										<content:encoded><![CDATA[<p>Abia State Government has announced the schedule for the second batch of its teachers’ recruitment exercise, with the Computer Based Test (CBT) set to hold from March 17 to March 21, 2026.</p>
<p>In a press release issued by the Ministry of Basic and Secondary Education, and signed by Dr. Uzomaka Amah-Mbah, Chairman of the Recruitment Committee, on behalf of the Honourable Commissioner for Basic and Secondary Education, applicants were advised to log into their dashboards to confirm their exam batch, centre, and date, and to print their Exam Admit Card ahead of the test.</p>
<p>According to the ministry, candidates in the NCE category will sit for English, Mathematics, and General Paper, while those in the degree category will be examined in English, Mathematics, and their subject area of specialization.</p>
<p>The ministry further disclosed that applicants who successfully pass the CBT will proceed to the interview stage, scheduled to take place from Tuesday, March 24 to Saturday, March 28, 2026.</p>
<p>Successful candidates invited for the interview are required to present the original copies of relevant documents, including birth certificate or age declaration, First School Leaving Certificate (FSLC), WAEC or NECO certificate, and NCE, HND, or degree certificate. Please also note that NYSC Discharge Certificate or Exemption is also a compulsory requirement.</p>
<p>The ministry noted that statements of result will not be accepted for applicants who graduated more than five years ago.</p>
<p>Other required documents include the Teachers Registration Council of Nigeria (TRCN) certificate where available, printouts of the online application form and CBT result, a timestamped BVN printout not older than two weeks from the interview date, and a NIN card or printout.</p>
<p>The government urged all applicants to adhere strictly to the guidelines and schedule to ensure a smooth recruitment process.</p>

										<content:encoded><![CDATA[<p>Abia State Governor, Dr. Alex Chioma Otti, has reaffirmed the growing grassroots strength of the Labour Party, describing it as a people-oriented platform firmly rooted in inclusive governance.</p>
<p>The governor made this known during the party’s familiarization and sensitization tour at the Bende Local Government Headquarters, where party leaders and members gathered in large numbers to demonstrate solidarity and support.</p>

<p>Represented by his deputy, Engr. Ikechukwu Emetu, Governor Otti conveyed his appreciation to the people of Bende for their steadfast loyalty to the Labour Party and the current administration.<br />
Describing Bende as a critical pillar of the party’s success in Abia State, Governor Otti commended party faithful for their commitment.</p>
<p>He noted that the visit reflected unity, vitality, and strong grassroots connection, with the impressive turnout underscoring public acceptance of the Labour Party’s inclusive ideology.</p>

<p>He explained that the statewide engagements were designed to deepen interaction with citizens, understand their concerns, and strengthen internal party cohesion.</p>
<p>Highlighting achievements of the administration, Governor Otti stated that the mandate given by the people is being honored through regular payment of salaries, rehabilitation of long-neglected roads, improved transparency in public finance management, and ongoing reforms across public institutions.</p>

<p>He emphasized that governance in Abia State is now driven by performance and service delivery, declaring that the era of politics without conscience is over.</p>
<p>As the state moves toward another political season, party members were urged to remain united, disciplined, and committed to grassroots mobilization. Governor Otti thanked the people of Bende for their continued support and assured them of the Labour Party’s resolve to sustain and expand the gains recorded so far, expressing confidence in Abia State’s secure future under the party.</p>

<p>In his remarks, the state Chairman of the Labour Party, Hon. Emmanuel Otti, noted that the familiarization tour, which began in Aba North on 11th August 2025, culminates in Bende Local Government Area. He emphasized that the Labour Party is deeply rooted and present across every part of Abia State.</p>
<p>Hon. Otti highlighted that the administration has delivered far beyond campaign promises, with transformative leadership impacting education, health, infrastructure, and agriculture, improving lives across the state.</p>

<p>He stressed that the people of Abia, who entrusted leadership to the current administration in 2023, remain confident and ready to re-elect their leaders in 2027, noting that tangible achievements cannot be ignored.</p>
<p>Earlier, the Mayor of Bende Local Government, Elder Uwabunkeonye Bassey, expressed unwavering support for the governor, emphasizing that Bende and all of Abia stand firmly behind him.</p>

										<content:encoded><![CDATA[<p data-start="925" data-end="1168">The Abia State Government, through the Ministry of Agriculture, has officially handed over a site for the establishment of a Veterinary Hospital under the Livestock Productivity and Resilience Support Project (L-PRES) within the state capital.</p>
<p data-start="1170" data-end="1460">Speaking during the formal handover to the Consultant of L-PRES, the Commissioner for Agriculture, Dr. Cliff Agbaeze, said the initiative aligns with the state government’s commitment to safeguarding public health by ensuring the consumption of healthy, hygienic and disease-free livestock.</p>
<p data-start="1462" data-end="1699">Dr. Agbaeze explained that the project came to complement part of the broader agricultural reforms and developmental strides being implemented across all sectors of the Abia economy under the leadership of Governor Alex Chioma Otti, OFR.</p>
<p data-start="1701" data-end="1857">He noted that the L-PRES initiative is designed to strengthen livestock productivity while preventing animal diseases that could pose risks to human health.</p>
<p data-start="1859" data-end="2056">According to the Commissioner, Abia State is among the 26 states nationwide that have keyed into the L-PRES programme, joining other participating states such as Enugu and Ebonyi in the South-East.</p>
<p data-start="2058" data-end="2306">He emphasized that the project would significantly benefit the state by ensuring that livestock consumed by residents meets international best practices in hygiene and disease control, while also improving productivity within the livestock sector.</p>
<p data-start="2308" data-end="2445">Dr. Agbaeze disclosed that work on the project would commence immediately and is expected to be completed within six months of start-off.</p>
<p data-start="2447" data-end="2686">Also speaking, a consultant with Rahis Global Consulting Company, Abuja, Engr. Isa Siqiru, who represented L-PRES officials, commended the Abia State Government for promptly providing a site to facilitate the early take-off of the project.</p>
<p data-start="2688" data-end="2798">He confirmed that Abia has joined other beneficiary states across the federation in supporting the initiative.</p>

<p>The plan was unveiled at the Aguiyi Ironsi Conference Centre, Umuahia, by the Commissioner for Environment, Mr Philemon Ogbonna, who said the initiative aligns with the state’s broader commitment to climate-friendly policies and sustainable development.</p>

<p>Ogbonna noted that the state has made significant investments in green initiatives, including the deployment of electric buses, installation of millions of solar-powered street lights, construction of smart schools powered by solar energy, and the establishment of the Abia State Electricity Regulatory Agency.</p>
<p>According to him, the Clean Cooking Plan is another strategic intervention designed to increase wood stock, curb deforestation and reduce eye and cardiovascular diseases associated with the use of firewood for cooking. He added that the manufacturing of clean cooking stoves would create employment opportunities and improve the state’s carbon credit profile.</p>

<p>The commissioner commended the Department of Climate Change and the management of the International Centre for Energy, Environment and Development (ICEED) for developing the plan, which he said comprises 10 key components tailored to achieving its core objectives and principles.</p>
<p>In his remarks, the Executive Director of ICEED, Dr Ewa Eleri, said the initiative was introduced to Abia State due to its resilience, investor-friendly environment and the state government’s readiness to transform its environmental landscape.</p>

<p>He stressed that advancements in technology, education and cooking practices underscore the immense benefits of clean cooking energy.</p>
<p>Also speaking, the Commissioner for Power and Public Utilities, Mr Monday Ikechukwu, represented by Mr Boniface Ijeoma, described the initiative as the first of its kind in South Eastern Nigeria. He urged residents to embrace the innovation, noting that it would foster favourable climate outcomes and enhance the state’s carbon credit standing.</p>

The event, held under the theme “The Power of Youth in Co-Creating Education,” brought together government officials, education stakeholders, students, and development partners to reaffirm the critical role of young people in shaping educational development.</p>

<p>In her welcome address, the Commissioner for Tertiary Education, Professor Uche Eme-Uche, highlighted ongoing reforms in the state’s tertiary education sector, including improved funding, renovation of facilities, staff recruitment, and strengthened academic standards. She emphasized that meaningful youth engagement is key to achieving sustainable educational progress that responds to contemporary realities.</p>

<p>Delivering the keynote, Prof. Regina Ogbonna described the International Day of Education as a global observance aimed at promoting education as a fundamental human right and a vital public good for peace and sustainable development. <p>Earlier, the President of the Nigerian Institution of Estate Surveyors and Valuers, Dr. Victor Adekunle, who led the delegation, said the visit was to identify with the remarkable developmental achievements of the Otti-led administration and to formally notify the State Government of the Institution’s forthcoming national conference.</p>

<p>Dr. Adekunle described it as a great honour to be in Abia State and commended the Government for the warm reception and hospitality accorded to the delegation. 										<content:encoded><![CDATA[<p data-start="341" data-end="669">The Governor of Abia State, Dr. Alex Chioma Otti, has officially opened the second edition of Ekeremgba Akpauche, a cultural and educational programme organized by the Catholic Diocese of Aba. The ceremony took place on Tuesday, January 20, 2026, at CKC, Aba, with Governor Otti represented by his deputy, Engr. Ikechukwu Emetu.</p>
<p data-start="671" data-end="797">The initiative is designed to promote the Igbo language, culture, and values among secondary school students across the state.</p>
<p data-start="799" data-end="1112">Speaking at the event, Governor Otti described Ekeremgba Akpauche as a timely and significant platform for nurturing young Abians who are proud of their heritage. He stressed the role of language in preserving identity, quoting the Igbo proverb: “Asụsụ bụ njirimara onye” (“Language is the identity of a people”).</p>

<p data-start="1435" data-end="1733">He noted that Ekeremgba Akpauche aligns with the state government’s vision of a “New Abia,” built on education, cultural pride, and ethical leadership. The programme, he said, provides young people with the tools to appreciate their roots while preparing them to contribute meaningfully to society.</p>
<p data-start="1735" data-end="2119">The governor encouraged them to take pride in their language and culture, while reflecting Abia’s core values through their conduct as well and commended teachers, parents, and organizers for their dedication in mentoring the youth and called on other Igbo-speaking states to replicate similar initiatives, emphasizing that the preservation of heritage is a collective responsibility.</p>

Anaeto explained that Ekeremgba Akpauche showcases students’ intellectual talents through debates, quizzes, and traditional games, with participation from 25 secondary schools, including Christ the King College. 										<content:encoded><![CDATA[<p>Persons with disabilities in Abia State have declared their support for Governor Alex Otti ahead of the 2027 general election, following the distribution of 85 wheelchairs to persons living with spinal cord injuries.</p>
<p>The wheelchairs were distributed on Friday, January 16, 2026, at the Michael Okpara Auditorium, Umuahia, by the Abia State Disability Commission.</p>
<p>Speaking at the event, the Chairman of the Commission, Mr. David Anyaele, commended Governor Otti for prioritising the welfare of persons with disabilities in the state. He noted that the gesture was not the first of its kind, stressing that the governor has consistently demonstrated commitment to improving the living conditions of persons with disabilities.</p>
<p>Mr. Anyaele said Governor Otti had issued clear directives to Ministries, Departments and Agencies (MDAs) to ensure the inclusion and welfare of persons with disabilities, enabling them to live comfortably and contribute meaningfully to the development of their communities.</p>
<p>He advised beneficiaries to handle the wheelchairs with care, noting that with proper maintenance they could last up to five years. He also disclosed that provisions had been made to ensure persons with disabilities could access the newly introduced electric buses in the state.</p>
<p>According to him, the Abia State Disability Law would soon be fully implemented, assuring that the state government and the commission were prepared to protect the rights and dignity of persons with disabilities. He added that Governor Otti had also promised to provide access facilities in all high-rise buildings and public infrastructure to be constructed by his administration, in line with the policy of total inclusion.</p>
<p>Mr. Anyaele therefore urged members of disability associations to obtain their Permanent Voter Cards (PVCs) to enable them to support and re-elect Governor Otti in 2027.</p>
<p>Earlier in his remarks, the State Chairman of the Association of Persons with Spinal Cord Injuries, Mr. David Onuoha, expressed gratitude to the state government and the Abia State Disability Commission for providing the wheelchairs and prioritising the welfare of persons with disabilities.</p>
<p>Mr. Onuoha described the current administration in Abia State as responsive and inclusive, stating that persons with disabilities had never had it so good.</p>
<p>He called on all physically challenged persons in the state to mobilise support for Governor Otti’s re-election in 2027 to ensure continuity of the administration’s inclusive policies.</p>

										<content:encoded><![CDATA[<p>The Abia State Government, through the Office of the Wife of the Governor, has made a significant outreach to support individuals living with HIV and AIDS, as well as members of the Albinism Association of Nigeria in the state.</p>
<p>A total of 300 individuals from the Network of People living with HIV/AIDS received bags of rice and a cash donation of ₦50,000 as well as 100 persons of albinism receiving same to assist with their day-to-day needs.</p>
<p>During the event held in her hometown of Nvosi in Isiala Ngwa South LGA, the wife of the Governor expressed her commitment to supporting vulnerable populations in Abia State, emphasizing her desire to ensure that no one feels neglected or abandoned.</p>
<p>Governor Otti&#8217;s administration is focused on advancing the state&#8217;s development while also addressing the welfare and challenges faced by vulnerable groups in the State.</p>
<p>Dr. Uloaku Emma, the Director General of the Abia State Agency for the Control of AIDS, acknowledged Governor Otti’s consistent support for the agency and highlighted the administration&#8217;s prioritization of the health and well-being of the state&#8217;s residents.</p>
<p>She called for continued support for Governor Otti&#8217;s leadership, noting the positive progress in Abia compared to previous times.</p>
<p>Leaders from the associations including Mrs. Rebecca Eze, Coordinator of the Network of People Living with HIV/AIDS in Abia State, and Mr. Enyinnaya Nwosu, Chairman of the Albinism Association in Abia, expressed their gratitude for the assistance and commended Mrs. Otti for her compassion and support for vulnerable groups.</p>
<p>Meanwhile, Mrs. Ngozi Felix, Commissioner for Poverty Alleviation and Social Protection, along with Dr. Maureen Aghukwa, Commissioner for Women Affairs, praised the resilience of individuals living with HIV and AIDS.</p>
<p>They encouraged continued adherence to medical guidance and regular health check-ups for improved well-being.</p>

										<content:encoded><![CDATA[<p>In governance, symbolism often competes with substance. Government houses, official residences, and capital cities are imbued with history and meaning, and they serve as visible markers of authority. Yet, an overemphasis on where governance occurs can distract from the more consequential question of how well governance is performed.</p>
<p>The recent controversy in Abia State, where former governors have reportedly threatened legal action over Governor Alex Otti’s decision to function substantially from Nvosi rather than the Umuahia Government House, has reopened a long-standing debate in public administration: <strong>does physical location define performance, legitimacy, or legality in governance?</strong></p>
<p>This brief argues that it does not. Drawing from constitutional principles, public administration theory, and emerging governance indicators in Abia State, it contends that leadership performance should be assessed by outcomes, institutional reforms, and service delivery, but not by the address from which executive duties are discharged.</p>
<h3>Container vs Content: A Governance Lens</h3>
<p>The container represents the physical and symbolic spaces of governance: government houses, offices, and administrative headquarters. These spaces provide continuity, visibility, and ceremonial legitimacy.</p>
<p>The content, however, is the substance of governance: policy decisions, institutional<br />
coordination, fiscal management, transparency, and impact on citizens’ lives.</p>
<p>Effective governance depends on content. Containers may house power, but they do not exercise it. History shows that governments frequently operate from alternative locations during transitions, renovations, emergencies, or security concerns without losing authority or effectiveness.</p>
<h3>Legal and Constitutional Perspective</h3>
<p>A critical issue in the Abia debate is legality. Nigeria’s 1999 Constitution (as amended) does <strong>not</strong> prescribe a mandatory physical location from which a governor must perform executive functions daily. Section 176 establishes the office of the Governor, while Sections 191–193 outline executive authority, delegation, and administration, but none condition the exercise of power on residence or continuous physical presence in a particular government house.</p>
<p>What the Constitution requires is:</p>
<ul>
<li style="list-style-type: none;">
<ul>
<li>A valid electoral mandate</li>
<li>Oath of office</li>
<li>Adherence to constitutional processes</li>
<li>Governance through duly constituted institutions</li>
</ul>
</li>
</ul>
<p>As long as executive actions like appointments, approvals, policies, and directives are lawful and channelled through recognised institutions of state, their validity does not hinge on geography.</p>
<p>Even within Nigeria’s federal practice, presidents, governors, and ministers routinely conduct official business from alternative locations: private residences, official lodges, or temporary offices. Courts have consistently prioritised authority and due process over physical setting.</p>
<p>Therefore, legal arguments centred solely on location risk are weak unless they can demonstrate constitutional breach, exclusion of institutions, or denial of access to governance.</p>
<h3>Abia State: Shifting the Focus to Performance</h3>
<p>Rather than reducing governance to symbolism, public discourse in Abia State should interrogate performance indicators. Since 2023, public narratives around Abia governance have increasingly focused on:</p>
<ul>
<li style="list-style-type: none;">
<ul>
<li><strong>Fiscal discipline and transparency:</strong> Reduction in wasteful spending, improved salary and pension payments, and clearer public finance communication.</li>
<li><strong>Infrastructure rehabilitation:</strong> Visible road reconstruction projects, particularly in Aba and Umuahia, addressing years of urban decay.</li>
<li><strong>Public sector reforms:</strong> Renewed emphasis on accountability, verification exercises, and institutional clean-up.</li>
<li><strong>Ease of doing business:</strong> Renewed engagement with traders, SMEs, and industrial<br />
clusters in Aba, Nigeria’s historic manufacturing hub.</li>
</ul>
</li>
</ul>
<p>These indicators, whether one agrees with their pace or scale, are the appropriate metrics for assessing governance effectiveness. None is inherently dependent on a governor’s physical base of operation.</p>
<h3>Symbolism vs Development Outcomes</h3>
<p>The Umuahia Government House carries symbolic importance as the administrative heart of Abia State. However, symbolism should reinforce governance, not replace it. When debates over buildings eclipse discussions about roads, schools, healthcare, jobs, and security, governance becomes performative.</p>
<p>Policy history is replete with examples where leaders occupied prestigious offices while institutions decayed. Conversely, reform-minded administrations have delivered impact despite operating <strong>from modest or unconventional settings.</strong></p>
<p>In this light, insisting that effectiveness flows from physical presence risks mistaking form for function.</p>
<h3>Risks of Over-Politicising Location</h3>
<p>An excessive fixation on location poses several risks:</p>
<ul>
<li style="list-style-type: none;">
<ul>
<li>Diverts public attention from substantive policy outcomes</li>
<li>Encourages legal theatrics over governance improvement</li>
<li>Reinforces elite competition over symbols rather than service delivery</li>
<li>Undermines adaptive governance in evolving urban and administrative contexts</li>
</ul>
</li>
</ul>
<p>For a state seeking recovery, investment, and public trust, these distractions are costly.</p>
<p>However, physical location may support administrative convenience, but it does not confer legitimacy on its own. Governance legitimacy is earned daily through decisions and outcomes.</p>
<h3>Conclusion: Reframing the Debate</h3>
<p>The Abia State controversy offers a teachable moment. Governance should not be reduced to architecture or geography. While government houses matter symbolically, they do not deliver development.</p>
<p>The container–content framework reminds us that<strong> performance lives in systems, policies, and accountability and not buildings.</strong> If Abia State is to move forward, public discourse must pivot from <em>where the governor sits to what the government delivers.</em></p>
<p>Ultimately, history will judge leadership not by the coordinates of power, but by the quality of governance it produced.</p>

										<content:encoded><![CDATA[<p data-start="315" data-end="571">The wife of the Governor of Abia State, Mrs. Priscilla Otti, has extended her goodwill to vulnerable groups with visits to the Amaudo Integrated Community Mental Health Foundation in Itumbauzo and the Uzuakoli Leprosy Centre in Bende Local Government Area.</p>
<p data-start="573" data-end="931">During the visits, Mrs. Otti, represented by the Commissioner for Women Affairs, Dr. Maureen Aghukwa, donated essential items including bags of rice, beans, cartons of tomato paste, gallons of groundnut oil, sanitary supplies, and cash to support the institutions&#8217; ongoing care for mentally ill patients, persons affected by leprosy, and motherless children.</p>
<p data-start="933" data-end="1086">She explained that her visit was inspired by the spirit of the new year, a time to share joy and ensure no vulnerable group in the state feels forgotten.</p>
<p data-start="1088" data-end="1293">Mrs. Otti reaffirmed that the administration of Governor Alex Otti is committed to supporting institutions that care for vulnerable groups, recognizing their vital role in complementing government efforts.</p>
<p data-start="1295" data-end="1576">Directors of both centres, Reverend Kenneth Nwaubani of Amaudo Integrated Community Mental Health Foundation and Reverend Nnaemeka Ajike, Uzuakoli Leprosy Centre, expressed gratitude to Mrs. Otti for her continued compassion and tangible support for vulnerable groups in the state.</p>
<p data-start="1578" data-end="1705">Reverend Nwaubani further advised that society should support mental health patients to recover quickly and not be stigmatised.</p>

										<content:encoded><![CDATA[<p data-start="383" data-end="643">The Comptroller of the Nigeria Correctional Service, Abia State Command, Nwanyanwu Blessing, has commended the First Lady of Abia State, Mrs. Priscilla Otti, for her consistent generosity and support to inmates and staff at the Arochukwu Correctional Facility.</p>
<p data-start="645" data-end="774">According to Nwanyanwu, Mrs. Otti has shown remarkable compassion through her regular visits and provision of essential supplies.</p>
<p data-start="776" data-end="912">During her most recent visit, she donated bags of rice, beans, toiletries, cartons of tomatoes, spaghetti, and gallons of groundnut oil.</p>
<p data-start="914" data-end="1130">While expressing gratitude, the Comptroller also appealed for further support in addressing the facility’s pressing needs, including access to potable water, a utility vehicle, and additional bedding for the inmates.</p>
<p data-start="1132" data-end="1279">In her remarks, Mrs. Otti stated that the visit was to share the joy of the season with the inmates and to assure them that they are not forgotten.</p>
<p data-start="1281" data-end="1519">Represented by the Senior Special Assistant to the Governor on Women Affairs, Mrs. Chinenye Nwaka, Mrs. Otti advised the inmates to reflect on their experiences and refrain from returning to the behaviours that led to their incarceration.</p>
<p data-start="1521" data-end="1695">Mrs. Otti reaffirmed that Governor Alex Otti’s administration promotes inclusive governance and looks forward to their reentry into society as reformed, law-abiding citizens.</p>

Ikechukwu Emetu, has felicitated his Personal Assistant, Mr. Ndubuisi Ume Ado, and his wife on the baptism and dedication of their daughter, Miss Nora Uchanma Ado, as well as the celebration of their first wedding anniversary.</p>
<p>Engr. Emetu made the remarks during a reception held at Max and Hani Hotel, behind Power World Ministry, Olokoro Isi Court, Umuahia South Local Government Area.</p>
<p>The Deputy Governor underscored the importance of parents inculcating godly virtues in their children from infancy, noting that such moral foundation is vital to raising responsible and upright citizens.</p>

<p>Earlier, the Chairman of the occasion and Managing Director of Total Value Integrated Nigeria Ltd., Chief Goddy Irogbaruwa, described Mr. Ndubuisi Ado as a man of integrity and dedication to service.</p>
<p>He encouraged him to remain steadfast in his commitment to uplifting the downtrodden and demonstrated his support by donating the sum of Five Hundred Thousand Naira to the TAWOF Foundation.</p>

										<content:encoded><![CDATA[<p data-start="333" data-end="637">Governor of Abia State, Dr. Alex Otti, has reaffirmed his administration’s commitment to godly leadership and people-oriented governance as the state was formally rededicated to God during the 2026 New Year Thanksgiving Service organized by the Christian Association of Nigeria (CAN), Abia State Chapter.</p>
<p data-start="639" data-end="894">The solemn interdenominational service, held on Sunday at the Methodist Church Nigeria, Wesley Cathedral, Umuahia, marked the spiritual commencement of the year and attracted top government officials, church leaders, and worshippers from across the state.</p>
<p data-start="896" data-end="1086">Governor Otti, who was represented by his Deputy, Engr. Ikechukwu Emetu, described the Otti-led administration as one that recognizes the indispensable role of divine guidance in governance.</p>

<p data-start="1380" data-end="1798">He urged the Christian body to sustain its prayers for the Governor and the state, assuring that the administration would continue to prioritize the welfare of Abians while seeking God’s direction in policy formulation and leadership decisions.<br data-start="1624" data-end="1627" />However, he cautioned against what he described as a growing laxity among Christians, urging believers to deepen their spiritual lives and actively engage national issues.</p>
<p data-start="1800" data-end="1986">He challenged the faithful to recommit to soul-winning, the study of God’s Word, and active participation in civic responsibilities, particularly the ongoing voter registration exercise.</p>

<p data-start="1988" data-end="2307">In his remarks, the Abia State CAN Chairman, Rev. Ojo Ojo Uduma, expressed appreciation to Governor Otti for his support and openness to faith-based engagement. He attributed the “commendable performance” of the current administration to the church’s obedience to its biblical mandate of praying for those in authority.</p>
<p data-start="2309" data-end="2575">“The results are evident in improved service delivery and visible infrastructural development across the state,” Rev. Uduma noted, adding that these tangible achievements have further strengthened the church’s resolve to continually uphold the government in prayers.</p>

										<content:encoded><![CDATA[<p data-start="2574" data-end="2818">Abia State Governor, Dr. Alex Otti, has expressed satisfaction with the pace and quality of work at the ongoing construction of the Umuahia Central Bus Terminal, noting that the landmark project will transform transport services in the State.</p>
<p data-start="2820" data-end="3036">Speaking during an inspection tour of the site on Wednesday, Governor Otti likened the project to the Paddington Terminal in the United Kingdom, which integrates rail, road, and commercial services in one location.</p>

<p data-start="3038" data-end="3287">The Governor noted that the idea behind the multimodal transportation system is to centralise all transport activities in the capital city in one central location to stand as a one-stop transport hub for all commuters and passengers or travellers.</p>
<p data-start="3289" data-end="3521">“This is nothing new, it has been done elsewhere. When you go to the UK, Paddington Terminal ensures convergence of the railway, the other means of transportation and of course you have a shopping plaza, cinema, hotel, everything.</p>

<p data-start="3523" data-end="3687">&#8220;So we thought we should concentrate all those transport terminals in this place, instead of having different terminals at different places in the town&#8221;, he said.</p>
<p data-start="3689" data-end="3810">The Governor noted that consultants handling the project were “very, very up to the task” and commended their progress.</p>

<p data-start="3812" data-end="3945">“Hopefully before the end of this month they (contractors) would have gone far, even if they don’t complete the project&#8221;, he added.</p>
<p data-start="3947" data-end="4078">Although Governor Otti declined to give a specific completion percentage, he stressed that quality was more important than speed.</p>

<p data-start="4080" data-end="4281">“Even if they need more time, I’ll give them more time because it’s better done right the first time. But so far so good, I’m glad with the level of progress and with the quality of work”, he stated.</p>
<p data-start="4283" data-end="4472">On the expected outcome, the Governor urged patience, saying, “Let me not pre-empt what is going to come. So just be patient and be expectant. I’m sure you’ll be happy with what you see&#8221;.</p>

<p data-start="4474" data-end="4673">Also, the Commissioner for Transport, Mr. Chimezie Ukegbu, explained the vision behind the Umuahia Central Bus Terminal, which would serve as a one-stop transition hub for commuters and passengers.</p>
<p data-start="4675" data-end="4889">He revealed that the railway station, bus station, and all parks in Umuahia would be centralised at the terminal, which is also replicated by the State government in Aba, the commercial nerve centre of the State.</p>

<p data-start="4891" data-end="5197">&#8220;The railway station is coming into place. In fact, the design is ongoing now, almost completed. We’ve had series of meetings with Engineer Opaifa, who is the Managing Director of Nigerian Railway Corporation. They’ve given us the nod to go ahead and move the train station into the Central Bus Terminal.</p>

<p data-start="5432" data-end="5578">&#8220;It is a point that whatever mode of transport you want to use to travel, once you come into the central bus terminal, you’ll be able to get it.</p>
<p data-start="5580" data-end="5801">“All the parks in Umuahia will be brought in there. We’re going to have a centralised parking system in Umuahia and Aba. You know, we’re also building the same in Aba, which will be completed hopefully by May&#8221;, he said.</p>

<p data-start="5803" data-end="5973">On accommodation for late-night travellers, the Commissioner explained that while a guest house was not part of the design, provisions had been made for waiting spaces.</p>
<p data-start="5975" data-end="6266">&#8220;There are spaces that may be an improvised means at least to wait. Not really a guest house. We did not plan having a guest house there, but we have a place or a space that will accommodate people to stay. <p>Humanity today lives in a perilous world—aptly described as a global village marked by international conflicts, poverty, disease outbreaks, floods, and violent crimes. Global politics is increasingly shaped by narrow interests that redefine our shared humanity to favor the most powerful nations, drifting away from ideals that serve the common good of all.</p>
<p>At the national level in Nigeria, the narrative is not much different. While there are concerted efforts at the federal level to stabilize the economy through what experts describe as sound macroeconomic policies, the realities on the ground tell a harsher story. For the average Nigerian, the expected relief has remained elusive. Beyond economic hardship, insecurity continues to mutate—poverty, banditry, jihadist violence, wars, and other forms of crime exact a heavy toll on daily life.</p>
<p>Yet, in a small corner of South-East Nigeria called Abia State, a different story is unfolding.<br />
After more than three decades of mismanagement, corruption, and ineffective leadership, a new chapter began on May 29, 2023, when Governor Alex Otti assumed office with a clear promise to wipe away the historic tears of his people. The slogan was simple yet profound: “Weep no more, help is on the way.” True to that promise, Abians stopped weeping from the very first day of his administration.</p>
<p>Thirty months on, it has been smiles—and more smiles.</p>
<p>If there is any doubt, consider this: on Saturday the 13th, Abians and non-Abians alike gathered in colorful attire to celebrate one of the state’s cultural icons, Bright Chimezie. The music was electrifying, food and drinks flowed freely, and members of PMAN alongside top comedians filled the hall with laughter. The newly rebuilt and retrofitted Dr. Michael Okpara Auditorium added grandeur to the occasion, amplifying the joy that enveloped the venue. Smiles were everywhere; laughter filled the air; fun was abundant.</p>
<p>This was no coincidence.<br />
Today, events across Abia State follow the same joyful pattern. This happiness is not accidental—it is driven by deep public satisfaction with the works of Governor Otti and his efficient team. A grateful populace is expressing its contentment in laughter.</p>
<p>Just a day earlier, on Friday the 12th, Abia hosted a night of comedy that drew some of Nigeria’s finest comedians. Laughter flowed until ribs ached. Remarkably, the First Lady of the State, Her Excellency Mrs. Priscillia Otti, was among the high-profile guests who stayed through the event until the early hours of the morning—an uncommon but telling gesture of solidarity with the people.</p>
<p>The Saturday event itself was organized by the Abia State Government through the Ministry of Arts, Culture, and Creative Economy to honor Bright Chimezie. Earlier, notable Abians such as Paulson Kalu, Sam Ohuabunwa, Senator Chris Adighije, and Senator Enyinnaya Abaribe had also been celebrated—reflecting the administration’s deliberate commitment to recognizing sons and daughters of the state who have contributed to human civilization in their own ways.</p>
<p>The hall erupted when Governor Otti made a surprise entrance. His presence electrified the atmosphere. If there is a governor with an organic relationship with his people, Governor Otti stands out. From the onset of his administration, it has been smiles, laughter, and shared hope between leader and people.</p>
<p>The peak moment came when he rose to speak. A pin-drop silence fell as the audience leaned in for his words. Then came the announcement: he had just returned from Abuja, where Abia State emerged winner of the 2025 Nigeria Governors’ Forum (NGF) Primary Healthcare Leadership Challenge. Abia clinched the South-East zonal prize of USD 500,000. As he shared the news with the ecstatic crowd, laughter and cheers burst forth from faces already glowing with joy.</p>
<p>There are many other reasons Abians are smiling. Like a seasoned long-distance marathoner, Governor Otti continues to surge forward without slowing down. His end-of-year activities speak volumes: timely budget presentation, the launch of a 25-year development plan, commissioning of electric commuter buses to ease transportation challenges ,the provision of free transport to bring Abians home for Christmas and above all the timely payment of workers emoluments.As at date nearly all public sector workers in Abia have been paid the december wages plus an extra called the 13th month.This is quite a significant achievement for a people who in the locust years of Abia History most often observed the xtmas and new year festivities without being paid their salaries.A situation t which discerning writers of that era often dubbed as ‘black xtmas’</p>
<p>Today, smiles define the faces of Abians—from the keke driver to the bus driver, from the street vendor to the industrialist.From the Aba shoe manufacturer to the village farmer,it is same smiles.Governor Otti has lifted a historical burden, wiped off the tears and replaced it with smiles.<br />
Indeed, the timeless biblical truth rings true once more: when the righteous are in authority, the people rejoice.</p>

<p>Abia State Governor, Dr. Alex Otti, on Monday officially launched the First Phase of the Abia Green Shuttle Electric Bus Service, with the unveiling of 20 Electric Buses for public transportation as part of the State’s drive towards sustainable, efficient and modern urban transportation.</p>
<p>The buses, which are part of the State&#8217;s effort to reduce carbon emissions and promote eco-friendly transportation, will offer free rides to commuters starting tomorrow and are expected to ply major routes in the State including Umuahia, Aba, Umunneochi, Ohafia, Ukwa LGAs</p>
<p>Governor Otti who announced this at the commissioning ceremony, held at the International Conference Center, Umuahia, described the initiative as a bold step towards the future and a deliberate move to align the State with global climate and sustainability goals.</p>
<p>The Governor said the project, which began as a plan to procure Compressed Natural Gas (CNG) Buses, was deliberately upgraded to Electric vehicles in line with the world’s transition towards net-zero emissions.</p>
<p>He explained that although CNG buses are cleaner, they still emit carbon, which prompted the State to “leapfrog” into full electrification.</p>

<p>“<em>Today is a special day for us in Abia State as it defines our movement towards the future. Like has been explained, the journey started with Compressed Natural Gas powered buses. But then we had in mind the target that the world is headed towards and that is net zero emission.</em></p>
<p>“<em>We knew that even though CNGs are cleaner gases, they are also not without emissions. And we thought we should leapfrog and go to electric buses&#8221;, Governor Otti added.</em></p>
<p>The Governor disclosed that the procurement process encountered challenges, including the need to redesign the buses to make them compliant with the needs of Persons With Disabilities (PWDs).</p>
<p>“<em>At some point we realised that they were not PWD compliant and we had to start afresh to ensure that they were built in. And I can announce today that the 20 electric buses here are PWD compliant&#8221;, he said.</em></p>
<p>Governor Otti further revealed that the project was nearly stalled due to delays in the delivery of charging infrastructure after the vessel conveying them suffered a mid-sea accident, but said the State successfully improvised.</p>
<p>“<em>So we now had to put on our thinking caps and somehow we found a solution. And today we have charging stations here. We are expecting a few more&#8221;, he stated.</em></p>
<p>According to him, the buses will begin scheduled operations immediately, with free rides for commuters until January, as part of efforts to familiarise residents with the new system.</p>
<p>“<em>For this period between tomorrow and sometime in January these buses will take our citizens to and through free of charge. You get into the bus stations, you queue up. Once the bus arrives it is first come first served&#8221;, Governor Otti said.</em></p>
<p>The Governor who warned that misconduct would be tracked through onboard surveillance cameras, also announced plans to install public charging stations across Aba, Umuahia and other parts of the State.</p>
<p>He encouraged residents to consider Electric vehicles as a cheaper long-term transport option.</p>

<p>The Director-General of the World Trade Organisation (WTO), Dr. Ngozi Okonjo-Iweala, who commissioned the buses, described the initiative as “extraordinary” and timely, given the global fight against pollution and climate change.</p>
<p>She congratulated Governor Otti and his team for what she described as visionary leadership, noting that the initiative would contribute to cleaner air and healthier cities.</p>
<p>According to her, although Africa contributes only about three per cent of global carbon emissions, the continent must still play its part in promoting a cleaner and more sustainable environment.</p>
<p>“<em>One of the biggest things we suffer from in the world is the problem of pollution and climate change. </em></p>
<p>&#8220;<em>Even though Africa contributes only three percent of global carbon emissions, yet all of us have to contribute to a better climate for the world&#8221;, she said.</em></p>
<p>Okonjo-Iweala expressed optimism that the project would mark the beginning of environmentally friendly transport reforms in Abia.</p>
<p>&#8220;<em>So the fact that in Abia State, we are doing something extraordinary in bringing these buses is just a delightful thing. I hope that this is just the beginning and we will go from strength to strength&#8221;, the WTO boss said. </em></p>
<p>She congratulated the State Government on the achievement and urged it to sustain the momentum in climate-smart development initiatives.</p>
<p>In his remarks, President and Chief Executive Officer of Coscharis Group, Dr. Cosmos Maduka, said Abia has provided National leadership by becoming the first State to officially launch Electric Buses for public transportation in Nigeria.</p>

<p>“<em>This afternoon, Abia State is the first official State that is launching Electric Buses into this country. And there&#8217;s no doubt that other States are going to follow suit&#8221;, he said.</em></p>
<p>Dr Maduka revealed that his company initially proposed CNG buses to the State Government but commended Governor Otti’s insistence on Electric Buses.</p>
<p>“<em>We did everything we can to convince him to go CNG, but he insisted it would be electrification or nothing. it’s not a dream anymore, it’s a reality&#8221;, Dr Maduka said.</em></p>
<p>The COSCHARIS boss, highlighted the advanced features of the buses, including air-conditioning, surveillance cameras and onboard charging ports, stressing that the service was designed for all social classes.</p>
<p>He predicted that the buses would gradually reduce reliance on Tricycles and Motorcycles in the State’s urban centres, assuring that the Abia Green Shuttle Bus Service no discomfort.</p>
<p>Earlier in his remarks, the Commissioner for Transport, Mr. Chimezie Ukegbu, described the launch as a historic milestone in the State’s transport evolution and attributed its success to Governor Otti’s leadership.</p>
<p>“<em>This event marks a historic milestone in our journey. This initiative is a direct product of his (Governor Otti&#8217;s)!forward-thinking agenda and his resolve to reposition Abia State as a hub of innovation, sustainability and inclusive development&#8221;, the Commissioner said.</em></p>
<p>He noted that beyond environmental benefits, the electric bus programme would deliver long-term economic benefits including job creation , skills development among other social gains.</p>
<p>“<em>Electric buses are more cost effective to operate and maintain in the long run. This programme also opens new opportunities for skills development, technical training and job creation&#8221;, he added.</em></p>
<p>The Commissioner assured residents that the Ministry of Transport would continue to expand the initiative and work closely with Transport Union&#8217;s and other Stakeholders to ensure a smooth transition.</p>
<p>“<em>This is not an end but a beginning. It is about safe routes, cleaner air, modern mobility and a future we can all be proud of&#8221;, Ukegbu said</em>.</p>
<p>The ceremony featured and a test ride around the city of Umuahia led by Governor Otti, to signal the official commencement of the Abia Green Shuttle Electric Bus Service.</p>

										<content:encoded><![CDATA[<p>Abia State Governor, Dr Alex Otti, has granted automatic employment to 50 outstanding Graduates of the TechRise Project into the State Civil Service, as 849 young men and women graduated from the TechRise Cohort 2, ICT training programme.</p>
<p>Governor Otti who made the announcement on Saturday, at the Graduation Ceremony held at the JAAC Building, Umuahia, also directed the Head of Service to commence the documentation process.</p>

<p>The Governor who titled his speech, &#8220;To make a difference&#8221;, noted that the employment of the 50 outstanding Graduates would be subject to the possession of required documents and would follow due process.</p>
<p>&#8220;In line with our culture of creating spaces for the best to work and thrive right here in Abia, we shall be absorbing 50 of the Most Outstanding Graduates into the relevant positions in different Ministry, Department and Agencies, subject to their possession of important documents required to function in the Service.</p>

<p>&#8220;I am glad that the Head of Service is here. What this means is that I have lifted the embargo to employ 50 of them and as soon as that exercise is completed, the embargo comes back. The documentation you can bring to me on Monday.</p>
<p>&#8220;Our doors will also remain open to others who demonstrate exceptional capabilities along the way. I have since directed the relevant officials within the Civil Service to work out a suitable reward system that would enable us to attract quality hands in the tech ecosystem&#8221;, he said</p>

<p>Governor Otti also announced that all 849 graduates would receive Laptops, while prize winners would get an additional cash gift of ₦100,000.</p>
<p>He further directed that each graduate be given ₦50,000 as Christmas support and that transport be provided to convey participants to their respective Local Government Headquarters.</p>

<p>Governor Otti explained the TechRise Program was anchored on his administration’s belief that the future of Abia lay in the potential and creativity of its youth.</p>
<p>The Governor noted that the TechRise Cohort 2 graduation has brought the total number of beneficiaries trained under the initiative in the last 12 months to 1,359, following the earlier graduation of 510 participants in May.</p>

<p>He said that the 1,359 persons who have successfully passed through the TechRise Program in the last 12 months will provide the critical manpower required in the State’s ongoing Digital Transformation drive.</p>
<p>The Governor said that leadership was not about “spoon-feeding” but about creating opportunities for people to rise.</p>
<p>Governor Otti described the TechRise as a strategic investment in Human Capital designed to create jobs and “an elite corps of competent IT solution providers” capable of driving development, innovation and efficient service delivery across the state.</p>
<p>Governor Otti disclosed that the Graduates had acquired competencies in full-stack development, cybersecurity, mobile app development, data and AI engineering, as well as digital arts and animation among others.</p>

<p>He urged the Graduands to remain focused and continuously update their skills in the fast-evolving technology sector as well as deploy their skills in ways that would improve Abia’s economy, noting that “to whom much is given, much is also expected&#8221;.</p>
<p>“The truth is that while a career in ICT offers lucrative opportunities, it is also a very demanding territory. You have to be up and going, constantly exposing yourselves to new trends and never settling on the laurels of yesterday&#8221;, he said.</p>

<p>He commended the Ministries of Local Government and Chieftaincy Affairs, Science, Technology and Innovation, and Sports and Youth Development, as well as the 17 local government mayors, for what he described as “a new standard in inter-agency collaboration and impactful partnership&#8221;.</p>
<p>In his remarks, the Commissioner for Local Government and Chieftaincy Affairs, Prince Uzor Nwachukwu, disclosed that the Abia TechRise Project is an advanced Digital Skills Training Program for Abia Youths, by the State Government and the 17 Local Government Mayors, in collaboration with LearnFactory Nigeria and Championed by the Ministry of Local Government and Chieftaincy Affairs, along with the Ministry of Science, Technology and Youth Development.</p>

<p>He stressed that digital literacy has become essential for economic competitiveness adding that the graduation marks more than the award of certificates.</p>
<p>The Commissioner for Science, Technology and Innovation, Mr David Kalu, urged the graduates to keep learning and practising their skills, noting that Abia now has policies and structures, including the Abia Startup Law, to support innovation.</p>

<p>The TechRise Coordinator and Chief Executive Officer of LearnFactory Nigeria, Mr Chibueze Ukegbu, said the initiative was designed not just to produce skilled technicians but leaders with character, capacity and entrepreneurial mindset.</p>
<p>He noted that the Program included Leadership Training, Financial Literacy and Entrepreneurship modules as well as Full Stack Web Development with JavaScript, Full Stack Web Development with Python, AI fundamentals &amp; Prompt Engineering, Data Engineering, Product Management &amp; UI/UX Design among other courses.</p>

<p>Speaking on behalf of beneficiaries, a TechRise Cohort 1 graduate and team leader of a prize-winning project, Charles Ikechukwu, said the skills acquired enabled his team to develop a Digital Waste Management solution aimed at supporting Government efforts in environmental sustainability.</p>
<p>The event also featured project presentations, Award/Certificate presentation and a minute silence in honour of a participant, Princewill Ogbonna , who died shortly after completing the programme.</p>

										<content:encoded><![CDATA[<p>Abia State Governor, Dr Alex Otti has reaffirmed his administration’s commitment to improving access to quality Healthcare Services across the State, declaring that healthcare remains a fundamental right and not a privilege.</p>
<p>The Governor stated this on Friday in Umuahia during a courtesy visit by the leadership of the Abia State Diaspora Commission and Members of the Medical Team participating in the Abia Global Medical Mission 2025.</p>
<p>Governor Otti described the Medical outreach, organised by the Abia State Government in partnership with the Diaspora Commission, as a clear demonstration of his administration’s resolve to democratise healthcare delivery over the past 30 months.</p>
<p>He emphasised that his Government is determined to ensure that inability to pay does not hinder residents from accessing quality Healthcare services in the State.</p>

<p>According to him, the Global Medical Mission reflects his administration’s guiding principle in action, noting that investments in Healthcare cannot be assessed in monetary terms but in the number of lives saved.</p>
<p>Governor Otti who noted that &#8220;Health is wealth&#8221;, stressed that the true value of Healthcare spending lies in improved life expectancy and productivity.</p>
<p>The Governor acknowledged the growing international recognition of Abia State in the Health sector, citing awards and commendations from organisations such as UNICEF, the United Nations Development Programme (UNDP) and the World Bank.</p>
<p>He described the Medical Mission as life-transforming, noting that it contributes significantly to reducing mortality and enabling residents to achieve their full potential through improved health outcomes.</p>

<p>The Governor further underscored the importance of effective leadership, commending members of his team, including the Commissioner for Health, the Chief of Staff and other key officials, for ensuring the seamless implementation of the programme.</p>
<p>He assured the delegation of continued Government support and encouraged sustained collaboration with the Diaspora Commission and Medical personnel, adding that the State Government is considering extending the outreach, even if on a scaled-down basis, to further enhance healthcare delivery in Abia.</p>
<p>Governor Otti reiterated his administration’s commitment to providing quality Healthcare for all Abians and highlighted the crucial role of partnerships in achieving sustainable Health outcomes.</p>
<p>Earlier, the Commissioner for Health, Professor Enoch Uche, disclosed that the State Government has developed a comprehensive roadmap to improve access to quality healthcare, anchored on three key pillars.</p>

<p>According to him, the pillars include free Medical Outreach Programmes, Health Insurance coverage, and collaboration with Global Health Organisations.</p>
<p>Professor Uche explained that the Global Medical Mission is designed to take high-quality healthcare directly to the people, with the aim of reducing mortality, improving survival rates and enhancing overall health outcomes across the State.</p>
<p>He described the programme as a practical manifestation of Governor Otti’s vision, translating policy objectives into tangible benefits for residents.</p>
<p>The Commissioner revealed that since the commencement of the outreach on Monday, over 3,000 adults have benefited from various Healthcare Services, including Medical Education, treatment and other interventions.</p>

<p>He added that more than 120 surgeries have already been successfully carried out, significantly improving the quality of life of beneficiaries across the State.</p>
<p>Professor Uche credited the Governor’s leadership for the achievements recorded in the Health sector, noting that the awards and recognitions received by Abia State are a reflection of the Governor’s commitment.</p>
<p>He further disclosed that International Health groups, including a Swedish Medical team, have indicated interest in partnering with Abia State on future healthcare initiatives due to the successes recorded so far.</p>
<p>The Commissioner thanked Governor Otti for his continuous intervention, investment and support towards strengthening healthcare delivery in Abia State.</p>
<p>In his remarks, the Chairman of the Abia State Diaspora Commission, Mr Okechukwu Agbara, commended the Otti led administration for its deliberate efforts to promote universal Healthcare in the State.</p>

<p>Mr Agbara expressed satisfaction with the success of the Medical outreach, describing it as an initiative aimed at making Healthcare accessible to all residents.</p>
<p>He noted that the Diaspora Commission has also undertaken the training of Abia Healthcare Professionals in Basic and Advanced Cardiovascular Life Support, to further strengthen emergency response capacity in the State.</p>
<p>According to him, the programmes executed by the current administration reflect the practical implementation of Governor Otti’s manifesto promises, with visible and measurable results.</p>
<p>Mr Agbara also disclosed that Abia State recently received a $500,000 award from the Nigeria Governors’ Forum in recognition of its healthcare initiatives and pledged the Commission’s continued support for the State Government’s efforts to improve Healthcare delivery.</p>

<p>In an interview with Journalists, a member of the Medical Outreach team, Dr Emmanuel Ekekwe, explained the range of services being provided during the outreach.</p>
<p>Ekekwe who is also Consultant Obstetrician and Gynaecologist said his team focuses mainly on gynaecological cases.</p>
<p>“We attend to women with conditions such as uterine fibroids, uterine prolapse, and cysto-urethrocele.We have just concluded an anterior colporrhaphy for a patient with cysto-urethrocele”, he said.</p>
<p>He added that the team also manages reproductive health issues such as infertility, menstrual disorders including menorrhagia, dysmenorrhoea and premenstrual syndrome, as well as menopause-related conditions.</p>

<p>“We have seen patients presenting with all these abnormalities, and our aim is to properly diagnose and treat them&#8221;, he stated.</p>
<p>Dr. Ekekwe explained that while he works mainly in the theatre, patients are first assessed and prepared by doctors at the General Out-Patient Department.</p>
<p>“The GOP notify us when patients are ready for surgery, then we assess their eligibility, and once cleared, we proceed with the surgical procedures”, he said.</p>
<p>Dr Ekekwe noted that more procedures would be carried out if time and personnel permit, adding that the hospital’s theatre is well-equipped and functioning optimally.</p>

										<content:encoded><![CDATA[<p>Governor Alex Otti of Abia State on Tuesday , unveiled and signed into law a comprehensive 25-year Abia State Development Plan, describing it as a binding framework that will guide policy direction, budgeting and resource allocation in the State from 2025 till 2050.</p>
<p>Speaking after unveiling and signing into law the document themed; &#8220;Building Resilience, Driving Innovation, Safeguarding Our Future&#8221;,at the International Conference Center Ogurube layout Umuahia, Governor Otti said that the State has been secured against policy reversals by successive administrations to a disciplined pathway of growth, resilience and prosperity up to 2050.</p>
<p>Governor Otti who titled his speech &#8220;Mapping the Future&#8221;, said the document unveiled by his administration goes beyond a mere policy proposal, describing it as a binding legal framework that will guide governance and development in the State for the next 25 years, irrespective of successive administrations.</p>

<p>&#8220;What we have just unveiled is more than a proposal. It is a binding law that this administration and the ones to succeed it are obliged to follow over the next two and a half decades.</p>
<p>&#8220;The New Abia Project is our collective responsibility. The future of Abia is now mapped, and I shall be the first to ensure that we will not depart from this path that we have set for ourselves&#8221;, the Governor assured.</p>
<p>Governor Otti further noted that future governments would find it “very, very difficult” to discard the plan, as doing so would require returning to the State House of Assembly and convincing the people to chart a different course.</p>

<p>The Governor emphasized on the need for strategic planning noting that development does not happen by chance but through deliberate planning backed by discipline and law.</p>
<p>Governor Otti added that the volatile economic realities of recent years had rendered the previous administrations earlier 30-year plan, launched in 2020, obsolete.</p>
<p>“In 2023, when we took over in May, a dollar exchanged for less than ₦500. Then something happened, and the dollar almost got to ₦2,000 before settling at around ₦1,400. So if you planned with ₦500, even ₦1,000, that plan has gone belly up&#8221;, he stated.</p>

<p>Governor Otti said that the new development plan is not a speculative document but a realistic and dynamic framework that reflects changed global and local fundamentals, recent economic reforms and Abia’s accelerated development trajectory over the past 30 months.</p>
<p>“We have gathered not to cast Abia in the light of an imaginary El Dorado by 2050, but to present a holistic development framework upon which our policy direction and resource allocation outlook will be evaluated&#8221;, the Governor pointed.</p>
<p>He explained that the document captures Abia’s resource advantages, its current position on the development ladder and clearly defined pathways for governance, infrastructure, human capital development and institutional strengthening.</p>

<p>According to Governor Otti, beginning from 2026, the Sate’s annual budgets and project implementation plans would be drawn directly from the development framework, making it the benchmark for measuring progress across key sectors such as education, healthcare, infrastructure, transportation, housing, water and sanitation and the environment.</p>
<p>He added that the Development Plan provides for a comprehensive review every five years, with flexibility to recalibrate priorities in the event of major socio-economic disruptions.</p>
<p>The Governor also outlined a major fiscal shift, revealing that the State aims to achieve self-sufficiency in funding recurrent expenditure through Internally Generated Revenue, while committing all external receipts to capital projects.</p>

<p>He expressed gratitude to development partners including the United Nations Development Programme (UNDP), PIND, PACE and PwC, as well as the Abia Global Economic Advisory Council, for their contributions to the plan.</p>
<p>In a goodwill message, the United Nations Development Programme Resident Representative Ms Elsie Attafuah represented by Ms Maureen Okoro said Abia State’s 25-year development plan aligns with UNDP’s core principles of evidence-based planning, strong institutions, inclusive growth, sustainable finance and human development that leaves no one behind.</p>
<p>She reaffirmed UNDP&#8217;s readiness to support Abia State in implementing, monitoring and reviewing the plan through data-driven systems, innovative financing, inclusive governance and institutional capacity building.</p>

<p>In his contribution, the representative of Partnership Initiative In Niger Delta, PIND , Mr Chuks Ofolue noted that the 25 years development plan which is a review of the 30-years development plan of the previous administration is more focused, and emphasized that effective implementation, continuity and capacity-building within the civil service are critical to the plan’s success.</p>

<p>Also the Strategy, Institutions and Policy Advisor at the Partnership for Agile Governance and Climate Engagement (PACE), Mr. Obibuaku Ordu, the President of the Aba Chamber of Commerce, Industries, Mines and Agriculture, Mazi Jude Nwosu, described the 25-year development plan as a clear demonstration of Governor Otti&#8217;s resolve to transform Abia State into a hub of innovation and assured that they would partner the Government to support the successful implementation of the plan.</p>

<p>Earlier in his address, the Commissioner for Budget and Economic Planning, Mr Kingsley Anosike, said the development plan was built on the solid record of the Otti administration’s first 30 months, which he described as a period when “focused leadership compressed years of development into months&#8221;.</p>

<p>Mr Anosike added that reforms in Education, Healthcare, unprecedented revolution in infrastructure, and the Civil Service had renewed public trust and provided a strong foundation for the long-term development planning.</p>
<p>The Commissioner said that the 25-year plan, aligns with global frameworks including the United Nations Sustainable Development Goals, ECOWAS Vision 2050 and Africa’s Agenda 2063.</p>
<p>He explained that the plan is structured around six strategic pillars, focusing on fiscal strength, industrialization, human capital development, climate resilience, governance reform and private sector engagement.</p>

The event ended on a celebratory note, marking the beginning of a new chapter in aesthetic and wellness services in Abia State.</p>

										<content:encoded><![CDATA[<p>The Head, Due Process and Public Procurement Bureau, Abia State, Dr. Oluebube Chukwu, has lauded the dedication and commitment of priests, describing them as a worthy assets to the kingdom of God and the service of humanity.</p>
<p>He disclosed this yesterday (Sunday December 14, 2025) during the induction service of The Rev’d Charles C. Lekwauwa at Bethel Methodist Church, Obinolu Ngodo, Isuochi, Umunneochi LGA Abia state, held on Sunday, December 14, 2025.</p>

<p>Dr. Chukwu applauded the priest for his calling and devotion to the work of the gospel, urging him to remain steadfast and focused in advancing the spiritual growth of the church and positively impacting the community. He enjoined him to remain steadfast in his service to God, and in a show of encouragement and support, presented him with a vehicle.</p>
<p>This, he said would make his pastoral duties easier and more efficient in the service of God and humanity.</p>

<p>The induction ceremony, which took place at the Cathedral Circuit of the diocese, formally ushered in The Rev’d Charles Lekwauwa as priest-in-charge. The service was conducted by the Very Rev. Fidelis C. Ogbodo, Presbyter of the Cathedral Circuit, under the distinguished chairmanship of Elder Nneoma Francis Madu.</p>
<p>The presentation of the vehicle sparked jubilation among congregants, who burst into songs of praise and offered prayers of thanksgiving for Dr. Chukwu, commending his generosity and commitment to the work of the church.</p>

<p>The Bishop of the Nneochi Diocese, Rt. Rev. I. K. Tasie, also offered prayers and blessings for the newly inducted priest and Dr. Chukwu, applauding the gesture as a demonstration of love, encouragement, and partnership in God’s work.</p>
<p>The induction service attracted clergies, church leaders, and members from within and outside the diocese, making it a memorable and celebratory occasion for the Methodist community in Isuochi.</p>

										<content:encoded><![CDATA[<p>Abia State Governor, Dr Alex Otti, has approved the establishment of a Mini Hollywood and Entertainment Village in Aba, alongside the creation of an Arts and Culture Gallery in Umuahia, as part of efforts to deepen the development of the State’s creative economy.</p>
<p>Governor Otti disclosed this on Saturday at the Michael Okpara Auditorium, Umuahia, during a ceremony organised to celebrate the 65th birthday of renowned Abia-born Music Legend, Sir Bright Chimezie, popularly known as the Duke of African Music and creator of the Zigima sound.</p>
<p>The Governor said that although Abia may not yet enjoy the global recognition of California, the State is determined to grow its creative industry within its capacity.</p>
<p>He urged artists and other Stakeholders in the Arts and Culture Sector to engage actively with the Commissioner for Arts, Culture and Creative Economy to harness emerging opportunities.</p>

<p>Governor Otti praised Sir Bright Chimezie for his immense contributions to the promotion of Igbo language and culture, describing him as a Cultural Ambassador who has brought pride to Abia State and Igboland through his music and innovations.</p>
<p>“<em>We cannot abandon those who laboured hard to build our cultural identity.</em></p>
<p><em>“Bright Chimezie is a legend who has earned his place. As a government, we are open to collaboration and support for people whose work align with our vision&#8221;, the Governor said</em>.</p>
<p>He described the celebrant as an Icon of the Nigerian Music Industry who has built a reputable name through discipline, talent and cultural authenticity.</p>
<p>Governor Otti reaffirmed his administration’s commitment to supporting creativity, entrepreneurship and job creation, stressing that public resources would be directed towards initiatives that stimulate economic growth rather than personal enrichment.</p>

<p>He also made it clear that his Government&#8217;s would not celebrate individuals of questionable character, particularly those who amassed wealth through criminal activities.</p>
<p><em>“If you made your money through stealing, drug peddling or 419, I will not celebrate you. That is not what we are known for.</em></p>
<p><em>“If in the past, we were not celebrating our heroes and our icons, from now we will be celebrating them.</em></p>
<p><em>“And it&#8217;s a challenge so that you know that when you do it right, somebody will celebrate you.</em></p>
<p><em>“But you also have to be careful how you deal with money. If you went and stole, I would not celebrate you. Money is good, but how you made it matters&#8221;, Governor Otti stated.</em></p>

<p>The Governor further emphasised the values of dignity, integrity and hard work, noting that these principles underpin his administration’s heavy investment in Education.</p>
<p>According to him, the introduction of compulsory Education policies has resulted in a significant increase in school enrolment across the state.</p>
<p>In his welcome address, the Commissioner for Arts, Culture and Creative Economy, Mr Matthew Ekwuribe, described Sir Bright Chimezie as one of Abia State’s finest Music Legends and commended Governor Otti for his consistent recognition and celebration of excellence.</p>
<p>He noted that the Arts and Culture sector has recorded remarkable progress under the current administration.</p>
<p>In their goodwill messages, the traditional ruler of Ekeoba Community, Eze Iheanyichukwu Nwokenna, and the elder brother of the celebrant, Chief Benson Irommuo, thanked Governor Otti for honouring their son and brother, expressing pride in his achievements and contributions to music and culture.</p>

<p>Responding, Sir Bright Chimezie who turned 65 on October 1, 2025.expressed profound gratitude to Governor Otti for the recognition, describing the honour as historic and unforgettable.</p>
<p>He assured that the entertainment community would always remember the Governor’s gesture and prayed for divine guidance and the fulfilment of his vision beyond 2027.</p>
<p>The Performing Musicians Association of Nigeria (PMAN), represented by Ejeh Williams, entertained guests with Musical performances and appealed to the Governor for government support, including the provision of a functional studio and a bus to enhance members’ mobility</p>
<p>The event featured the cutting of a birthday cake and electrifying musical performances, drawing top government officials, traditional rulers, community leaders, members of PMAN and the Actors Guild of Nigeria (AGN), artistes, friends and well-wishers, including indigenes of Ekeoba Ohuhu, the celebrant’s hometown.</p>

										<content:encoded><![CDATA[<p>Abia State Governor, Dr Alex Otti, has challenged Ministers of the Gospel to deliberately prepare and mentor Christians who will carry the banner of Christ into public service at all levels of governance.</p>
<p>Governor Otti gave the charge on Saturday at the Aguiyi Ironsi Conference Centre, Umuahia, during an Apostolic Banquet organised by Christian Citizenship International, Diaspora Alliance, in partnership with the Abia State chapter of the Christian Association of Nigeria (CAN) and the Office of the Senior Special Assistant to the Governor on Religious Matters.</p>

<p>The event was held with the theme, “Reclaiming Apostolic Leadership for National Transformation&#8221;.</p>
<p>Represented by his Chief of Staff, Pastor Caleb Ajagba, the Governor said that the presence of Christians in positions of authority provides a unique opportunity for effective evangelism, noting that those in leadership naturally command the respect of the people.</p>

<p>The Governor assured Christian Citizenship International of his administration’s support for the initiative, urging the organisers not to limit the engagement to a one-off event and announced that the Apostolic Banquet would henceforth be held quarterly.</p>
<p>“We want to let you know that we are partnering, as a government, with this. But it should not end here. That’s why the Government is giving every support to this initiative.</p>
<p>“Of course, we have discussed it. It’s going to be a quarterly thing”, he said.</p>

<p>Also speaking, the Senior Special Assistant to the Governor on Religious Matters, Apostle Kenneth Wiper, explained that the banquet was conceived as a high-level gathering of Faith leaders, Government officials and influential community figures committed to shaping Nigeria’s future through moral leadership and civic responsibility.</p>
<p>According to him, the event was more than a ceremonial gathering, describing it as a sacred platform where apostolic leaders, whose mandate reflects the transformative leadership of the early Apostles, engage with public officials to chart a course for national renewal.</p>

<p>Apostle Wiper added that the initiative seeks to bridge the sacred and the civic, creating a synergy where spiritual wisdom complements practical governance and commended what he described as the exemplary Christian leadership being witnessed in Abia State under Governor Otti.</p>
<p>Earlier, the convener of the Christian Citizenship Network, Pastor Emmanuel Ehim, said the gathering was organised to celebrate what God has done in Abia State through Governor Otti, thanking him for what he described as the Governor’s impactful leadership over the past two years.</p>

<p>In his remarks, the President of Vision Africa Radio, Archbishop Dr Sunday Ndukwo Onuoha, emphasised the need for Christians to hold themselves accountable, stressing that Ministers of the Gospel must be responsible stewards of the message they preach.</p>
<p>The event attracted several prominent ministers of the gospel, including the Chairman of the Christian Association of Nigeria (CAN), Reverend Ojo Ojo Uduma, among others.</p>
