AbIa State Governor, Dr Alex Otti has commended the swift and coordinated emergency response efforts of the State Fire service, following a fire outbreak at a facility linked to Nigerian Breweries Plc in Aba, describing the intervention as timely and effective.

The fire incident, which occurred on Thursday afternoon, reportedly started at about 3:20 p.m. and was brought under control before 6 p.m. The inferno, broke out at an open space leased from the Nigerian Railway Corporation and affected only empty crates without bottles, with no casualties recorded.

Speaking after an inspection tour of the site, Governor Otti praised the coordinated efforts of emergency agencies especially the professionalism of the Abia State Fire Service and expressed gratitude to God that no lives were lost.

The Governor who also expressed gratitude that the incident was not more severe, emphasised the critical importance of sustained safety measures and preparedness against unforeseen emergency incidents.

“Looking at that place, it’s probably the last place that you’ll expect to have a fire incident because it was just on it’s own, in an open field, so anything could have happened.

“It could be a match, it could be a cigarette or anything but you should be prepared like the boys scout will say while we pray it doesn’t happen again”, he cautioned.

The Governor disclosed that he had monitored the situation closely and initially did not realise the incident involved Nigerian Breweries due to the location of the affected facility.

“It was much later after the incident have been contained that I knew it was Nigerian brewery because it is far away from here. When we tried to locate the place, from our digital device, it didn’t point to Nigeria Breweries” the Governor said.

Governor Otti, acknowledged the longstanding presence of Nigerian Breweries Plc in the state and assured that his administration would continue to provide a conducive and enabling environment for the company to thrive.

“You have been here for almost seventy years and that’s good. All we owe you is an enabling environment for your business to continue to do well.

“This is a place (Abia) where all Nigerians gather and are working together. That is what the new Abia speaks about. Here we don’t have State of origin and we are all equal”.

Earlier, the Brewery Manager, represented by the
Chief Engineer of the Nigerian Breweries PLC, Engr Benjamin Okore, confirmed that the fire began around 3:20 p.m. after a staff member raised an alarm and clarified that the affected area was not part of the main brewing plant.

Engr. Okore further explained that the company activated its emergency response immediately the fire was detected and deployed internal firefighting resources before calling for external assistance.

He added that the company is currently assessing the extent of losses, noting that the fire was extinguished before 6 p.m. by the coordinated support of fire agencies which he commended for being instrumental in containing the inferno.

“The place where the fire incident happened is an open space, a lease facility by the Nigeria railway corporation. Empty crates without bottles were affected while this place that we are now is the main brewery, this is the main plant of the brewery.

“When the fire happened, alarm was raised and we activated our emergency procedure. Our fire fighters were mobilised, our fire truck was mobilised and we used a fire hydrant and other fire fighting measures.

“We also called on the Abia State Fire Service and Federal Fire Service. There was so much team spirit and speed in action. They arrived on time and together as teamwork we were able to contain the fire completely.

“We thank God so much that no lives were lost, nobody was injured, we only had some empty crates without bottles that were damaged. Further investigation is ongoing to ascertain the root cause”, Engr Okore said.

He further reaffirmed the company’s commitment to collaboration with regulatory and emergency agencies, adding that “We will continue to engage with your government and regulatory agencies and partner with you.

“We already have a good cordial working relationship with the fire service. They come here regularly to work with us, to do emergency drills with us and even give us training.

Earlier in an interview with National Ambassador reporter, the Mayor of Aba North Local Government Area, Mr Timothy Iheke, disclosed that he immediately coordinated response efforts upon receiving information of the fire incident.

The Mayor, who however raised suspicion about the cause of the fire expressed optimism that an investigation will reveal the cause of the incident .

Similarly, the Area Coordinator of the Abia State Harmonised Task Force, Chief Uche Nwogu, described the intensity of the inferno as overwhelming, likening the scene to “hell on earth”.

Chief Nwogu, who expressed relief that the fire did not spread beyond the immediate area, said the swift intervention of multiple fire services, supported by local volunteers, helped contain what could have escalated into a major disaster.

Also speaking, the Permanent Secretary of the Abia State Ministry of Industry and SMEs, Rev Dr Okey Ihemanma, who represented the Commissioner, warned that the consequences could have been catastrophic if the fire had spread beyond the immediate area.

“There are surrounding buildings, residential buildings, banks, churches, petrol stations, it would have caused a massive infrastructural loss”, he said.

Rev Dr Ihemanma also raised concerns about possible deliberate ignition, arguing that the materials involved could not have caught fire without an external trigger.

“These are petrochemical products, there must be an ignition. Some saboteurs must have come in secretly”, he said.

Governor Otti who was accomplished by the Speaker of the State House of Assembly, Rt. Hon Emmanuel Emeruwa and other top government officials, also inspected the main brewing facility if the Nigeria Breweries PLC.

The Abia State Government has confirmed a rare medical feat at the retrofitted Ohiya Primary Healthcare Centre (PHC ) in Umuahia South Local Government Area, where a woman suffering from severe pregnancy complications (eclampsia) in a twin pregnancy was successfully delivered of her babies through an emergency caesarean section.

The patient, 24-year-old Mrs Chikamso Ibekwe, on Monday ,23rd March 2026, delivered twin boys weighing 3.2 kilogrammes each, in a successful procedure.

The State Commissioner for Health, Professor Enoch Uche, who disclosed this on Thursday, when he visited the PHC facility, described the development as a clear validation of the Governor Alex Otti’s ongoing healthcare reforms under Project Ekwueme initiative.

Prof Uche noted that the availability of modern equipment, drugs, oxygen and skilled personnel made it possible to manage the life-threatening condition at a Primary Healthcare level, which was hithertho unattainable.

The Commissioner explained that eclampsia remains one of the leading causes of maternal and infant mortality, noting that the patient’s condition could have resulted in multiple fatalities if not promptly managed by the medical personnel at the PHC.

He said; “On Monday 23rd March after Exco, the Ministry received a very, very heartwarming report that in one of the rural or semi-urban PHCs, a medical feat, so to say, occurred where a woman with a life-threatening obstetric emergency, described as eclampsia was successfully managed by emergency caesarean delivery.

“We want to make it clear that this is not just a hearsay. This is a confirmed medical occurrence. 

“This can only be possible because there were facilities in this retrofitted PHC that could support emergency care and of course, the fact that we have competent nurses and a competent doctor who was on ground to handle this situation.

“This is actually a proof that the PHCs are yielding the desired dividend. If there is anybody in doubt, that the healthcare reforms of his Excellency, Gov Alex Otti are bearing fruits, this is one incontrovertible evidence. 

“Because it has never been recorded in the history of this State, maybe in the history of healthcare that caesarean deliveries have become routine or easily performed for such big emergencies in a PHC. And it’s because there are facilities here”.

The Health Commissioner explained that the State is planning to introduce roving medical teams that can quickly respond to emergencies across communities, particularly in rural areas.

According to him, the initiative is aimed at strengthening emergency response, saving lives, and reducing maternal mortality, especially in critical situations where delays could be fatal.

Also speaking the doctor who carried out the procedure, Dr Joseph Ngene, explained that the patient arrived in critical condition with extreme high blood pressure and seizures adding that his team quickly stabilised the patient, stopped the seizures, and performed a successful emergency caesarean section, resulting in the safe delivery of the twins.

He added that the procedure was smooth and successful, with both mother and babies responding well to treatment.

Earlier, the Health Authority Secretary of Umuahia South LGA, Mrs Eucharia Igwe, attributed the success to the recent upgrade of the facility by the State Government’s intervention.

She said that the PHCBis now well-equipped with trained staff and functional units capable of handling emergencies and assured the community of quality service delivery.

Reacting to the development, the Deputy Traditional Prime Minister of Ohiya Autonomous Community, Chief Ubadire Agoha, commended the Otti led administration for the initiatives in the Health Sector, saying it has begun to yield dividends.

“For us, we appreciate the Governor. This project has started yielding dividends. We pray that it should even yield more”, he said.

Agoha expressed optimism that the improved facility would attract more residents from the communities seeking quality healthcare.

Also speaking, the husband of the patient, Mr Ibekwe Patrick Ibekwe expressed gratitude to the Governor, describing the outcome as life-saving and thanked the Governor for improving healthcare services as well as for saving the lives of his wife and children.

“I’m so, so happy. And I thank God. If not for our governor, what would have happened?”, he said.

Mr Ibekwe ,a mechanic, who also received financial support from the State government, prayed for continued blessings upon the state leadership.

Abia State Governor, Dr. Alex Otti has promised to remove all encumbrances hampering the commencement of the implementation of the Abia State Integrated Infrastructure Development (ABSID) project in the State having paid the State counterpart funding of 2 billion naira.

Governor Otti made the pledge on Tuesday at his office in Nvosi, Isialangwa South LGA, while receiving a joint delegation from the Federal Ministry of Finance and the African Development Bank (AfDB) on a supervision and monitoring mission for the ABSID project.

The Abia State Integrated Infrastructure Development Project, a 263.8 million dollar initiative launched in the State last year focuses on urban renewal in Aba and Umuahia, specifically rehabilitating over 248 km of roads, managing solid waste and controlling gully erosion among other key projects.

The governor expressed dissatisfaction with delays and poor feedback from relevant officials, noting that he had previously been misinformed about the causes of the setback.

He reiterated that the State has met its financial obligations, including payment of the State’s 2 billion naira counterpart funding and maintained that the slow pace of progress was unacceptable.

Governor Otti further stressed that idle funds were detrimental to the state’s interests, noting that resources already committed for the project must be effectively utilised to deliver tangible results.

He directed that all bottlenecks be resolved immediately and instructed that the project must be flagged off in April, rather than mid-year as earlier suggested by the delegation.

“You are talking of flag off mid year. No, we have to flag off next month, which is April. Whatever it takes, we must flag off April”, Governor Otti declared.

He also ordered the immediateYou drafting and signing of required documentation, mandated weekly progress reports and reassigned oversight responsibilities to the Chief of staff, Dr Caleb Ajagba and the SSG, Dr Emmanuel Meribeole to ensure accountability.

The governor assured that the State would act swiftly to remove all bottlenecks and fully collaborate with federal government and development partners to deliver the project within the stipulated timeframe.

Speaking on behalf of the Federal Ministry of Finance, the Assistant Director African Financial Institutions, Dr Oyebola Akande commended Governor Otti for his administration’s Infrastructural strides across the State especially the release of the 2 billion naira counterpart funding, describing it as a landmark for the project.

Dr Akande expressed concern that although the project was approved in 2023 and became in effective in 2024, no major work has commenced despite two years already spent within its five-year lifecycle.

She stressed the urgent need to accelerate implementation, warning that delays in disbursement and bureaucratic bottlenecks could lead to financial losses and called stronger coordination among stakeholders to prevent the project from exceeding its lifespan.

Also speaking, the AfDB representative, Engr. Mrs Sheila Akyza, said that the project is designed to benefit the people of Abia State and must be implemented promptly to achieve value for money.

Engr. Akyza noted that strict adherence to the bank’s procurement processes is essential and called for better alignment between project implementation units and the bank to avoid delays.

She also stressed that compensation of Project Affected Persons (PAPs) is a prerequisite for construction to begin, noting that funds have already been made available for the purpose.

Earlier in his brief, the Commissioner for Works, Engr. Otumchere Oti said the joint delegation from the Federal Ministry of Finance and the African Development Bank were in the state on a supervision and monitoring mission.

He explained that their goal was to engage the State Government on ways to accelerate the
Abia State Integrated Infrastructure Development project and ensure smooth implementation.

The Abia State Government has announced that subsidised fares for its Electric Bus Services will take effect from 1 March 2026, as part of efforts to cushion transportation costs and modernise public transport system across the State.

Governor Alex Otti disclosed this on Friday night during the February edition of his monthly media parley, tagged “Governor Otti Speaks”.

Commuters would be required to pay between N800–N1,000 for the Electric Bus service under the new scheme.

Recall that since its introduction in December 2025, the Electric Bus Service has been offering free transport services to Abians using the various routes provided, as part of the government’s initial rollout and familiarization programme.

Governor Otti disclosed that under the new arrangement, commuters will pay N800 for trips from Umuahia to Aba, while passengers travelling from Umuahia to Ohafia will be charged N1,000.

The Governor further revealed that the Electric Bus System would operate a fully digital payment platform, with commuters required to pay using their ATM cards, a move designed to enhance transparency and accountability.

According to the State Government, the initiative is aimed at easing the financial burden on residents while promoting a modern, transparent and environmentally friendly public transport system.

Governor Otti used the occasion to highlight key milestones recorded by his administration across critical sectors, including health, infrastructure, power, security and economic development and reiterated his administration’s resolve to transform the State.

He recalled that shortly after assuming office, his administration declared a state of emergency in strategic sectors to accelerate development adding that he has made remarkable progress in those sectors.

He maintained that the reforms being implemented across sectors are part of his administration’s commitment to changing the narrative of governance and service delivery in the State.

Abia State Government has commenced a pilot Digital Healthcare Programme in select hospitals as part of efforts to migrate from manual to technology-driven medical services across the State.

Governor Otti who disclosed this on Friday night during the February edition of his monthly media interaction with Journalists tagged, “Governor Otti Speaks“, said that the ongoing digital transition in the state is already delivering measurable and positive results.

“In terms of digital health care programmes, we have started a pilot programme in select hospitals. The whole idea is to migrate from manual to digital. It is looking quite good. Our people are happy”, the Governor said.

He recalled that upon assumption of office, his administration declared a state of emergency in critical sectors including Health, Environmental Sanitation and Infrastructure, noting that significant progress had been recorded in the sectors.

Governor Otti revealed that the phase one of the Project Ekwueme Primary Healthcare intervention programme is coming to a close with 200 Primary Health Care Centres retrofitted, rebuilt and remodelled across the State.

“All the 200 primary health care centres are now in place and are retrofitted, rebuilt or remodelled. Some of them have not been functionalised because we insist on minimum standards in terms of equipment and in terms of health care professionals.

“We have given the directive that in the next four to six weeks all of them should be functionalised”, he stated.

The Governor added that recruitment of Healthcare personnel is ongoing to ensure adequate staffing, while the State is also implementing the World Bank-supported IMPACT project.

According to him, 77 additional Primary Healthcare Centres have been rehabilitated under the World Bank scheme, bringing the total to over 270 healthcare facilities once fully operational.

Governor Otti disclosed that the State has engaged Quantus Medical Foundation, a United States-based firm, to train healthcare professionals in line with global best practices.

“We know a lot of them are highly qualified. But then, just like every other thing, the information age makes it compulsory that things continue to change. So we want our people to be updated”, he said.

The Governor revealed that the newly flagged-off General Hospital in Ukwa East Local Government Area; the first secondary healthcare facility in the council since its creation, will serve as a referral centre for Primary Healthcare facilities across the area and strengthen access to quality medical services for residents.

He noted that work is also ongoing in several Secondary and Tertiary Institutions, including the Abia State University Teaching Hospital, as well as specialist hospitals in Amachara and Umunnato.

On infrastructure, Governor Otti said his administration has intensified work across 31 road projects under the Ministry of Works, in addition to projects handled by the Greater Aba Development Agency and the Greater Ohafia Development Agency.

The Governor revealed that approval has been granted for the establishment of an SME Village and Innovation Hub in Aba to support small businesses, particularly in the technology and phone repair value chain, adding that land has already been acquired for the project.

On workers’ welfare, Governor Otti said that payment of leave allowances had commenced and that his administration was addressing outstanding entitlements owed to former elected councillors between 1999 and 2022.

He also confirmed that the State Government has reacquired the moribund Afro Beverages Company from AMCON and is receiving expressions of interest from prospective investors with similar interest shown in the revival of Star Paper Mill.

“So the whole idea for government is to ensure that those companies go back to work and ensure that our people, who hitherto were employed in those places, even if it is not all of them, but others to get jobs in those places.

“It is not our preference to run those companies. We want to cede them to the private sector, not just somebody who has money, but we want to be sure that those companies do not run aground anymore”, he stated.

On the Nsulu Airport project, the Governor said compensation payments to affected landowners has resumed, with over 4,000 out of 10,000 claimants already paid.

“I understand there are close to 10,000 claimants, and at the moment over 4,000 have been paid. So we are taking them step by step. 

“We first of all took the people we acquired the proposed runway, which is what is going on now. The construction of the runway is going on very well. So we first of all settled them, and we are now taking them village by village. 

“In the spirit of transparency, we had made the Honorable Commissioner for Land to publish the names of claimants to the communities, so there’s nothing that is hidden. Of course, we are not ruling out sharp practices, but we are also very, very ready to deal with anyone that we see.

“I can assure you that everyone who should be compensated will be compensated. Work is going on uninterrupted at the Nsulu Airport project”, he affirmed.

Governor Otti further disclosed that reconstruction of the Enyimba International Hotel, to be managed by Radisson Blu, had commenced, with a total of 250 rooms and an international convention centre planned upon completion.

In the Education sector, the Governor announced progress in the recruitment of 4,000 teachers, revealing that 36,000 applications were received, with 24,000 shortlisted for computer-based tests.

On power, he said efforts were underway to restore electricity to Ohafia and Ukwa East LGAs adding that the State is working towards acquiring a 60% majority stake in the Enugu Electricity Distribution Company to facilitate improved supply.

Addressing security concerns, the Governor maintained that no part of Abia State was under the control of non-state actors and assured residents of security of lives and properties.

“We will continue to do everything that we need to do to ensure that all of you can sleep with your two eyes closed, and I’m happy that results are positive. 

“There is no territory that is under the control of non-state actors in Abia State, and there will never be. We have put everything to security. We have professionals who are also supporting us.

“We set up the Security Trust Fund, we set up the Security Advisory Committee, and they are working very hard together with the security agencies, the police, the DSS, Nigerian Army, Navy.

“Everybody is working together to ensure that this place remains safe. And the logic is simple. If this place is not safe, everything we are doing will come to naught”, he declared.

Over 1,000 members of the Peoples Democratic Party and the All Progressives Congress in Ukwa East Local Government Area of Abia State have defected to the Labour Party, citing the people-oriented and infrastructure-driven administration of Governor Alex Otti as their reason.

The defectors which include over 91 key political stakeholders with large followership, were formally received into the Labour Party during a civic reception held in honour of Governor Otti at the Township School, Akwete, Ukwa East LGA, on Thursday.

The event also witnessed the endorsement of Governor Otti as sole candidate for future political aspirations by stakeholders in Ukwa East, led by former Senate President, Senator Adolphus Wabara.

Welcoming the new members on behalf of the party’s National Working Committee, the Governor assured them of equal opportunities, pointing out that the Labour Party was big enough to accommodate everyone committed to the progress of Abia.

He expressed his administration’s readiness to expedite action in facilitating the completion of key projects aimed at boosting economic activities and accelerating development in the oil-producing area.

On power supply, Otti assured residents that electricity would be restored to Ukwa East before the end of March.

He directed the Commissioner for Power and Public Utilities to immediately address outstanding technical issues, noting that the area might only require transformers and smart meters to reconnect to the grid.

In the Healthcare Sector, the Governor announced that 11 primary healthcare centres in Ukwa East had undergone renovation and upgrading while four are currently operational with five are expected to become functional within 30 days, and the remaining two within 45 days.

He noted that the facilities were being adequately staffed and equipped to guarantee efficient healthcare delivery.

Governor Otti pointed out that the newly flagged-off General Hospital project in Ohanku marks the beginning of comprehensive secondary healthcare reform in the area.

Addressing infrastructure concerns, the Governor disclosed that he had instructed the Commissioner for Works to assess and finalise plans for the completion and extension of the remaining stretch of the Ohanku Road into Ukwa East.

He also spoke on the ongoing Obohia–Ndoki Road project, explaining that it involves the construction of drainage tunnels to channel floodwaters into the Aba River.

Despite the financial implications, Governor Otti assured residents that the projects would be completed in line with their requests, stressing that road connectivity remained central to his administration’s economic blueprint.

On the issue of boundary disputes, Governor Otti said he has held discussions with his Akwa Ibom counterpart, Pastor Umo Eno, aimed at fostering lasting peace in the affected border communities.

He noted that both administrations had agreed to continuous engagement, adding that their deputies had already met to ease tensions and stabilise the area.

In the Agricultural Sector, Governor Otti announced that the Abia State Government had signed a Memorandum of Understanding with an international firm specialising in palm production and processing to revitalise the Abia Palm plantation.

He said the company would soon commence operations, a move expected to boost employment and agro-industrial activities.

On Education, Governor Otti disclosed that the State recruited 5,394 teachers in 2025 and was in the process of employing an additional 4,000 and added that the recruitment process, which attracted about 36,000 applications, would remain merit-driven.

The Governor who stressed that successful candidates must be willing to accept postings to any part of the State, with hardship allowances provided where necessary, also ordered immediate temporary repairs of deteriorating school buildings observed at the event venue, pending full rehabilitation.

Speaking on behalf of the defectors, the lawmaker representing Ukwa East State Constituency, Hon. Lewis Obianyi, said the number of defectors exceeded 1,000, noting that the 91 earlier announced were leaders with large followings.

Hon Obianyi said the decision to join the Labour Party was informed by the level of development witnessed in Abia State under Otti’s leadership.

He described Governor Otti as performance-driven, noting that his achievements has positioned the State as a reference point nationally.

The lawmaker commended the Governor for flagging off the General Hospital project in Ohanku and for ongoing road and power projects in the area, assuring him of sustained support from the people.

In his speech, the Chairman of the occasion and former Senate President, Sen. Adolphus Wabara, lauded Governor Otti for what he described as purposeful leadership anchored on infrastructure renewal and people-oriented policies.

Senator Adolphus Wabara commended the Governor’s “bold, compassionate and people-centred leadership,” stating that the foundation laying ceremony for the Ukwa East General Hospital affirms the State Government’s commitment to governance anchored on human dignity and social equity.

Sen Wabara disclosed that the people of the area had for decades, yearned for improved access to quality healthcare while families endured avoidable pain and losses due to long distances to medical facilities.

” Today, that narrative is changing”,” Wabara said.

He however, urged the State Government to accelerate work on the Aba-Ohanku Road and Aba-Obuohia projects, as well as to expedite repairs on the Ohambele-Obeaku Road leading to the proposed Abia Seaport, noting that timely completion would stimulate commerce, reduce travel time and attract investment.

The Chairman of Ukwa East LGA, Mr Chibunna Akara, in his remarks, listed ongoing projects in the area to include the General Hospital, a Magistrate Court nearing completion, two Smart Schools, 11 retrofitted Primary Healthcare Centres, Digital skills training for 80 youths, Educational Support for 300 students, construction of access roads, installation of 10 solar-powered boreholes across political wards and the development of four evening markets.

Other dignitaries at the event, including former Commissioner for Women Affairs, Mrs Chinedu Brown, former lawmaker Chief Uzoma Abonta and former Nigeria’s Consul-General to South Africa, Chief Okey Emuchay, expressed support for the Otti led-administration, describing the Governor’s interventions as transformative and inclusive.

Earlier, the Traditional Ruler of Obeaku Autonomous Community in Ukwa East, Eze Ikeagwuchi Ekeke, appealed to Governor Otti to urgently address the persistent power outage in the area, noting that the perennial electricity disruption had crippled businesses, healthcare services and slowed development in Ukwa East, urging the State Government to restore stable supply.

He also alleged land encroachment by neighbouring communities in Akwa Ibom State and urged the Governor to safeguard Ukwa East’s territorial integrity and ensure lasting peace.

The commissioning of the Nchedo Sexual Assault Referral Centre marks a significant milestone in Abia State’s justice and social protection architecture – signalling a united front between government, development partners, and civil society groups to eliminate gender-based violence and uphold the dignity and rights of all citizens.

Commissioning the project on Wednesday, February 18th, at the Aba General Hospital, the Governor reaffirmed his administration’s unwavering commitment to ending gender-based violence (GBV) in Abia State.

He described sexual violence, child molestation, and assault as an aberrations, alien to the values of our society, and stressed the need for reorientation and collective responsibility to eradicate such crimes.

“We must get to a point where centres like this will become unnecessary because the behaviour they address no longer exists.

“While we embrace technological and social advancement, we must also return to the enduring values that uphold dignity, respect, and human decency”, Gov Otti stated.

Governor Otti expressed profound gratitude to the Honourable Minister for Women Affairs, Hajiya Imaan Suleiman-Ibrahim, for honouring the State with her presence and for her steadfast leadership in advancing protection services nationwide.

Gov. Otti also commended the First Lady of Abia State, Mrs. Priscilla Chidinma Otti, for her deliberate and passionate advocacy against gender-based violence, as well as the Commissioners for Justice, Women Affairs, Poverty Alleviation and Social Protection, and Health for their collaborative efforts in delivering the project.

The Governor further acknowledged the support of the European Union for its initial one-year funding commitment, expressing optimism for extended partnership.

While noting the requests for additional centres, he announced that the State would commence with two additional facilities, with the broader vision of reducing the prevalence of GBV and ultimately eradicating it.

Governor Otti directed immediate action to address infrastructural concerns within the hospital premises, particularly facilities linked to the School of Nursing.

The Governor directed the Special Adviser on Health to submit a comprehensive proposal for the upgrades, emphasising that all public institutions must reflect the administration’s standard of excellence.

Referencing ongoing improvements at Abia State University, the Governor assured students and staff that visible transformation would soon be extended to the hospital environment, saying that,

“We cannot allow our children to study or receive care in environments that are not decent and presentable”, Gov Otti stated.

Speaking, the Minister for Women Affairs, Hajiya Imaan Suleiman-Ibrahim, while describing GBV as a widespread and underreported threat to human security, public health, and national stability, noted that Nigeria currently has over 50 Sexual Assault Referral Centres across 24 States, which have supported more than 58,000 survivors.

The Minister, who said that the establishment of the Nchedo SARC represents a strategic, integrated, and confidential response model that improves Justice outcomes and survivor’s healing, reaffirming the Federal Government’s commitment to policy reform, institutional strengthening, and women’s economic empowerment initiatives aimed at addressing the root causes of violence, while calling for an end to silence, stigma, and impunity.

Earlier in her opening remarks, the Commissioner for Poverty Alleviation and Social Protection, Mrs. Ngozi Blessing Felix, described the Nchedo SARC as a landmark intervention, providing coordinated, survivor-centred services.

She explained that the Centre offers 24-hour access to emergency medical care, forensic examination, counselling, legal guidance, and social support under one roof while reducing trauma and strengthening access to justice.

The Commissioner further highlighted that the centre complements broader Justice-sector reforms, including the Sexual Offenders Register and strengthened prosecution systems, underscoring the State’s resolve to ensure that no survivor walks alone as a National Commitment to Ending GBV.

The World Bank Representative and Task Team Leader for the Nigeria for Women Project, Mr. Michael Ilesanmi, commended the Abia State Government for demonstrating strong commitment to gender equality and women’s economic empowerment.

On his part, Dr. Danladi Plang of IDEA revealed that more than 50 SARCs nationwide have supported over 50,000 survivors as of December 2025.

He advocated sustained funding, replication of the model across the States, strengthening prosecution mechanisms, and the establishment of shelters for survivors requiring safe accommodation.

In his remarks, Mr. Ruben Alba Aguilera of the European Union Delegation to Nigeria and ECOWAS disclosed that the EU has invested over ₦2 billion in supporting Sexual Assault Referral Centres across the country. He emphasised the importance of prevention, protection, and sustainability beyond donor funding.

Abia State Governor, Dr Alex Otti will on February 25th formally flag off the reconstruction of the Enyimba International Hotel, Aba as part of the State’s industrial transformation agenda, with a focus on revitalising the hospitality sector.

The Commissioner for Information, Prince Okey Kanu, disclosed this while briefing Journalists on the outcome of this weeks Executive Council Meeting presided over by the Governor.

Prince Kanu said the Abia State Government, represented by Enyimba International Hotel Limited, had about a year ago signed a Memorandum of Understanding with Radisson Blu Group, an international hospitality brand, which will manage the facility upon completion.

According to the Commissioner, the hotel, which will be retrofitted and renovated to Five-Star standards, will have 250 rooms upon full completion, beginning initially with 155 rooms before scaling up.

The Commissioner disclosed that the fully operational Enyimba International Hotel is projected to generate 5,500 direct and indirect jobs and significantly boost the State’s Internally Generated Revenue.

“It is worthy to note that when fully operational, the facility will provide about 5,500 direct and indirect jobs. 

“The Abia State Government aims to boost its Internally Generated Revenue from the Five-Star hotel facility. 

“The hotel project will help the State Government to drive its economic growth, boost Internally Generated Revenue and provide the State with a robust presence in the Nigerian hospitality industry”, he said.

Prince Kanu disclosed that the State Ministry of Works is currently undertaking direct labour projects at 14 locations across the state with four road projects already completed.

The Commissioner listed the projects completed to include the maintenance of the 14.8-kilometre Alayi–Ugwueke Road in Bende Local Government Area, construction of the 1.1-kilometre Awomukwu–Umusokoro Road in Ikwuano LGA, the 900-metre Umusokoro–Umugwo Road, also in Ikwuano LGA and the 9.1-kilometre Umunkpeyi–Umuru–Okpokiri Road in Isialangwa South LGA.

Prince Kanu said that new direct labour works have commenced on the 280-metre St Patrick’s School Crescent, Agbama, Umuahia South LGA; the 1.43-kilometre access road into Umuobia Housing Estate, Umuahia South LGA and maintenance of failed portions of the 5.2-kilometre road leading to Ugwunagbo Local Government Area Secretariat.

He added that the State currently has 31 ongoing contract projects and expressed satisfaction with the pace of work.

Abia State Governor Dr Alex Otti has commissioned the newly reconstructed Omenuko Bridge and the 30-kilometre Abam-Ndi Okereke -Arochukwu road, which connects Ozu Abam to Arochukwu declaring that the age long jinx has been broken.

The bridge, which has stood since the colonial era, had hitherto become a death trap and a source of untold hardship for residents due to its narrow carriageway and deteriorated condition.

Speaking at the Grand Civic Reception organised in his honour by the Abam Onyerubi Community at Abam High School, Ozu Abam, Governor Otti who titled his speech “At Last, the Jinx Is Broken”, declared that the decades-long nightmare of isolation, failed promises and infrastructural neglect in the area had finally come to an end.

The Governor described the bridge and road as landmark interventions with extensive social and economic importance adding that the projects symbolised his administration’s resolve to reverse decades of infrastructural neglect.

He lamented the economic losses suffered by farmers who were unable to transport produce to markets due to poor road access, describing insensitive leadership as “the biggest burden any community can bear”.

“The newly constructed bridge over Igwu River, popularly called Omenuko Bridge, stands as a testament to the resolute determination of our administration to address decades of neglect and set a new governance standard, one that empowers communities and enables prosperity for all.

“Think of the year-after-year losses our farmers had to live with owing to absence of means to move their produce to urban markets; for an agrarian community like Abam, nothing could be more frustrating. 

“In the end, many of us went through multidimensional losses as the rich agricultural produce from Abam wasted, young people missed the trajectories of their destinies and our sons and daughters living outside the community were shut out, not by anyone, but for fear of unexpected twists and turns on the road or at the famous bridge. 

“Today, we have turned the page, the nightmare is over, the siege has collapsed, the jinx is forever broken. 

“The road and the bridge commissioned today will add to the growing list of successfully executed public infrastructure projects in this community and there is still more to come”, Governor Otti assured.

The Governor paid tribute to victims who lost their lives due to the structural weakness of the old 70-year-old Omenuko Bridge, including families who perished while crossing the Igwu River.

He made particular reference to the late cleric, Rev Dr Uma Ukpai, whose two children died in the river more than four decades ago, as well as Mr Maxwell Uduma, his wife Victoria and their driver and the 17 students who drowned in 2007 on their way to an examination centre.

Governor Otti said the completion of the projects marked a turning point for Abam and neighbouring communities and pointed out that the event was not only about infrastructure but also about resilience and commitment to the new Abia Project.

The Governor disclosed that about 75 per cent of projects initiated by his administration in different parts of Abam had been completed, with more to be delivered within the next 12 months.

He, however, urged the people to remain vigilant against what he described as subtle attempts to reverse the progress achieved under his administration, noting that “Abia has seen the light, and never again shall darkness cover our path.

The Governor used the occasion to announce the appointment of former Secretary to the State Government, Prof. Kenneth Kalu, as President of the Abia Leadership Institute, and confirmed the Acting Secretary to the State Government, Dr. Emmanuel Meribole, as the substantive SSG.

In his speech, the Leader of Abam Onyerubi, Chief James Ume, lauded the infrastructural strides of Governor Otti in Abam, noting the projects have restored the pride and dignity of the people.

Chief Ume listed the ongoing construction of the Idima Abam–Arochukwu Road and the building of a General Hospital, among other critical interventions, as strategic projects transforming the socio-economic landscape of the area.

He said the Governor’s commitment to infrastructure had renewed hope in communities long neglected and declared Governor Otti the sole candidate of the Abam people in the give coming 2027 general election.

He further announced his personal resolve to purchase the expression of interest form on the governor’s behalf and to mobilise N500 million in support of his ambition.

Also speaking, the immediate past Secretary to the State Government and President of the Abia Leadership Academy, Professor Kenneth Kalu, recalled that the deplorable condition of the 30 kilometre Abam–Ndi Okereke -Arochukwu Road and the Omenuko Bridge had, for decades, subjected residents to severe hardship.

Abia State Governor, Dr Alex Otti has assured traders affected by ongoing market redevelopment projects in the State that none of them would be shortchanged.

Governor Otti gave the assurance on Thursday in Umuahia during a meeting with the National Executive Council of the National Association of Nigerian Traders.

The Governor who pledged fairness, transparency and strict adherence to safety standards in the remodelling process, stressed that the primary objective of his government is to ensure a clean and safe environment in schools, hospitals, markets, industrial areas and public institutions across the State.

He explained that unsafe structures, including some buildings at the Ekeoha Shopping Centre, were identified and ordered demolished to avert possible collapse and loss of lives.

On the ongoing remodelling of a section of Ariaria International Market, Governor Otti noted that although the project was not initiated by his administration, it is being supported to ensure its successful completion.

The Governor reaffirmed that existing shop owners would enjoy the “first right of refusal” in the allocation of newly constructed shops and disclosed that he had issued a directive to that effective, warning that any violation of the directive would be reversed.

“No trader will lose a shop because of temporary liquidity challenges. You will only lose your shop if you choose not to take it”, he said.

The Governor disclosed that arrangements had been made with some banks to provide soft loans to traders who may face financial constraints in acquiring the new shops.

Governor Otti ruled out allowing traders to construct the shops themselves, citing the need for quality control and compliance with approved standards.

He added that the redesigned markets would accommodate more shops than previously existed to meet growing demand.

The Governor however, acknowledged a communication gap regarding the project and directed relevant officials to intensify engagement with stakeholders to ensure better understanding.

He reiterated that his administration would not tolerate injustice and urged anyone with grievances to channel their complaints through appropriate authorities for redress.

Earlier, the President of the National Association of Nigerian Traders, Dr Ken Ukaoha, urged Governor Otti to ensure justice and fairness in the ongoing market remodelling projects, pointing out that displacement of original shop owners would amount to injustice.

Dr. Ukaoha said traders across the country support the redevelopment initiative but insisted that due process must guide implementation.

He emphasised the need for full involvement of existing shop owners in the redevelopment process, noting that although markets constitutionally belong to the State, allocation rights had historically been granted to traders.

The National President proposed transparent engagement on reconstruction costs and structured payment plans to ease financial pressure on traders and described such measures as essential for a mutually beneficial outcome.

He, however, commended the Otti administration for visible improvements in infrastructure and the business environment.

According to him, the delegation toured several parts of the state and observed remarkable improvements compared to previous years, including better electricity supply, improved road networks and rehabilitated markets, which have attracted traders from within and outside Nigeria.

“We heard that Abia has changed. We heard that there is light, that the roads have improved and that markets that were once flooded and dilapidated are being restored.

“We came to see for ourselves and we have seen the changes”, he said.

Dr. Ukaoha reaffirmed the association’s support for reforms aimed at promoting development and pledged continued collaboration with the Abia State Government.

On the water project, the Governor disclosed that the Ohuhu Regional Water Scheme had been captured in the 2026 budget and assured residents that the Umuahia Regional Water Scheme would soon be flagged off for rehabilitation.

He added that work on the Aba Regional Water Scheme had reached about 80 per cent completion.

Governor Otti reiterated his administration’s commitment to restoring potable water supply across the state, noting that his vision was to return Abia to “the good old days when people had running water in their homes”.

He also promised to look into the Ohuhu General Hospital at Umuegwu Okpuala with a view to putting the facility into proper use and urged the people to actively participate in the ongoing voter registration exercise.

The event, which drew stakeholders from across party lines, featured prayers for the Governor, his family and the State by traditional rulers from Ohuhu and was attended by the permanent secretary ministry of Information Sir Chris Onwuegbu among others.

Abia State Government has announced that the State’s Green Shuttle Mass Transit Scheme will fully transition to an Electronic Ticketing System at the conclusion of its ongoing pilot phase, which currently offers free transportation services.

The Commissioner for Information, Prince Okey Kanu, disclosed this while briefing Journalists on the outcomes of this week’s State Executive Council Meeting held on Tuesday and presided over by Governor Alex Otti.

Prince Kanu disclosed that the Electronic Ticketing System would feature “counterless Smart Cards, Prepaid and pay-as-you-go options, real-time transaction recording and a centralised revenue monitoring dashboard”.

He described the digital ticketing system as a major shift from cash-based public transport operations which will eliminate cash handling and the use of conductors.

Prince Kanu explained that the free ride, which will continue until the end of February, would enable operators gather sufficient data for route optimisation ahead of full commercial operations, after which a subsidised fare will be introduced.

The Commissioner added that when fares are introduced, pricing will be regulated by the government and based on distance and prevailing market rates for Tricycles and Mini-buses.

He further pointed out that the Abia State Green Shuttle Mass Transit Scheme will coexist with existing tricycle and mini-bus operators.

Prince Kanu noted that the pilot scheme, which commenced on 24 December 2025, has already attracted significant commuter demand.

According to him, “Between the 24th of December and the 29th of January, the scheme has operated for 497 bus days and transported “a total of 106,116 passengers over a total distance of 74,796.6 km”.

“On the average, 14 buses were deployed daily, and each carried approximately 3,034 passengers daily. The pilot rollout has offered the bus operators an idea on the intra city and intercity mobility demands for the bus service.

“The free bus rides, which remove fare barriers, allow demand to be driven primarily by service availability and operational efficiency. The intracity and intercity free rides will continue to the end of February to enable the operators to gather more commuter data and route demands that will go into further planning for the full commencement of the bus services scheme.

“Upon the full commencement of the Mass Transit Services, Abians will be expected to pay a token in order that the Mass Transit scheme is sustained.

“The pricing model will be based on analysis of existing market fares, as involving KeKe and mini-buses. It will also be based on distance rather than based on pricing, and a government-backed fare moderation. There will be electronic ticketing that will regulate cash handling and conductors.

“The scheme will offer commuters options to choose from, in terms of using either the mass transit buses or the Keke and mini-bus services that already exist.

“The whole aim is to totally transform the urban mass transit infrastructure industry while offering Abians a world-class experience in terms of the state-of-the-art bus transit services that will ensure affordability, comfort, and eco-friendly mass transit bus experience”, he said.

Prince Kanu while highlighting progress in the Health Sector, revealed that Abia State recently earned an excellent rating following an oversight visit by the House of Representatives Committee on Health especially for achievements in Primary Healthcare and universal health coverage.

Contributing, the Special Adviser to the Governor on Transportation, Dr Obioma Nwogbo, explained that public sensitization is ongoing to prepare residents for the digital ticketing system assuring that assistance will be provided for the elderly and non-digitally savvy.

Dr Nwogbo explained that commuters would be able to load funds through vendors located at bus shelters, adding that the Green Shuttle scheme would operate alongside existing tricycle and mini-bus services, which he described as feeder or paratransit systems.

Also, the Commissioner for Health Prof Enoch Uche, urged parents to ensure children aged 9 months to 14 years receive the Measles and Rubella Vaccine, describing it as safe and life-saving.

Governor Alex Otti of Abia State has announced that the completed Omenuko Bridge, alongside the Abam–Okobo–Amuvi–Arochukwu Road, will be commissioned on 13 February 2026, as part of his administration’s sustained infrastructure renewal drive across the State.

Governor Otti made the disclosure on Thursday , during the first edition of this year’s monthly Media Parley, tagged “Governor Otti Speaks”, held at the Banquet Hall, Government House Umuahia.

Recall that the Governor, during the flag-off ceremony for the reconstruction of the bridge in February 2025, disclosed that the project would be completed within nine months.

Governor Otti also added that additional major road projects were already lined up for flag-off, including the reconstruction of Uratta Road and the Old Express Road in Aba, which he said would complete the full recovery of Aba, the commercial city’s road network.

“Within the month of February, specifically on the 13th of February, we will be commissioning the Omenuko Bridge and the Abam-Okobo -Amuvi-Arochukwu road. Those projects will be commissioned and filed on the 13th of February, 2026.

“Very shortly we will be flagging off the reconstruction of the Uratta Road and of course the Old Express Road so that a complete recovery of Aba would happen”, the Governor stated.

He disclosed that the State currently has over 30 road projects under contract, many of which are nearing completion, noting that recent images from Ovom Street showed the road was either completed or ready for commissioning in the coming days.

Governor Otti announced that his administration is moving from planning to execution in the Housing Sector, with several housing projects ready for flagg off including the Pocket Layout Housing Construction for Civil Servants.

According to the Governor, other Housing Projects in Mbaisi, Mgbarakuma and Ubakala are also ready for flag-off in the coming weeks.

In the Education Sector, Governor Otti said infrastructure rehabilitation is ongoing across tertiary institutions, including Abia State University, Uturu, Abia State College of Education (Technical), Arochukwu and Ogbonnaya Onu Polytechnic, with major hostel construction underway at permanent sites.

He revealed that enrolment in Public Schools had risen sharply following reforms and added that reports from the Ministry of Basic and Secondary Education show that enrolment has moved from about 117,000 a year ago to over 300,000 as at the end of last month.

The Governor also confirmed that the recruitment of 4,000 additional teachers was ongoing to support the surge in enrolment.

Abia State Government has signed a Memorandum of Understanding (MoU) with Amena Tourism and Hospitality Innovation Technology Solutions to digitally standardise, grade and classify Hotels and Hospitality facilities across the State.

Speaking on Tuesday while performing the exercise at the office of the Attorney General and Commissioner for Justice, the Commissioner for Arts, Culture and Creative Economy, Mr Matthew Ekwuruibe, said the initiative was designed to ensure that no hospitality establishment in Abia goes unnoticed, including on international platforms.

Mr Ekwuruibe who described the initiative as a landmark intervention, said the project aligns with the vision of the Governor Alex Otti-led administration to impact every sector of the economy.

The Commissioner said it would enhance safety, build visitor confidence and guarantee quality standards within the hospitality sector.

According to him, the exercise, expected to last between four and five months, will involve touring all parts of the State to identify, document and assess hospitality facilities.

He explained that the grading and classification process would be fully digital, incorporating geolocation, photography and other advanced technological tools, adding that only facilities that meet approved standards would be listed on the online platform.

Mr Ekwuruibe said the initiative would enhance traveller confidence by providing consistent hospitality standards and assuring both domestic and international visitors of quality and reliability.

He noted that it would also improve service delivery by raising accommodation standards and encouraging healthy competition among operators, while fostering economic growth through job creation.

“The project will strengthen the tourism value chain by stimulating growth in related sectors such as transport, food services, crafts and cultural exhibitions”, he said.

The Commissioner further explained that the initiative would boost security and regulatory compliance by enabling the government to maintain a verified register of graded hotels, thereby reducing risks for travellers and ensuring proper oversight of operators.

“With a click, you will be able to locate where you want to sleep or rest, or even the restaurant and all the rest of them.

“It’s also going to enhance security and when we are done with also the law of tourism, a lot of things will be made mandatory. We are talking of security as people might not be able to lodge in hotels without a proper ID card.

“It is also going to enhance the quality of the hospitality industries in Abia State, bringing it to a certain standard”, he said.

Ekwuruibe said lessons had been drawn from tourism laws in other states, noting that certain standards would be made mandatory, including proper identification for hotel lodging, as part of efforts to strengthen security and improve service delivery.

He disclosed that the State Government had provided a ₦10 billion counterpart fund through the Bank of Industry to support the initiative.

According to him, hospitality businesses that fall below the required standards would be encouraged to access the loan facility to upgrade their facilities, noting that the loan attracts a single-digit interest rate of between 7.5 and 8 per cent.

“The State Government has also provided a loan scheme through the Bank of Industry, it’s actually a 10 billion Naira counterpart fund.

“Also, during this period of classification and grading, we will also encourage some of the hospitality industries that are not up to standard to access this loan provided by the present administration.

“This is to enable them to enhance whatever they feel is not up to standard in their industries.
“It might also please you to know that this loan goes for only 7.5 or 8 per cent interest rate which you can’t find anywhere”, he said.

The Commissioner announced that stakeholder engagement would commence before the end of the first quarter of the year, urging hotel owners and associations to participate actively in the process.

“I am encouraging hotel associations to come out en masse because without them, this project cannot be implemented effectively”, he said.

He added that extensive groundwork had already been completed, including the development of a digital application for enumeration and mapping, incorporating geolocation and other advanced features rather than manual data collection.

Mr Ekwuruibe further addressed longstanding concerns about uniform charges, explaining that the new grading system would classify hotels into one-star, two-star and higher categories.

“At the end of the classification, hotels will no longer pay the same fees, as registration and renewal rates will be based on their star ratings”, the Commissioner said.

He pointed out the initiative would boost the State’s internally generated revenue while ensuring transparency and proper revenue collection

In his remarks, the Commissioner for Justice, Mr Ikechukwu Uwanna, commended the organisation for its collaboration with the State’s legal team in finalising the service-level agreement.

Barr. Uwanna said the agreement would usher in a new era for the hospitality sector in Abia by creating a robust database that would enhance security and promote transparency in the operation of hospitality businesses.

Also speaking, the Managing Director of Amena Tourism and Hospitality Innovation Technology Solutions, Mr Edosa Eghobamien, said the project goes beyond existing ECOWAS and Nigerian Tourism Development Authority (NTDA) standards by integrating technology into hospitality grading and classification.

He described the digital application being deployed as a home-grown solution developed entirely by his team, adding that the platform had been strengthened to be fraud-proof.

Eghobamien commended the Commissioner for Arts, Culture and Creative Economy for his professionalism and transparency, noting that the initiative would promote standardisation, boost business for hospitality operators and increase government revenue.

He expressed gratitude to the Abia State Government for the opportunity, assuring that a comprehensive final report would be submitted at the conclusion of the exercise.

The Abia State Government has commissioned and formally taken over a Primary Healthcare Centre (PHC), 30 Housing Units for indigent persons and a Church Hall donated by the Unubiko Foundation to communities in Arochukwu Local Government Area of the State.

The projects, donated by the Founder of the Foundation, Chief James Ume (popularly known as Ike Abam), are located in Ndi Okereke Abam and Idima Abam Communities.

Speaking during the commissioning and handover ceremony, Governor Alex Otti, said the projects aligns with his administration’s development agenda and commitment to strengthening public-private partnerships for sustainable growth.

Governor Otti who was represented by the Secretary to the State Government, Professor Kenneth Kalu, commended the donor for complementing government efforts in Healthcare delivery and social welfare.

“This is what the government is looking for, you know, partnership, public-private partnership, all geared towards making society better”, Governor Otti said.

He urged beneficiaries of the facilities, particularly beneficiaries of the 30 Housing Units, to take full ownership and ensure proper maintenance.

“The Community who are also largely the beneficiaries should take real possession and maintain those facilities.

“It’s their own. So, the era of treating what is considered government property with levity is gone.

“People should take care of them, protect them, make sure they are well maintained at all times, the Community should own those assets because they are assets to the Communities,” the Governor added.

In his remarks, the Commissioner for Health, Professor Enoch Uche, commended the quality and standard of the newly inaugurated PHC, noting that facility is built to meet modern healthcare needs.

“Ndị Okereke Primary Healthcare Centre, which was conceptualised and built by Unubiko Foundation, is well built and equipped with the same standard as Abia Primary Healthcare Centres”, Prof Uche said.

Prof. Uche said that the centre was equipped with multi-parameter monitors, oxygen delivery systems, modern wards and an ultramodern laboratory.

The Commissioner listed other facilities at the centre to include “multi-parameter monitors, point-of-care ultrasound, modern delivery rooms, male and female wards, centrifuge, microscope, incubators, a well-equipped pharmacy, family planning clinic and oxygen delivery systems.”

He explained that the centre was among five PHCs identified for retrofitting in Abam under Project Ekwueme, the State Government’s initiative aimed at revitalising Primary Healthcare facilities.

He added that the facility had already been functionalised and opened for service delivery, and calling on well-meaning individuals to support grassroots enrolment into the informal sector Health Insurance Scheme.

According to him, achieving health equity and universal health coverage “is not the responsibility of government alone”.

In his speech earlier, the Founder of the Unubiko Foundation, Chief James Ume said he initiated the projects as part of efforts to improve the living standards of his people and support the development agenda of the Governor Otti led administration.

Chief Ume commended the Governor for infrastructural projects across the State, particularly the Abam–Arochukwu Road, and called on residents to continue supporting the government to ensure the delivery of democratic dividends.

Also speaking, the Social Mobilisation Officer of the Arochukwu Health Authority, Mrs Jane Kalu-Otum, expressed delight over the inauguration of the fully equipped health facility, noting that it would enhance service delivery and improve health-seeking behaviour.

She urged women of childbearing age to stop patronising traditional birth attendants and make use of the facility, stressing that improved utilisation would help government gather accurate health data for planning.

Community members who spoke to National Ambassador in separate interviews described the projects as a welcome development that would improve access to quality Healthcare, reduce hardship and lower the cost of medical services.

A nursing mother, Mrs Ifeoma Jonah, said the PHC would ease access to Healthcare, noting that she previously travelled to a neighbouring community for childbirth.

She added that delivery services at the new facility were free and expressed gratitude to the donor for the intervention.

Also, a farmer, Mrs Lucy Andrew, commended the initiative, saying it would reduce the hardship faced by residents in accessing Healthcare, and appealed to other affluent indigenes to emulate the gesture.

The Abia State Electricity Regulatory Authority (ASERA) has formally assumed full regulatory oversight of the State’s Electricity market, following the completion of a six-month transition process from the Nigerian Electricity Regulatory Commission (NERC).

The Chairman and Chief Executive Officer of ASERA, Mr Emeka Onyegbule, disclosed this on Tuesday, while briefing Journalists in Umuahia, describing the development as a major milestone in Abia State’s power sector reform.

Mr Onyegbule said the takeover was anchored on the 2023 constitutional amendment which empowers States to generate, transmit and distribute Electricity within their territories, thereby enabling them to establish independent electricity markets and regulatory institutions.

According to him, Abia State responded promptly by enacting the Abia State Electricity Law in April 2025, laying the legal foundation for a State-owned Electricity market.

He explained that the ASERA board was constituted by the Abia State House of Assembly on April 29 and subsequently inaugurated by Governor Alex Otti on April 30, marking what he described as the formal birth of Abia State’s Electricity market under a State regulatory framework.

Mr Onyegbule noted that NERC issued an interim order on June 24, 2025, granting States a six-month window to complete the transition, which involved setting up institutional structures, appointing a governing board and building regulatory capacity.

“Today is a very significant milestone in the life of the ASERA as we have completed the six-month transition as at yesterday.

“So effectively from today, the responsibility and the mandate to regulate oversight and manage the Abia State’s Electricity Markets falls on ASERA and no longer NERC”, he said.

Mr Onyegbule explained that the authority considered it necessary to brief the media first, given the significance of the development for Electricity consumers and Investors in the State.

According to the ASERA Boss, the new regulatory framework will bring electricity regulation closer to the people, eliminating delays associated with seeking redress from NERC.

“Residents will no longer need to wait for NERC to resolve electricity complaints. ASERA is here to protect consumers and ensure they are treated fairly by operators,” he said.

He added that the ASERA would strike a balance between effective regulation and improved service delivery as well as strengthen consumer protection mechanisms across the State.

Mr Onyegbule disclosed that ASERA has commenced the development of operational regulations for the Electricity market, assuring that stakeholders and the general public would be adequately engaged before the regulations are finalised.

He said the establishment of ASERA would also boost investor confidence, noting that Electricity supply remains critical to Abia State’s economic development and industrialisation drive.

The ASERA Boss explained that the State electricyity market would provide a platform for generators, transmission companies, distributors and consumers to interact, adding that a competitive market would reduce dependence on the national grid.

According to him, competition would drive efficiency, enhance service quality and ultimately improve power supply to households and businesses.

Mr Onyegbule further identified consumers as key participants in the electricity market, being the final buyers of power.

Addressing concerns over estimated billing, Mr Onyegbule said ASERA would ensure fairness and transparency in billing practices, stressing that estimated bills would be closely monitored to prevent excessive charges.

He identified improved metering infrastructure as the long-term solution to billing disputes, adding that ASERA aims to attract investments that would close the metering gap in the State within the next three years.

Mr Onyegbule pointed out that the establishment of ASERA signals a new era in Electricity governance in Abia State, anchored on accountability, efficiency and improved service delivery.

In his remark, the Commissioner for Power and Public Utilities, Mr Ikechukwu Monday, said that the establishment of the State’s Electricity market remains critical to achieving the Abia 25-Year Development Plan and accelerating industrialisation.

Monday said that the journey to operationalising the Electricity market began on March 17, following Gov. Alex Otti’s assent to the Abia State Electricity Law, adding that electricity remains central to economic growth, investment attraction and improved service delivery to consumers across the State.

The Commissioner added that the new electricity market had been designed to be world-class, investor-friendly and consumer-focused.

Mr Monday expressed confidence that the ASERA board would effectively handle consumer complaints and regulatory oversight noting that the establishment of the market marked a major step in allowing Abia to control its electricity future.

He said that ASERA has been empowered to issue metering and billing licenses to encourage private investment in meter deployment, noting that the improved metering would ensure fairness by allowing consumers to pay only for electricity consumed.

The Commissioner explained that Electricity costs vary based on generation sources such as gas, hydro or solar, adding that tariffs in Abia would now be cost-reflective and determined under the State’s regulatory framework.

He said that the law also provides safeguards, including subsidies, to protect vulnerable and less-privileged consumers pointing out that with ASERA in place, electricity decisions would now be taken within Abia State, not in NERC.

Also, the Commissioner for Information, Mr Okey Kanu, said the formal establishment of ASERA followed the enactment of the Electricity Law 2025 to transform the electricity sector.

Kanu said that the new law empowered the State to create ASERA as an independent statutory body to regulate the Abia Electricity market.

He said that the development represents a major regulatory milestone and one of the signature achievements of the Gov. Alex Otti administration in Abia’s Electricity ecosystem.

Abia State Government has concluded plans to launch its first-ever State-owned Electric Bus Mass Transit Scheme under the Abia Transport Transformation Project.

The Commissioner for Information, Prince Okey Kanu, disclosed this on Monday while briefing Journalists on the outcome of this week’s Executive Council Meeting presided over by Governor Alex Otti.

Prince Kanu noted that the first batch of 20 buses arrived in the State in November, while another 20 units were expected early in the new year and added that about 100 buses would be deployed in the first phase of the scheme.

According to him, the 40-seater Electric Buses were custom-built for Abia State and have the capacity to travel up to 400 kilometres on a single charge.

“They are equipped with modern safety and comfort features, including internal and rear cameras, mobile charging ports, disability-friendly access, emergency exits and fire extinguishers”, he said.

Prince Kanu explained that the Mass Transit scheme would position Abia at the forefront of clean, safe and environmentally friendly public transportation in Nigeria, in line with the transport and climate change goals of the Governor Otti-led administration.

The Commissioner also disclosed that the Abia 25-Year Development Plan would be unveiled on Tuesday at the International Conference Centre, Umuahia.

He said the event would attract development partners, members of the Abia Global Economic Advisory Council, Local Government Chairmen, Traditional Rulers and other key stakeholders.

On Healthcare, Prince Kanu announced that the Abia Global Medical Mission, in collaboration with Abia Diaspora Medical Personnel, commenced on Monday and would run until December 20, 2025.

The Commissioner said that free advanced Medical Services would be provided across designated centres in the State during the outreach.

He further revealed that the graduation ceremony of the second cohort of the Abia Techrise Information and Communication Technology Training Programme would hold on Saturday, with 850 youths expected to graduate, pointing out that this would bring the total number of beneficiaries trained under the programme in 2025 to 1,399 youths.

Prince Kanu also stated that the Ministry of Works has continued it’s Direct Labour interventions on major roads across the State, assuring residents of improved road conditions ahead of the yuletide.

He urged residents to remain vigilant during the festive season and report suspicious activities to Security Agencies, adding that the various Security Agencies had been placed on full alert to safeguard lives and property across the State.

Executed by the Federal Government in collaboration with the Abia State Go‌vernment and par⁠tnersh‍ip with the Niger Delta Po‌wer Hold‌ing Company (NDPHC), the project is also expected to transfo‌rm power supply in Umuah⁠i⁠a and strengthen the e‌lectricity‍ in⁠frastructure across Abia Stat⁠e.

Speaking at the groundbreaking ceremony held behind the State Secretariat, Ogurube Layout Umuahia, Governor Otti said that the Abia State Government would execute a 7.5MVA injection substation alongside the NDPHC 7.5MVA substation project to boost electricity supply.

The Governor who titled his speech; ” Energy and Development noted that the State’s matching facility was included in the 2026 budget.

He added that the dual project would strengthen power supply in Umuahia and support industrial growth across the State capital and neighbouring communities.

Governor Otti revealed that NDPHC’s contractors proposed a 12-month delivery timeline but insisted the project be completed within six months.

The Governor pledged that the State Government’s 7.5MVA substation would be delivered within three months of budget approval to ensure rapid completion.

He commended NDPHC for expanding power infrastructure and deepening its investment footprint through ongoing work at the Alaoji Power Plant, stressing that reliable electricity is critical for industrial growth, job creation and attracting investor confidence across Abia State.

Governor Otti highlighted recent gains in the Aba Ring Fenced Electricity Corridor as proof of sustained sector reforms improving supply reliability.

He said policy frameworks, prepaid metering, and upgraded distribution assets had strengthened power delivery and accessibility across the State.

Governor Otti said that Abia has acquired State wide distribution infrastructure outside Aba to accelerate electricity access for more communities.

He explained that the mini-grid policy and the Abia Electricity Regulatory Authority would ensure fairness, transparency, and investor protection in the power sector.

Governor Otti described Abia as open to long-term investment, offering a stable regulatory environment and strong market prospects for electricity developers.

The Governor urged NDPHC to prioritise accelerated project delivery, noting the strategic importance of the substations for households and businesses.

He thanked the Ministry of Power and Public Utilities for supporting the State’s energy roadmap and expressed optimism that the dual project would ensure sustainable development.

In her address, the Managing Director of NDPHC, Ms Jennifer Adighije, said that the project comprised a 1×7.5MVA, 33/11kV injection substation, 1kilometre of 33kV line, 1.2 kilometres of 11kV line and two 300kVA distribution substations.

Adighije, represented by the Executive Director, Networks, NDPHC, Mr Bello Babayo Bello, said that the facility would strengthen Umuahia’s distribution network which had faced technical constraints, and support projected demand growth from 18MW to about 25MW.

She said that the project aligned with the Federal Government’s power sector agenda under President Bola Tinubu and directives of the NDPHC Board chaired by Vice President Kashim Shettima.

Adighije commended Governor Otti for collaborating with Federal Agencies and investing in strategic sectors, pointing out that the State is now better positioned for improved power reliability.

In his remark, the Speaker of the Abia House of Assembly, Mr Emmanuel Emeruwa, said the legislature had passed an energy investment law that would be used to support ongoing and future power projects and assured continued legislative backing.

The Commissioner for Information, Prince Okey Kanu, made the clarification on Monday while briefing journalists at Government House, Umuahia, on the outcome of this week’s State Executive Council meeting presided over by Governor Alex Otti.

Prince Kanu stated that recent allegations made by Investment Guarantee Limited, the former investor in Abia Hotels Limited, were “false and misleading”.

He explained that the Government had fully compensated the co-investor, Barrister Randy Obinna Ukanwoke and had lawfully taken possession of the property adding that attempts to portray the Otti administration negatively were unfounded.

Responding to questions, the Special Adviser to the Governor on Media and Publicity, Mr Ferdinand Ekeoma, reiterated that the revocation of Abia Hotels was carried out lawfully and urged the public to disregard narratives aimed at misleading them.

Mr Ekeoma said the investor violated “every single term contained in the agreement”, describing the breaches as an affront to the State Government.

He noted that despite the investor’s violations, the Government still opted for dialogue.

“There was a discussion. There was a negotiation. That negotiation was not done because he was right. But it was done because this is a Government that believes in empathy.

“The Government that has compassion. And like we did tell them, this Government has also treated other persons, other investors, whether real or genuine or not, like that. Because the Government doesn’t want to dwell in the past.

“The Government wants to move forward. The Government doesn’t want to say, okay, because you have changed the Government in the past, you enter into a funny agreement. We will deal with you.

“And like we told his wife the day the government officials went there, it’s only a government like that of Dr Alex Otti that will do what the State Government has done”, he stated.

Also speaking, the General Manager of the Umuahia Capital Development Authority (UCDA), Mr Kingsley Agomuo, revealed that the Government paid the investor ₦450 million in October as compensation and added that the property was sealed three weeks later.

He explained that upon the completion of the takeover process, the eight local government areas within the Umuahia ring-fenced zone would experience improved electricity supply and enhanced business activity.

The Commissioner further revealed that the State Government had also approved the restoration of electricity to Ohafia to end years of blackout and stimulate the growth initiatives of the Greater Ohafia Development Authority (GODA).

Prince Kanu added that a 1.8-megawatt solar micro-grid would be installed at bus terminals in Umuahia and Aba, with contract processes already underway.

On water infrastructure, the Commissioner announced that the Ministry of Power and Public Utilities had made significant progress in the execution of the CKC-Aba Regional Water Project.

According to him, when completed, the project would provide long-awaited tap water to residents who have endured years without access.

Prince Kanu further disclosed that the Ministry of Lands had sustained its drive to deliver on its “Certificate of Occupancy (C of O) in 30 days” initiative, signing 420 certificates in September alone.

He added that a total of 1,432 certificates had been issued in the past year, and 2,707 in the last two years, almost matching the output recorded over the previous eight years.

Prince Kanu emphasised that the progress reflects Abia’s steadily improving business environment and streamlined administrative processes.

Contributing, the Commissioner for Power and Public Utilities, Mr. Ikechukwu Monday, noted that the State has been in discussion with Interstate Electric, which owns 60% of EEDC assets, especially in the states, noting that the just concluded negotiations will automatically activate the next phase of the transaction.

He said that following the approval of the State Executive Council on the restoration of Ohafia electricity, the contractor would be mobilised to site this week, adding that the project is in partnership with Greater Ohafia Development Authority (GODA), and that the target is to restore electricity before the end of the year.

Abia State Governor, Dr Alex Otti, has signed into effect the Abia Mini-Grid Regulation Framework, a policy document designed to expand electricity generation and distribution to unserved and underserved communities across the State.

Speaking at the signing ceremony, held on Wednesday at the Government House Umuahia, Governor Otti noted that the event marks the culmination of months of planning, stakeholder engagements, confidence-building measures, ideation, and policy reviews by experts, investors, and energy consumers.

“We have gathered to collectively adopt a new framework that would not only expand our options in the push for reliable electricity for everyone, but would ultimately serve as a catalyst for the industrialisation of Abia and economic fulfilment for millions of individuals.

“The formal adoption of the Abia State Mini-Grid Regulation Framework marks the dawn of a new era for households and businesses.

“The formalisation and adoption of the Abia State Mini-Grid Regulatory architecture is also hinged on the new legal framework, which empowers states, private investors, and institutions to invest in the electricity value chains with the objective of extending access to millions of persons, especially in underserved and unserved communities”, he said.

Governor Otti explained that the framework provides clear and comprehensive answers to both technical and commercial questions from investors and consumers, defines the rights and obligations of stakeholders, and establishes mechanisms for the speedy resolution of disputes.

He extended appreciation to the International Solar Alliance (ISA) for their support and commitment to the successful delivery of the initiative.

Addressing the State’s international partners, Governor Otti emphasised that the mini-grid programme aligns with Abia’s shared vision of a carbon-neutral future, stating that the ISA has proven to be a reliable partner.

He further assured the international community that his administration is committed to global calls for increased investment in the renewable energy sector.

The Commissioner for Power and Public Utilities, Mr Ikechukwu Monday, in his address, described the Abia Mini-Grid Regulation Framework as a foundational policy that will unlock access to electricity in unserved and underserved areas adding that it is part of the broader Statewide Energy Development Programme.

The representative of International Solar Alliance Ms Onyi Iyizoba while presenting the mini-grid regulations, described the event as a significant milestone for both Abia State and Nigeria’s wider energy access and transition efforts.

She noted that the commitment shown by Governor Otti in creating an enabling framework for the Mini-Grid reflects the strong dedication of his administration to improving energy access and security.

Ms Iyizoba expressed optimism that the mini-grid regulations would unlock new investments, accelerate rural electrification, and improve the quality of life and business operations for numerous residents across the state.

Presenting key aspects of the new Mini-Grid Regulation, Mr Joanis Holzigel highlighted that Abia is the first state in the country to adopt such a regulatory framework.

He noted that the framework guarantees defined procedures and timelines for registration and permitting, tariff setting and review processes as well as encourages community engagement while promoting rural industrialization.

Abia State Governor, Dr Alex Otti, has declared that work on the proposed Seaport at Ukwa East LGA of the State would only commence when adequate funds are secured to ensure its completion.

Governor Otti who disclosed this, Wednesday, at his Nvosi Isialangwa South LGA office, when he received a delegation of the Ezumezu Ndoki Patriotic Association said that although the project remains a priority, he would not allow it to start without the certainty of funding.

“I was the one that came up with the idea that we needed a seaport. The Chinese that are working with us have turned in their feasibility reports and clearly, a lot of dredging is required.

“From that report, if I’m not mistaken, we need to dredge about 19.5 kilometres to the high sea, so that is not consistent with the preliminary initial report that we got.

“To do this kind of work requires a whole lot of money. We have now gone back to the drawing board because before we start any project, a lot of things are important to us.

“One, we must ensure that it is viable. Two, before we start, we must see the money, so that we don’t start a project and abandon it or delay it”, the Governor stated.

Governor Otti added that partnerships, approvals and licences must also be secured before the project can take off, noting that his government would not allow it to become an abandoned scheme.

“So we will not start the seaport project until we are very sure that we have the funds available”, the Governor reiterated.

Responding to concerns raised about some ongoing road projects, Governor Otti assured the people of Ukwa that his administration would not abandon any road projects midway but will see them through to completion.

He explained that the Akirika-obu route, which begins from Obingwa and terminates in Akwa Ibom was still under construction and disclosed that challenges on the Obohia road were being addressed.

The Governor explained that the Obohia road project required a new tunnel after discovering that the original one had been blocked, pointing out that constructing a new tunnel would be more effective and cost-efficient.

Governor Otti reassured the people of Ukwa people of his administration’s commitment to their development and thanked them for appreciating the modest achievements of his administration over the past 27 months.

Earlier, the Mayor of Ukwa East LGA, Mr Chibunna Akara, told the Governor that many stakeholders in the area had accepted to join his “moving train”, and commended the Governor for his transformational leadership across the State.

In his remarks, the leader of the delegation and President of the Ezumezu Ndoki Patriotic Association, High Chief I. N. Ahunanya, urged the Governor to give attention to the Ukwa seaport and some ongoing road projects, while pledging the group’s support for his re-election bid in 2027.

The Abia State Government has secured approval from the Assets Management Corporation of Nigeria (AMCON) to take over Star Paper Mill and revive the once-thriving company as part of its industrialization agenda.

The Commissioner for Information, Prince Okey Kanu announced the development on Monday, while briefing Newsmen on the outcome of this week’s State Executive Council meeting presided over by Governor Alex Otti.

Prince Kanu described the approval as a strategic move to stimulate economic growth in the State.

“The revitalisation of this moribund company is in line with one of the State Government’s economic policies of revitalising moribund companies and selling same to serious and capable investors”, Kanu said.

He explained that the State Government’s priority is to ensure that revived industries provide employment opportunities for Abians and generate the much needed revenue for the State.

“The State Government’s stake in the company, when fully operational, will be minimal, but enough to ensure that the state remains well-positioned to monitor the activities of the company to ensure that the state government and Abians are not short-changed in any way or manner”, he added.

The Commissioner further revealed that other companies marked for revitalization under the administration’s industrial policy include Afro Beverages, Aba Textile Mills, International Equitable Association, and Kent Biscuits.

On Environmental matters, Kanu disclosed that the Ministry of Environment had commenced house-to-house sanitary inspections across the 17 Local Government Areas of the State.

The Commissioner who explained that defaulters would be prosecuted in line with Abia State Environmental law, said that the exercise is being carried out under the “Keep Abia Clean Initiative“, which was launched on 1st August 2025.

The Abia State Government (ABSG) has entered into a partnership with the International Solar Alliance (ISA) to develop regulations for the operation of mini-grids in the state.

The Commissioner for Information, Prince Okey Kanu, disclosed this on Monday at Government House, Umuahia, while briefing Journalists on the outcome of this week’s State Executive Council meeting presided over by Governor Alex Otti.

Prince Kanu explained that the ISA is an intergovernmental treaty-based organisation with 123 member countries, noting that the collaboration formed part of the State Government’s agenda to play a major role in the power sector through significant investments by attracting private capital.

“This collaboration will enable ISA to support the State Government through the use of power and public utilities to establish a thriving environment that will attract investments and sustain solar power projects in the state, thereby driving growth and mitigating climate change”, Prince Kanu said.

The Commissioner added that, following the signing into law of the State Electricity Law 2025, the State Government is now positioned to fully explore the state’s electricity value chain to drive industrial growth.

“To this effect, the State Government is participating in the Distributed Access to Renewable Energy Scale-Up (DARES). 

“This is a $750 million World Bank intervention and renewable energy development programme. The State Government will have the opportunity to participate in this programme and it will in no small way boost the electricity sector of the state”, Prince Kanu stated.

On Environmental Management, he revealed that the Abia State Environmental Protection Agency (ASEPA) has deployed 2.7-tonne receptacles across Aba and Umuahia.

According to him, these receptacles are smaller than those previously used, making them more suitable for navigating narrow streets.

He further disclosed that ASEPA has commenced a massive clean-up of major waterways and drainages around Umuahia, particularly from Afara through to Isiala Ngwa.

“The waterways need to be cleaned and opened up to prevent the flooding of those areas of the city during the rainy season. There have been some predictions that some areas of the state are susceptible to floods. 

“What ASEPA is doing is looking at areas where you have drainages that are blocked. They are opening them up to ensure that if by chance the rains come very heavy, the cities of Umuahia and other parts of the state would not be flooded”, Prince Kanu stated.

On Health Sector recruitment, Prince Kanu disclosed that a total of 1,983 applications had been received for the ongoing recruitment of health workers. 

The Commissioner disclosed that out of the 1,983 applications, 1,348 applicants have so far been shortlisted, while the process is still ongoing.

He said a Computer-Based Test (CBT) would be conducted between 26th and 30th August, while successful candidates would be interviewed between 2nd and 16th September 2025.

He added that the Civil Service Commission has also advertised for contract consultants, primary consultants and medical officers, with the portal for applications closing on 30th August 2025.

Also present at the briefing were the Special Adviser to the Governor on Energy, Engr Kachi Etuluo, and the Chairman of the Civil Service Commission, Pastor Mrs Eno Jerry-Eze.
