iwuanyanwu, Deputy Speaker, Fed. House of Rep. Rt. Hon. Ben Kalu, Dr. Greg Ibe, Chief Mark Wabara, Fmr. Deputy Gov. Rt. Hon Ude Oko Chukwu, Chief B.B Apugo, Dr. Uche Ogah, Dr. Dan Okeke, and many others across the country. Indeed, The Gov. Otti’s administration achievements in Abia State have transformed the State from its pre-May 29th, 2023 Status as one of the least developed States in Nigeria to the fastest developing State makes it difficult to accord any other person other than the hardworking Governor, His Excellency Dr. Alex Chioma Otti, OFR, the commemorative yearly recognition as the National Ambassador Man of the Year. Governor Alex Otti was powered into office with his peculiar electioneering mantra to Abians “Weep No More, Help is on the way”. Since coming into office, he has translated that mantra into reality by working hard to establish a good governance structure in the state; the aftermath has been the uncommon transformation of the State into what is now regarded as “The New Abia”.</p>
<p>The success of the new good governance structure inevitably warrants closer scrutiny in order to understand its fundamental characteristics.</p>

<p>One of the most essential characters of a good governance structure which may not be found in any conventional text book on politics or business is hard work. Governor Otti&#8217;s other name may perhaps be regarded as “Mr. hard work”. Both friends and foes acknowledge this unique attribute of the able Governor.</p>
<p>Gov. Otti hardly catches up to four hours sleep in a day. His boundless energy, good health and hard work has impacted statecraft positively to such an extent that all other State officials seek to meet up with his quick pace &amp; boundless energy.</p>
<p>The hard work which the governor has imbued statecraft with as a most essential ingredient has ensured that projects and policies are achieved within specified timelines.</p>
<p>The numerous projects being churned out regularly are all by-products of this unique character of a good governance structure that Governor Otti has imbued the State with.</p>

<p>One of the most significant character trait of the good governance system which Governor Alex Otti has achieved in Abia State is the restoration of the merit principle as an essential attribute of statecraft.</p>
<p>Right from the beginning of his tenure, Governor Otti has kept faith with this principle. It is this principle that informed the recruitment of brilliant professionals who had distinguished themselves in diverse fields to manage critical sectors of the Abia MDA&#8217;s. The religious execution of this principle without regard to ethnicity, class or gender has helped in the running of a smart and good governance structure in Abia State. The delivery of numerous projects within agreed time lines are all by products of this new good governance structure in Abia State.</p>

<p>There is an aphorism that you cannot eat your cake and have it back. It is the same way in governance. You cannot be stealing public funds meant for development and still have funds to power development.</p>
<p>Governor Otti has been able to power Abia&#8217;s development to unprecedented new heights because nobody is stealing the funds meant for development. For the first time in several decades, the governor&#8217;s approval translates to immediate payment. The governor has given further teeth to this policy by directing the Accountant General to ensure that payments within her table are effected within a 72-hour period. This timeline is quite unprecedented in the country. Such policy is working because there are funds available to power the policy. Nobody is stealing the public funds. The rats eating into public coffers have been chased away for good.</p>
<p>Additionally, the Due Process Office has been empowered to ensure transparency, openness and fairness in the Public Procurement Process thereby ensuring that public procurement in Abia State are carried at the best possible costs. It is also good to note that strict adherance to budgetary allocations has been the most significant character of the Gov. Otti’s administration.</p>

<p>One other essential attribute of Governor Otti&#8217;s Good Governance structure that has been established in Abia State is its quality of inclusion. This approach has entailed the even distribution of political positions across all sections and gender to such an extent that allegations of marginalization of sections has now been consigned to the dustbin of history.</p>
<p>It is equally good to note that the good governance structure that has been installed in Abia is gender friendly. For the first time in the history of the State, a lot of women have been empowered to play critical roles in the development of the State.</p>

<p>In fact, such active offices like Accountant-General of the State; Chairman, Civil Service Commission, Chairman, Primary Education Board; Commissioner, Ministry of Tertiary Education, Ministry of Poverty Alleviation; DG, State; Orientation Agency, Chairman, Hospitals Management Board; CMD, Abia Specialist Hospital Aba; Several Special Advisers/Assistants Positions are all manned by women. Women occupy 75% of the Permanent Secretary&#8217;s position in Abia State.</p>

<p>“A Worker deserves his wage” so says the Holy Book.</p>
<p>This divine injunction was mostly breached in the immediate past years before the coming into power of Gov. Alex Otti.</p>
<p>In those infamous era, the payment of workers&#8217; salaries was characterized by a great deal of arbitrariness. It was to stem the tide, that informed Governor Otti’s declaration that workers will be paid on or before the 28th day of every month during his inauguration into office on May 29th 2023. Since then his administration has kept faith to this declaration by ensuring that workers emoluments are paid on or before the 28th day of every month.</p>
<p>The administration has stepped up to ensure that all other forms of entitlements and allowances are paid the Abia Workers.</p>
<p>Such absolute fidelity to the payment of workers salary and entitlements has helped to enhance workers morale and enthusiasm for work. This situation has no doubt contributed significantly to the efficient delivery of government services.</p>
<p>Absolute Fidelity to the payment of workers salary is one of the characteristic of a good government system.</p>

<p>One other character of a good government system is a determination to recover stolen government assets and discourage pilfering of government assets.</p>
<p>Governor Otti has shown an uncommon courage and determination to recover stolen government assets and also discouraged pilfering of public property by setting up a State Panel on The Recovery of Government funds and Assets that was Chaired by Justice Mrs. Duruoha (rtd).</p>
<p>In the same manner, the Gov. Otti&#8217;s administration in 2024 also set up a Visitation Panel on Abia State University.</p>
<p>All these efforts are geared towards the recovery of stolen public assets as well as discourage corrupt conducts in our public institutions and hence qualify as an attribute of a good governance system which incumbent Governor Alex Otti has labored to establish in the State.</p>

<p>Gov. Otti has worked very hard to rebuild the State Civil Service as an instrument for the quick and efficient delivery of goods and services. He has tried to achieve this feat through the following ways: (a) A strong emphasis on the merit-based principle in the recruitment, promotion and disciplinary exercises in the service (b) An aggressive rebuilding and retrofitting of public sector housing infrastructure and (c) A relentless war on Ghost Workers, Absenteeism, truancy and lateness to work in the Public Sector</p>
<p>One notable character of the Abia labour force before the coming into office of Governor Otti was the intolerable level of indiscipline, corruption, and other malfeasances.</p>
<p>Governor Otti, earlier in his tenure, decided to stem the tide by waging a relentless war against these agents of a bad governance system. Several verification exercises were conducted to fish out ghost workers.</p>
<p>Heads of MDA&#8217;s were issued directives to ensure that their workers resume on time and to sanction other various acts of indiscipline.</p>
<p>Today, Abia work force is a smart one. The Abia workers are major contributors to the establishment of a good governance structure in the State.</p>

<h4><strong>The Institution Of A Direct Labour Mechanism</strong></h4>

<p>One other unique structure which Governor Alex Otti established that has enhanced the quick delivery of services at the most cost-effective way is the establishment of direct labour mechanism in some agencies that deal directly with the provision of physical infrastructure. Such unique mechanism has resulted in the efficient, fast and cost-effective delivery of goods and services in Abia State.</p>
<p>The most notable amongst the agencies that have applied this mechanism in the quick delivery of goods and services includes the Ministry of Works, the Ministry of Lands and Housing and the Abia State Environmental Protection Agency (ASEPA) amongst others.</p>
<p>The philosophy behind the institution of the “direct labour mechanism” in Abia State was well captured in a remarkable speech made by one of its chief advocates, Mr. Chaka Chukwumerije, the Commissioner for Lands and Housing during the re-opening of the old secretariat complex on 26th November, 2024, when he alluded to the use of the mechanism in delivering the renovation and retrofitting of the Secretariat Complex.In his own words “Another valuable aspect of the story is the use of the State in-house resources, its civil servants, via direct labour to actualize this enviable project, thus deepening the capacity of the State&#8217;s Structural Engineers, Builders, Architects and Quantity Surveyors, while also saving the State resources, and still delivers quality projects. Mr. Chukwumerije went further in his speech to summarize the philosophical basis of the mechanism by using biblical injunctions thus “As the Holy Bible says in Isaiah 58:12 “You&#8217;ll be known as those who can fix anything, restore old ruins, rebuild and renovate, make the community livable again”.</p>

<h3><strong>Physical Manifestations Of The Good Governance System In Abia</strong></h3>
<p>Abia State is now regarded as a huge construction site.</p>
<p>Most government officials are now known by their busy schedules and haste to deliver quality goods and services. Indeed, numerous projects have been delivered since the coming into power of Dr. Alex Otti on May 29th 2023.</p>
<p>Such goods and services have been delivered at such quick pace and at a most cost-effective manner that leaves many observers quite bewildered.</p>
<p>However, a scientific analysis of the Governor Otti&#8217;s method as has been shown in the preceding sections indicates that they are not mere happenstances. The fast development of Abia State is due to a systematic effort and well thought out plans. An effort and plan that is backed by extreme hard work, discipline and absolute fidelity to the public good. All these have been categorized as the good governance structure in Abia State. The projects and services that have been delivered with their quick pace and quality are all by-products of this good governance system establishment by Governor Alex Otti and his team.</p>
<p>Since there are legions of such projects, we can only select few examples which roughly falls within the sectors that Governor Otti declared an Emergency on, when he assumed office on May 29th 2023.</p>

<p>Sanitation was one of the sectors which Governor Alex Otti declared as emergency when he started his tenure. Then, the State was overtaken by filth. Most of the urban roads were overrun by filth and refuse. Dr. Otti personally drove the machine that was used to start the war on filth.</p>
<p>Today, the beginning of the year 2025, the war has been won. The cleanliness of the streets of Abia is now taken for granted, as a normal way of life. It has taken a lot of efforts to achieve this status as a very clean State and perhaps a lot more effort to keep it that way.</p>

<p>This sector is another one that attracted the immediate attention of Governor Otti when he came to power on May 29th 2023. The reason was simple, Abia roads both intra and intercity were characterized by a great deal of dilapidation. In fact, Abia State was notorious for its bad roads, just as it was also the butt of jokes by several people both in and outside the State. In fact, by May 29th 2023, Abia had acquired infamy as the state with the worst network of roads in the country.</p>
<p>This was what informed a declaration of an emergency in the sector.</p>
<p>Presently, the song is different. An adroit combination of both the direct labour mechanism and contract system has resulted in the delivery of several quality intra-city, intercity and rural feeder roads. One other notable character of the roads being constructed by Governor Otti is that they are of very high quality and come with drainage, street lights and beautiful roundabouts.</p>

<p>As at last count, more than 400 of such roads have been delivered, many more are still in various stages of construction.</p>
<p>One other notable character of the Otti roads is that the most problematic of such roads have been contracted out to the best contractors in the country. Both foreign and indigenous contractors as well as the technical team of the State Ministry of Works are all very active in the construction of roads in the state.</p>

<h4><strong>3. The Health Sector</strong></h4>
<p>Governor Otti appreciates the overriding importance of health-care in the human development index, hence its inclusion in the list of emergencies when he was inaugurated into office. It will be recalled that the health sector in Abia prior to May 29th, May 2023, was in a deplorable state. There was no functional State owned tertiary health institution in Abia. The Abia State Teaching Hospital lost its accreditation during that inglorious era. Most residents of the state trooped outside the State to access quality health care services. Governor Otti had vowed a reversal of the trend. Currently, the reversal is being achieved at a very fast pace due to the attention and investment being expended on the health sector. Currently, the State Government has up to 35% of its budgetary provision devoted to the Health Sector.</p>

<p>There is an ongoing comprehensive renovation of over 200 health centres across the three senatorial zones of the State. The health initiative, code named “Project Ekwueme“ which was launched by Gov. Otti in Uzuakoli, Bende Local Government Area on Monday January 20th, 2025, is a very robust and comprehensive health care package aimed at rebuilding and functionalizing of 200 PHC&#8217;s across the State’s 184 wards within 100 days as well as significantly improving access to quality healthcare, particularly in rural communities. Earlier in his tenure, Governor Alex Otti had enabled the Abia Teaching Hospital to regain its accreditation thereby restoring the teaching of medical officers by the institution. This is in addition to a massive investment in its infrastructure which is aimed at transforming it into a first-class health facility. The same gesture was extended to the Abia State Specialist Hospital, Umuahia and Amachara General Hospital, all of which were renovated and retrofitted. The same was the case of the Aba General Hospital as well as the General Hospital Umuahia.</p>

<p>Abia Specialist Teaching Hospital, AbaThe renovations included the equipping of various department such as the Eye Clinic, now comparable to the best facilities anywhere in the country, General Outpatient Department, Accident and Emergency Departments etc. The equipment of these tertiary, secondary and Primary health facilities continue to be an ongoing concern enabling them in the process to perform complex tasks like Bone Marrow transplant as well as other complex surgeries.</p>

<p>One other notable achievement in the health sector is the attraction and commissioning of a State of the art multipurpose hospital in Ugwunagbo Local Government Area of the State. The facility was built through the office of The Senior Special Assistant to the President of Nigeria on Sustainable Development Goals (OSSAP-SDGs). The 100-bed facility is equipped with World-class Medical equipment and Services aimed at reducing maternal and child mortality. Governor Otti&#8217;s commitment to revitalizing the state&#8217;s Primary, Secondary and Tertiary Health Care facilities is aimed at not only reducing the burden of disease prevalence in the State but also ensuring that the citizens have unhindered access to quality healthcare in their various communities which would in turn considerably eliminate the need for residents to travel outside the State for Medicare. There have also been free medical missions carried out by several International charity organisation in conjunction with the State Ministry of Health, all of which have helped to improve access to medicare for several citizens. Governor Otti&#8217;s achievement in the health sector is no doubt a major contributor to enhanced standard of living which the citizens of the State now enjoy.</p>

<h4><strong>4. Education Sector</strong></h4>
<p>The Education Sector was one of such sectors that benefitted from an emergency declaration when Governor Alex Otti assumed office. Since then, a lot of efforts have gone into rebuilding the sector, the latest being the free, compulsory education for all children of school age now operational in the State. The free and compulsory primary and secondary education policy makes it a punishable offence for any parent of a school age child not to enroll the child in school.</p>

<p>Currently, Abia State Government has 25% of its budgetary provisions devoted to education. Such provision is one of the highest in the country. Since assumption of office, Governor Alex Otti has devoted considerable effort and resources towards improving the education sector. It is also worthy to note that it is the reform in the sector that informed the separation of the Education Ministry into The Basic and Tertiary Ministries in other to enhance their effectiveness.</p>
<p>Governor Otti&#8217;s administration has over the past 19 months devoted considerable energy and resources to the sector in other to enable it play its role as the engine room of Human Capital Development. The reforms of the sector have also led to the appointment of very top professionals to man the various tertiary education institutions in the State namely: The Abia State University, Uturu, the Ogbonnaya Onu Polytechnic Aba, the Abia State College of Education (Technical) Arochukwu and the College of Health Sciences and Management Technology, Aba.</p>

<h4><strong>5. Security</strong></h4>
<p>Pre-May 29th 2023, Abia State was also renowned for its high crime rate. Violent crimes like kidnapping, armed robbery, theft and other crimes were common.</p>
<p>The Cattle Market at Umunneochi, served as the logistics headquarters for criminals who operated freely in the Umunneochi/Isiukwuato axis of the State as well as the fringe areas of Imo, Anambra, Enugu and Ebonyi State, making life very difficult in those areas.</p>
<p>It was this sad state of affairs that informed the inclusion of Security as one of the sectors that benefitted from an emergency declaration. Governor Otti vowed to make Abia one of the safest states in the country. The Governor has since walked his talk.</p>

<p>The Governor achieved the feat of securing the state through two main Policy Actions.</p>
<p>The first was the establishment of the “Operation Crush” while the second was the demolition and re-organization of the Umunneochi Cattle Market.</p>
<p>These two policy actions plus a steady and bold determination to stem crime in the state has led to a drastic drop in crime rate as it affects Abia.</p>
<p>Today, while crime is a major problem in several states of the Federation, the rate keeps getting lower in Abia thereby making it, one of the safest in the country.</p>
<p>An efficient security system has been put in place in Abia and this has in turn guaranteed a safer environment for both people and businesses to thrive.</p>
<p>The achievement of a much more secured environment ranks as one of the physical manifestation of a good governance system that is in place in Abia State.</p>

<p>The activities of the Ministry of Lands and Housing, places it as one of the best examples of the physical manifestations of the good governance system in Abia State.</p>
<p>The Ministry has ensured a seamless acquisition of large hectares of Land for the numerous projects that is scattered in different parts of the State. Examples of such acquisitions includes the ones for the Abia Innovative and Industrial Park Owaza; the Abia Medical City, Mbawsi, the Airport Project at Ubaha Nsulu, Isiala Ngwa North, and numerous other lands for Housing Developments.</p>
<p>Additionally, the reform in the Ministry has led to the policy of issuance of C of O within a 30 days period thus ensuring ease of land acquisition in the State.</p>
<p>The Ministry also spearheaded the aggressive rehabilitation and reconstruction of numerous public-sector buildings as well as their retrofitting. Most of such public-sector buildings were hitherto in various stages of dilapidation.</p>
<p>Some of such renovated and retrofitted buildings includes the State Secretariat Complex; the Old State Secretariat Complex; the Commissioners Quarters, Michael Okpara Auditorium, several buildings inside the Government House Complex, the Ministry of Agriculture Complex; Abia Newspapers and Publishing Corporation Complex, the Law Reform Commission Building, and several others.</p>

<h4><strong>7. The Uncommon Transformation Of Aba Metropolis</strong></h4>
<p>The deplorable condition of Enyimba City compelled its listing as one of the sectors that deserved special attention. Dr. Alex Otti vowed severally in the past to rebuild the city into a modern centre of Trade, Industry and Tourism.</p>
<p>The Governor has within his short period in office devoted considerable time and energy towards rebuilding the once famed city into a modern one.</p>
<p>The administration has executed numerous road projects in the city that has once again made both intra and inter-city navigation within the city a less stressful experience. It is particularly worthy to note that such roads include very important inter-city connecting roads that had been abandoned for more than 30 years like Port Harcourt Road, Ohanku Road, Omuma Road, Ekeapara-Owerrinta Road, Ndoki Road, and Ehi Road. It is also important to note the engagement of such construction giants like Julius Berger in the construction of these roads. The Otti&#8217;s Roads are of high quality and comes along with drainage, street lights and beautiful roundabouts.</p>
<p>Otti&#8217;s “Midas Touch” in Aba is increasingly transforming the city into a modern centre of trade, industry and tourism.</p>
<p>The transformation that is being witnessed in Aba is not restricted to the building of roads, drainage, street lights and round-about. It cuts across different sectors like, health, education, electricity supply, markets remodeling etc. It is also expected that the 5-Star Hotel that is being proposed at the Enyimba Hotel site will greatly transform the tourism landscape of the City.</p>
<p>This is just as it is good to note that the commercial, industrial and tourism activities of the city will get immense boost from the Ongoing Airport Project at Ubaha Nsulu Ngwa.</p>
<p>It is also good to acknowledge the contributions of the Governor Otti administration towards the completion of the Geometric Power Plant as well as the Federal Government owned Alaoji Power Plant. Both plants have been built to supply and sustain an uninterrupted power supply to Aba and Abia State respectively.</p>
<p>Perennial electricity challenges had over decades hampered sustainable growth of small and medium-scale enterprises.</p>
<p>The successful operation of the two generating plants is expected to address the challenges of power supply. It is also important to note that one of Governor Otti&#8217;s most important structural plans towards the rebuilding of the Enyimba City was the establishment and enactment into Law of the Greater Aba Development Authority (GADA)as a Permanent Institution to guide the ordered development and growth of Aba into a Mega City.</p>
<p>GADA has since been making robust contributions towards the rebuilding of Aba.</p>
<p>Indeed, a modern Enyimba City is gradually sprouting out of the ruined city. Such gradual emergence of a modern City out of the old dilapidated one, is one of the physical manifestation of a good governance system that has been erected in Abia State by Governor Otti&#8217;s administration.</p>

<h4><strong>8. Greater Ohafia Development Authority (GODA)</strong></h4>
<p>Ohafia, the capital of Abia North Senatorial Zone has been penciled down for a complete transformation through the establishment of Greater Ohafia Development Authority. The Agency which is headed by a very brilliant and established professional Engr Obinna Odum is expected to provide a guided development of the fast-growing town into a smart and modern city in line with Governor Otti&#8217;s vision for Abia State. In a nutshell, brilliant and innovative Governor Alex Otti has driven Abia State from its once reckoning as one of the least developed States to the fastest developing one in Nigeria under a period of less than two years. This is quite an uncommon feat. He has in the process wiped away the age long tears of a once beleaguered people. The able Governor by so doing also restored their pride and hope for the future.</p>

<p>Governor Otti stated this at his country home in Nvosi, Isialangwa South Local Government Area, while receiving a delegation led by the Group Managing Director and Chief Executive Officer of First Bank Nigeria, Olusegun Alebiosu, who came to discuss potential areas of collaboration aimed at contributing to the success story of the state.</p>

<p>The Governor enjoined the bank to explore areas of collaboration with the state and assured them of the state&#8217;s readiness to partner with the private sector on projects of mutual benefit.</p>
<p>Earlier, in his remarks, the Group Managing Director and Chief Executive Officer of First Bank Nigeria PLC, Mr. Olusegun Alebiosu, described Governor Otti as a mentor who is always willing to share his wealth of knowledge and skills with those that grew under him during his banking years.</p>

<p>He expressed excitement at the level of transformation and development in Umuahia, the state capital, adding that he would also lead his team to Aba, the economic hub center, to see for themselves the level of infrastructural turnaround as being reported in various media platforms across the country.</p>
<p>Mr. Alebiosu thanked Governor Alex Otti for being a good ambassador of the banking industry and assured the Governor of the willingness of his bank to partner with the state and be part of the state&#8217;s success story.</p>

										<content:encoded><![CDATA[<p>Abia State Bureau of Public Procurement, BPP, and Head of Due Process , Dr. Oluebube Chukwu has declared that the Abia Airport project is yet another significant milestone in the state&#8217;s infrastructural development which will redefine the economic landscape of Abia.</p>
<p>&nbsp;</p>
<p>Chukwu who stated this in a Press briefing in Umuahia highlighted the economic and developmental benefits the airport would bring to the state, describing it as a &#8220;game-changer&#8221; for Abia and the entire southeastern region.</p>
<p>He noted that the construction of the airport would open up Abia to new economic opportunities, boost trade, attract investors, and provide a significant boost to the state&#8217;s tourism industry.</p>
<p>&nbsp;</p>
<p>The SSA to the Governor on Due Process who further underscores that the airport would create thousands of jobs both directly and indirectly, from construction to operations and support the growth of key sectors such as agriculture, manufacturing and services, however, pointed out that Abia, which is already a hub for commerce and industrial activities, would experience a surge in investments and trade once the airport is operational.</p>
<p>He added that the airport will also serve as a gateway for businesses and entrepreneurs to access local and international markets more easily.</p>
<p>“The Abia International Airport will facilitate smoother connectivity, enhance business operations and provide Abia with a competitive edge. It will be a vital asset to the economy, reducing the reliance on airports in neighboring states and promoting Abia as an investment destination.</p>
<p>&nbsp;</p>
<p>&#8220;The airport when completed, will also address transportation challenges within the region, facilitating the movement of goods and people, particularly for business owners and manufacturers in the state&#8217;s industrial hub of Aba. This improvement in logistics is expected to reduce the cost of doing business, promote economic activities, and attract more industries to the state&#8221;, Chukwu said.</p>

<p>He stated that the development of the airport further aligns with the state’s vision of enhancing infrastructure and creating a conducive environment for business and economic growth.</p>

<p>&#8220;With the commencement of the groundbreaking ceremony, tomorrow, 17th of December, 2024, the construction of Abia Airport is now officially underway. The state government is optimistic that the airport will be completed within the projected timeline, further enhancing Abia’s position as a key economic player in southeastern Nigeria.</p>
<p>&#8220;Once operational, the airport is expected to significantly boost regional trade, ease transportation challenges and foster job creation,while opening new doors for international tourism and investments&#8221;, he explained further.</p>
<p>Recall, Abia State Governor, Dr Alex Otti last week Tuesday, performed a groundbreaking ceremony for the much-anticipated Abia International Airport.<br />
The ceremony attracted notable personalities and party stakeholders across the nation.</p>

										<content:encoded><![CDATA[<p>Abia state Governor, Dr Alex Chioma Otti, has fulfilled his promises by rewarding athletes with cash gifts.</p>
<p>Speaking at a meeting with the Abia athletes in Umuahia Abia state recently, the Director of Sports, Comrade Obioma George, described Dr. Otti as a sports loving Governor, adding that the Governor understands the crucial role of motivation in driving athletes to push beyond limits, overcome obstacles and strive for excellence.</p>

<p>He revealed that the essence of the meeting was to distribute cash gifts to athletes who distinguished themselves in the just concluded National Youth Games (NYG) in Asaba, Delta state and Paris 2024 Paralympic Games in France, as earlier promised by Gov. Otti.</p>

<p>Comrade Obioma who also thanked the Commissioner of Youths and Sports, Chief Nwaobilor Nwadinma Ananaba for his support to Abia state Sports Council, urged parents to ensure judicious use of the cash gifts for academic development of their children.</p>
<p>In his vote of thanks, a three gold medalist in weightlifting, Eze Chiemerie Vitalis, 18, thanked Gov. Otti for fulfilling his cash gift promise, adding that he would invest the money for his personal development.</p>
<p>Meanwhile, one of the parents, Mrs Chinyere Okafor whose two children won medals at the last concluded NYG Asaba, expressed happiness over the gesture, noting that she would use the money to support their academics.</p>
<p>Recall that Gov. Otti had announced a cash rewards of N20 million for two Paralympic Powerlifting champions from Abia, Onyinyechi Gift Mark and Esther Nworgu, as well as other athletes for making Abia State proud at national and international level.</p>
<p>In addition to the cash rewards, Governor Otti promised to offer employment to 15 athletes from Abia who won gold and silver medals in international and national sporting competitions</p>
<p>This move, he said, is a way to encourage and support athletes from the state.</p>
<p>Governor Otti&#8217;s administration had also abolished the non indigène distinction, considering anyone residing in Abia state as an Abian.</p>
<p>Team Abia won a total of 31 medals at the recently concluded NYG Asaba; an improvement to the last year&#8217;s event which they won only 10 medals.</p>

										<content:encoded><![CDATA[<p>Abia State Governor, Dr. Alex Otti, has approved the sum of N81.6 million as a Christmas bonus for the state’s 544 traditional rulers in the state.</p>
<p>This was disclosed in a statement sugned by the Commissioner for Local Government and Chieftaincy Affairs, Uzor Nwachukwu and sighted by National Ambassador.</p>
<p>He said, “His Excellency, Dr. Alex C. Otti has graciously approved the sum of N150,000 to each of the 544 Abia traditional rulers as Christmas bonus.</p>
<p>“His Excellency equally uses this opportunity to enjoin Abia traditional rulers to continue to partner with the government of Dr. Alex Chioma Otti in order to engender development, peace, and security of lives and properties within their various communities. This payment will be made on or before the 10th of December, 2024.”</p>
<p>The Chairman of the Abia State Council of Traditional Rulers, Eze Linus Nto Mbah, confirmed the governor’s gesture, describing it as unprecedented.</p>

										<content:encoded><![CDATA[<p>A two-day intensive media training focused on enhancing reportorial skills and strengthening media capacity for Human Capacity Development (HCD) reporting commenced on Tuesday at the Aguiyi Ironsi Conference Center, Umuahia.</p>
<p>The training, aimed at equipping journalists with the skills and insights necessary to effectively cover HCD-related issues, was organized by the Abia State Government, led by the Focal Person for HCD and Chairman of the Civil Service Commission, Pastor Eno Jerry Eze. This is the first of its kind in the state.</p>

<p>In her opening remarks, the Convener, Pastor Eno Jerry Eze, highlighted the importance of a more proactive media role in setting the public agenda on HCD, adding that the training is intended for “broader media coverage for HCD.”</p>
<p>She underscored the need for broader media coverage to ensure that HCD initiatives receive sustained attention, noting that by setting the public agenda, the media can help prioritize HCD on the state’s development roadmap.</p>

<p>&#8220;Our focus is on agenda-setting: prioritizing HCD in public discourse, information sharing: educating the public on HCD, accountability: ensuring government and stakeholders meet HCD commitments, advocacy: promoting policy changes for HCD, community mobilization: inspiring public support for HCD, and developing impactful HCD stories.&#8221;</p>
<p>The state HCD Focal Person noted that the National Economic Council initiated the National HCD Programme in 2018 to address poverty and create sustainable economic growth. She listed the thematic areas of HCD as Education, Health and Nutrition, and Labour Force Participation.</p>

<p>She highlighted that the HCD Programme aligns with the United Nations Sustainable Development Goals (SDGs) 2030, and pointed out that HCD 2.0 in Abia would focus on implementation, governance, and a funding structure to ensure the programme’s sustainability.</p>
<p>&#8220;HCD Programme 1.0 was set to establish clear policy targets and multi-sectoral plans for investment in Human Capital and expanding stakeholder support.&#8221;</p>
<p>In his speech, Development Communication Expert Mr. Bankole Ebisemiju described the media as a powerful tool that can accelerate HCD in Abia.</p>

<p>Ebisemiju stated that the media has a duty to disseminate essential knowledge and resources, foster a culture of lifelong learning and health awareness, and hold leaders accountable to drive positive social responsibility.</p>
<p>He added that the training would focus on educating journalists on strategies to better project the Abia HCD objectives.</p>
<p>According to him, HCD is a core requirement for the development of the state and the nation at large.</p>
<p>&#8220;It is our responsibility to inform people about HCD so they can take advantage of the opportunities within the programme.&#8221;</p>
<p>&#8220;It is our duty to investigate programmes and policies, publicize them for the public’s benefit, and raise awareness of any loopholes or challenges,” Ebisemiju said.</p>

<p>He also urged journalists to develop a culture of consistent capacity building to remain active and relevant contributors to society’s advancement.</p>
<p>In a vote of thanks on behalf of the participants, Assistant Head of Information and Press, Government House Umuahia, Mr. Divine Nwankwo, appreciated Governor Alex Otti and the State Civil Service Commission for organizing the media training for journalists in Abia State.</p>
<p>Mr. Nwankwo, describing the training as unprecedented and the first in the history of Abia State, commended the resource person for the knowledge shared with the media practitioners. He assured that they would apply what they have learned to promote HCD activities.</p>
<p>&#8220;I wish to sincerely thank Governor Alex Otti, OFR, and the management of the Abia State Civil Service Commission for organizing this training for media workers in Abia State.</p>

										<content:encoded><![CDATA[<p>Abia State Government says it will commence the implementation of the New Minimum</p>
<p>Wage for workers in the state civil service by October, 2024.</p>
<p>The Commissioner for Information, Prince Okey Kanu disclosed this on Monday, while briefing Journalists on the outcome of this week&#8217;s Executive Council Meeting presided over by Governor Alex Otti.</p>
<p>Prince Kanu emphasized that the gesture which is in fulfillment of the Governor&#8217;s promise, underscores the state government&#8217;s commitment to the welfare of Abia workers.</p>
<p>&#8220;Barring any unforseen circumstances, Abia State Government will commence the payment of minimum wage to it&#8217;s workers from the month of October 2024.</p>
<p>&#8220;This in part is to underscore the governments commitment to the welfare of Abia workers and in fulfillment of the promise of his Excellency, the executive governor of Abia State,Dr Alex Otti to Abia workers.</p>
<p>&#8220;The payment of this minimum wage is in line with the broader agenda of the Federal government and has been designed to cut across all categories of workers&#8221;, the Commissioner stated.</p>
<p>The Commissioner also announced that the State Government in it&#8217;s bid to strengthen the administration of Justice in the state, would perform the flag off of the construction of 17 new court halls across the 17 LGAs of the state.</p>
<p>&#8220;This is another milestone achievement by the state government that is geared towards ensuring that the process of administration of justice is not impeded in any way in the state&#8221;, Prince noted.</p>

<p>According to the Commissioner, the wife of the Governor Mrs Priscilla Otti will on Wednesday this week flag off the free medical outreach at the newly commissioned SDG Multipurpose Hospital, Ugwunagbo which will feature consultation Services, maternal/Child Health Care Services,free Diagnostic and minor surgeries.</p>
<p>Prince Kanu said the outreach will also feature the enrollment of Women, Children and the Elderly into the Abia State Health Insurance Scheme.</p>

										<content:encoded><![CDATA[<p>The Director of Sports Abia State Sports Council, Comrade Obioma George has expressed happiness over the performance of the athletes in the ongoing National Youth Games in Asaba, Delta State tagged Asaba 2024.</p>
<p>Comrade George in an interview with journalists in Asaba, said the National Youth Games have witnessed tremendous improvements from Abia State, saying that the state has bettered it&#8217;s performance from the last edition.</p>
<p>He however frowned at the screening processes at the games , stating that there was need to have an improved screening exercise during the games describing the situation as worrisome.</p>
<p>Comrade George explained that a large percent of the athletes who are in Asaba for the competition are products of the maiden secondary school games in Abia, maintaining that the second edition of the school games would come up next year.</p>
<p>He explained that Abia has amassed a total of twenty six medal, six gold, silver eleven and nine bronze medal four above the number of medals of won last year in the fiesta.</p>
<p>He also pointed out that preparations for the National Sports Festival in Ogun State has already commenced.</p>
<p>The Director attributed the successes recorded in the sports sector in Abia to the foresight of the governor Dr. Alex Otti for giving priority to the development of sports, noting that Abians has never had it so good.</p>

<div dir="auto">Recall that Aaron had approached the Election Petition Tribunal, for redress, expressing dissatisfaction over the outcome of the March 18th,2023 poll, where he lost to his rival, Destiny Akaraka of the Labour Party(LP) and declared winner of the election by the Independent National Electoral Commission(INEC).</div>

<div dir="auto">While some alleged that the delay was because Uzodike was a PDP member and the Labour Party who are currently the majority in the House, would want to retain that position, because an additional PDP member into the House, may likely threaten the majority position of the Labour Party in the nearest future, others were of the view that Destiny Akaraka of the Labour Party actually won the election, therefore Hon Uzodike should not be sworn in.</div>

<p><strong>It was an epoch making event, as the People’s Democratic Party (PDP) in Abia State, hosted a civic reception in honor of the former Senate President, Sen Adolphus Wabara.</strong></p>
<p>The reception which was held at the Trade More Event Centre, Umuahia, was well attended by PDP faithful and had political juggernauts across party lines and nation, converging to celebrate an icon and pillar of democracy in the South East region and Nigeria at large.</p>

<p>An array of dignitaries who graced the occasion, were the Governor of Bauchi State, Bala Mohammed, the Governor of Oyo State, Seyi Makinde, his Enugu State counterpart, Dr Peter Mbah and the Governor of Edo State, Godwin Obaseki.</p>
<p>Others were former Governor Okwesirieze Nwodo of Enugu State, former Governor of Kaduna State and Secretary, PDP BoT, Ahmed Makarfi,PDP National Secretary, Senator Sam Anyanwu and the immediate-past Deputy Governor of Abia State, Sir Ude Oko Chukwu.</p>

<p>Former Chairman of Nigeria Delta Development Commission, NDDC, Chief Onyema Ugochukwu; Senator Austin Akobundu, representing Abia Central at the Senate, former House of Representatives member who represented Arochukwu/ Ohafia, Hon Uko Nkole, former Abia State Secretary, Dr Eme Okoro and South East Vice Chairman of PDP, Ali Odefa, among a host of others.</p>

<p>In his remarks, the Acting National Chairman of the PDP, Umar Damagum, described Sen Adolphus Wabara as a stabilizer and a pillar of democracy, who had brought his experiences to bear , creating stability of the party at various levels.</p>

<p>He said the reception of the political icon from South East was apt, as it would further resonate hope and breed oneness among PDP faithful.</p>
<p>The Acting National Chairman noted that the South East used to be the stronghold of the PDP through the efforts of the likes of Sen Wabara, expressing  confidence that the party would bounce again, taking it&#8217;s pride of place, adding that those exiting the party would all return before 2027.</p>

<p>He said the party is ready to take over what belongs to it, maintaining confidence that those who temporarily defected from the PDP will come back before 2027, reaffirming that the party would take over what belongs to them.</p>
<p>The PDP Acting National Chairman, however, urged PDP members in the Southeast to remain resolute and give their support continuously to the party, expressing optimism the party would come back sound and victorious.</p>

<p>Equally the Governor of Enugu state, Peter Mbah, recalled the sterling leadership qualities of Sen Wabara, particularly his days as the Senate President, adding that he succeeded in putting the South East region at the front burner with his style of leadership.</p>
<p><span style="color: #303030;font-family: nunito, sans-serif">Mbah while wishing the ex Federal Lawmaker a happy 76th birthday,prayed  God to grant him long life in good health, maintaining that Sen Wabara is capable of reviving the party to victory come 2027.</span></p>

<p><span style="color: #303030;font-family: nunito, sans-serif">Earlier<b>, </b></span>the chairman on the occasion and the Oyo State Governor, Seyi Makinde, said he was very optimistic that the PDP would return to power at the centre in 2027.</p>
<p>He described Senator Wabara as a true democrat who had sacrificed so much to build Nigeria, adding that his emergence as the BoT Chairman of the PDP would help reposition the party for greatness.</p>
<p>Makinde, however, disclosed that Wabara had already restored hope in the BoT as a true conscience of the party, adding that PDP’s brighter days were ahead.</p>
<p>He further described Wabara as a great asset to both the country and the PDP and wished him more strength and sound health to deliver.</p>

<p>Meanwhile,the Governor of Abia State,Dr Alex Otti, who devoid party sentiment to join in the celebration of the political icon, described Wabara an elder statesman and a true son of Abia.</p>
<p>Gov Otti said he had already made up his mind to attend the event even before he was invited officially, noting that the man being celebrated has impacted and advanced the political system of Nigeria, therefore, the celebration should cut across party lines.</p>
<p>He said the era of politics was over and that as the Governor of the state, he should not discriminate against anybody because of party affiliations.</p>
<p>“Our government is a government without discrimination. After election, governance starts. I’m the Governor of all Abians, whether PDP, Labour Party, APC or any other party&#8221;.</p>

<p>Gov. Otti, said that Sen Wabara is a good man, with zero percent tribalistic sentiment,adding that the PDP did not make any mistake in choosing him as its BoT Chairman.</p>
<p>Responding, Sen Wabara appreciated the PDP for organizing such a glamorous event in his honor and for entrusting him with the responsibility to lead the BoT of the party to noble heights.</p>
<p>He noted that their support and trust meant the world to him and pledged to uphold the values and principles that the party stands for.</p>

<p><strong>The Abia South Labour Party&#8217;s Senatorial candidate in the 2023 General elections and the Chief Executive Officer of the Abia Industrial Innovation Park (AIIP), Engr Chinedu Onyeizu, has commended Governor Alex Otti for the transformational strides across Abia State within one year in office.</strong></p>
<p>Congratulating the governor on the occasion of his one year in office, Onyeizu noted that Abia State has witnessed unprecedented development in all sectors of the  economy since 29th May, 2023 when the governor took the reins of leadership of the state.</p>

<p>Reiterating Governor Otti&#8217;s commitment to making Aba the industrial hub of Nigeria, Onyeizu reassured on the realization of the Abia Industrial Innovation Park project at Owaza in Ukwa West Local Government Area. He announced the readiness of over eight foreign and local investors waiting to break ground at the industrial park, with Belloxy Group and Vaco Gas Limited currently at the stage of subscription.</p>
<p>According to the Chiwf Executive Officer, the first project expected to be executed, would be the modular refinery company, which would be followed by the marine city; where the first South East deep seaport at Obaku in Ukwa East will be executed by CRCC Harbour &amp; Channel Engineering Group and Stantech Engineering Limited . He also announced the plan for a 500MW power project to be undertaken by Mundus Afrique, a New York-based power company in AIIP.</p>
<p>Onyeizu further assured Abians of the Governor’s commitment to these major capital projects that promise measurable transformation to the industrial landscape of Abia and Nigeria as a whole.</p>

<p>In a media briefing, he told journalists that AIIP just completed commercial and technical feasibility studies with KPMG and the Dubai-based Ove Arup International respectively and that in no distant time, earth-moving equipment will be rolled into the AIIP site for commencement of massive construction.</p>

										<content:encoded><![CDATA[<p>Gov Alex Otti of Abia State has advocated increased production of cashew as a means of foreign exchange earner to boost the economy of Nigeria.</p>
<p>He said both cashew and the the Agricultural sector generally &#8221; potentially holds the magic wand that will transform the economy of Nigeria and sub saharan Africa &#8221;</p>
<p>Dr Otti who spoke in Enugu at the 2024 National Cashew Day/Conference, insisted that agriculture which cashew is an integral part, &#8220;is one of the essential lubricants in the engine that will propel Nigeria into the much anticipated economic growth and development &#8220;.</p>
<p>The Governor who was represented by his Special Adviser on Agriculture, Dr Cliff Agbaeze lauded the concept behind the cashew Conference, noting that it was necessary to awaken the consciousness of government to the critical role cashew can play in the economy.</p>

<p>He was impressed by the theme of the conference, Transforming Nigeria Cashew Industry Through Technology, Innovation and Inclusive Policies, saying that such efforts were needed to reinvigorate the once lucrative cashew industry.</p>
<p>The Abia helmsman challenged stakeholders at the event to generate new ideas, innovations and strategies to address the challenges of the cashew industry with a view to recovering its past glory and engender economic growth and development in Nigeria.</p>

<p>Dr Otti averred that &#8221; innovative and technology driven cashew industry can also provide a valuable platform for expansion outside domestic borders, and entering intra-regional and international markets &#8221;</p>
<p>The Governor lauded his Enugu State counterpart, Dr Peter Mbah for hosting the conference and the national president of National Cashew Association of Nigeria, Prince Dr Ojo Joseph Ajanaku for choosing to host the event in the south east.</p>

<p><strong>The Abia State Chairman of the Peoples Democratic Party (PDP), Rt. Hon. Alwell Asiforo Okere, on behalf of the members of the State Working Committee (SWC), the enlarged State Executive Council (SEC) and the entire Abia PDP family, has congratulated the PDP Gubernatorial candidate in the 2023 Abia Governorship election, Sir Okey Ahiwe and his running mate,Dr. Jasper Uche, on their steadfast pursuit of the gubernatorial petition from inception at the Abia State Election Petition Tribunal through the Appeal Court to the Supreme Court.</strong></p>
<p>In a Release signed by the Party&#8217;s Vice Chairman/Acting State Publicity Secretary, Elder Abraham Amah, Okere described  the duo as men of great valour and inspiring courage for staying the course all through the period the case lasted,adding that their unwavering commitment to the cause they believed in, is exemplary, expressing optimism that they would continue to work for the party in the coming years to help sustain the lofty ideals that the party stands for.</p>
<p>The Abia PDP also congratulated  Governor Alex Otti on his victory at the Supreme Court, noting that the decision of the Apex Court upholding Otti&#8217;s declaration as the validly elected governor of the State, has brought the case to an end.</p>
<p>The Release further encouraged the Governor to deliver on his campaign promises to the electorates and  assured him that the PDP would always offer incisive and constructive criticism to help redirect his government whenever it wants to stray.</p>
<p>The Party, however, encouraged its members and the good people of Abia, to support the new government and ensure that they hold it accountable at all times, so that it would be what it promised to be.</p>

<p>The Apex Court of Nigeria has Affirmed the Governor of Abia State, Dr Alex Otti as the duly elected Governor of the March 18 Gubernatorial Election in the state.</p>
<p>The Court sitting in Abuja, Friday, 12th of January 2024, dismissed the appeal filed by the gubernatorial candidates of the Peoples Democratic Party(PDP) and the All Progressives Congress (APC).</p>

<p>The General Manager, Umuahia Capital Development Authority UCDA, Mr Kingsley Agomo gave the directive in a meeting with the Landlords in the affected areas, stressing that Dr. Alex Otti&#8217;s administration has always applied human face in restoring the State Capital to its glory. The General Manager on his own has been able to interface with the Landlords severally and advised them to do the needful and comply with the directive to assist the Governor in his rebuilding program without any coercion.</p>

<p>Mr Agomuo further said that any Landlord that fails to comply with this directive will be penalised and bear the cost of removal of the illegal attachments and extensions by the government.</p>

<p>Also speaking, the Director of Town Planning UCDA, Mr Tony Onyemereneche advised the Landlords to assist the present administration in his desires to transform the state capital which will in turn benefit them positively by adhering to the directive and improve the aesthetic values and values of their properties.</p>

										<content:encoded><![CDATA[<p>Abia state Governor, Dr Alex Otti has restated commitment to clearing all pension arrears owed Pensioners in the state as soon as the ongoing verification exercise is completed.</p>

<p>The commissioner for Information and Culture, Prince Okey Kanu disclosed this while briefing Newsmen on the outcome of this week&#8217;s EXCO meeting presided over by the Governor.</p>

<p>Prince Kanu recalled that Governor Otti had during the electioneering campaign promised to clear all outstanding arrears owed Pensioners by the previous administration, assured that the present administration would do the needful before the end of the year.</p>

<p>In his words; &#8220;Let me reiterate government&#8217;s position to pay off all outstanding pensions once the verification exercise is done.</p>

<p>&#8220;It is a promise that was made during the campaigns and since this government came on board, it is a promise that will be kept.</p>

<p>&#8220;Before the end of the year, all outstanding pensions will be paid as soon as the verification exercise is concluded&#8221;.</p>

<p>Prince Kanu praised the efficient manner in which the pensioners&#8217; verification process is being conducted in the state and expressed optimism that the smooth progress of the exercise might lead to its conclusion by the next week.</p>

<p>The commissioner noted that the exercise has garnered widespread commendation throughout the state for its exceptional execution and added that pensioners are delighted with the unprecedented care shown during the process.</p>

<p>He said that the verification team extended their services to the homes of elderly pensioners who could not travel, those who were unable to attend in person were guided to utilize the sub-Treasury while those residing far from the verification centres were provided with online codes ensuring to access to the verification process.</p>

<p>Prince Kanu while noting that Julius Berger has been fully mobilized to site by the state government in order to meet up with the stipulated 18 months timeline delivery of Port Harcourt road Aba, said reconstruction work would soon commence on more roads including Kent by Ehi road, People&#8217;s road, Cemetery phase 2 as well as Omuma road.</p>

<p>He listed other roads which would receive government attention to include Ozu Abam -Ndi Okereke- Arochukwu road, Umuahia -Uzuakoli -Ohafia -Arochukwu road adding that disilting that disilting of various roads in the state is ongoing while some have been concluded.</p>

<p>Contributing, the GM ASEPA Mr Ogbonnia Okereke said that additional disposable trucks have been procured and distributed to Umuahia and Aba to further promote cleanliness of the state, adding that the Agency is working with the Abia State Orientation Agency to educate the people on the need to adhere to Better waste management process.</p>

<p>He urged the people to dispose their waste properly as well as pay their dues regularly.</p>

<p>On his part, the Commissioner for Sports, Mr Nwaobilor Ananaba said that members of the newly reconstituted of Abia Warriors, Enyimba and Abia Comets football clubs would be inaugurated tomorrow while plans are on to upgrade the Umuahia Township Stadium to a world class status even as he announced that the ministry will soon commence sensitization tour to schools on the need for students to partake in sporting activities.</p>
